Box 1880 Rifle, CO 8165_0 Situs: 1252 County Road 294 Rifle, Colorado Application Submittal Require Application Conditional Use Permit Supplemental Information Application Item I-Plans and Specifications: Emily Griffith Center is a Residential Treatment Center and School for emotionally disturbed males ages 9 to 18 years old . The capacity of the Western Campus is 28 re sidents . The facility i s supervised 24 hours a day by staff that does not reside on the premises. Various departments of social service agencies throughout the State of Colorado-Child Welfare Division refer the residents. The residents are generally victims of abuse and neglect. We are requesting approval for: 1 )-Additional classroom space by adding 2 (two) modulars; and, 2)-Facilities for an Equine Program on our property. There will be no change from the existing/current use of the facility. This request will not change the current 28 resident capacity of the Emily Griffith Center. Students walk from the main building through a walkway to the classrooms with a staff m ember. The m odulars will be used for additional classroo m space and storage for equine supplies. This will reduce crowding in the existing classrooms and increase monitoring and supervision of the students. The modular classrooms are 2 x 40 feet. They each contain one large classroom and an office. The modulars will be located at the back of the northeast end of the main building . The additional classrooms will be available for use during traditional school hours Monday through Friday 8:00 a.m. to 4 :00 p.m. The classrooms will be used for weekend activities as needed and at t he discretion of the staff. The Equine Program will be available to staff and residents 7 days a week during daylight hours. The Equine area consists of 4-60 ft. x 40ft. horse paddocks, a 90 ft. x 55 ft. riding arena, and a 20- ft. round pen. The Equine Program is located in the back of the southeast side of the main building. The Equine Program is an essential program of the Emily Griffith Center education and residential program (see attachment of program description). This program has proven to be beneficial for our students not only in the class setting but also in individual and family therapy. There is approximately 10 to 12 staff vehicles parked in front of the Emily Griffith Center. Emily Griffith Center owns a 15-passenger van and a suburban. Those vehicles are also parked in front of the center. There is one food delivery to the front of the building one time per week, and two trash pick-ups per week. There will be no vehicles entering or exiting near or/at the location of the classroom modulars. Small vehicles (the EGC suburban) will be entering and exiting the Equine Program on daily basis. The vehicle will travel on a dirt road (that is part of Emily Griffith property). The entrance is on the front of the southeast comer of the Emily Griffith Center building. There will be no public traffic access (such as retail or "drop in" traffic). Application Item 2-Water and Sewage: Water is provided by the city of Rifle. A 350 ft. water line to the horse paddocks has been added for watering the horses. The water for the Equine Program is obtained through a well located on the property. It is not city water. There is no change to the septic system. Application Item 3-Road Access: The only road access is by County Road 294, which runs west to east/northwest along the north side of the existing property (see map attached).
