RELATIONSHIP TO THE COMPREHENSIVE PLAN II_ The subject property is located partially in District C - Rural Areas/Minor Environmental Constraints as shown on the Garfield County Comprehensive Plan Management Districts Map. DESCRIPTION OF THE PROPOSAL A. Site Description: The property is located south of Silt, in the lower reaches of Dry Hollow Creek, south of Weible Peak (see vicinity map in packet). Elevations range from 5600 to 5800 feet. Dry Hollow traverses a small portion of the northwest corner of Lot 6. The site is undeveloped and in native vegetation. A vicinity map is shown on page • • B. Project Description: The proposed subdivision is a "resubdivision" of Lots 10 and 11 of the Sierra Vista Subdivision, approved in 1980 and amended in 1983. All parcels created in 1980 exceeded 35 acres in size, and did not require any subdivision review. A copy of the impacted portion of Lots 10 and 11 will be available at the public meeting. • • It is proposed to split the 75 acre site into 6 (six) single-family lots ranging in size from 9.1 to 18.8 acres in size. Two (2) exempt well permits (#178787 and #178786) will be used to serve three dwelling each. Sewage disposal will be treated through conventional ISDS. Access will be provided from County Road 331 via a 60 ft. wide access easement platted with the Sierra Vista�ubdivision. A sketch plan of the proposed subdivision' is shown on page S " III. MAJOR ISSUES AND CONCERNS A. Soils/Topographvr: The Soil Conservation Service has classified the majority of the site as having moderate development constraints, due to percolation rates and isolated shrink -swell soil characteristics. The Preliminary Plan geology report will clarify and propose mitigation any identified constraints. B. Road/Access: The project proposes two (2) points of access from County Road 331 (Dry Hollow), spaced approximately 2500' north and south. Both entrances utilize platted easements recorded in 1980 with the original subdivision plat. Lot six is shown to take access from an additional access easement through Lot 15 of the original subdivision. No evidence has been submitted that the existing owner of Lot 15 (Alyson R. Jungjohann) has granted the necessary easement. This would be required at the time of Preliminary Plan. Garfield County road standards require the following configuration: Number of Lots 6 Minimum ROW 40' Lane Widths 8' Shoulder Widths 2' Ditch Width 4' Cross Slope 2% (Chip/Seal), 3% (Gravel) Shoulder Slope 5% Maximum Grade 10% Surface Gravel All roads are shown as 60 ROWs, and would be dedicated to the public at the time of Final Plat. C. Fire Protection: No letter has been provided by the Silt Fire Department. D. Floodplain: The Dry Hollow drainage floodplain has been mapped by the Soil Conservation Service (Floodplain Management Study - Colorado River Tributaries, July 1986). At Preliminary Plan, the applicant shall indicate the floodfringe and floodplain profile on required mapping. E. Additional Agency Comments: 1. Division of Water Resources: The Division has reviewed the project, and has determined that valid well permits are in place to serve the six (6) dwelling units (see page' eir '' ). I I 2. Bookcliff Soil Conservation District: The District has not responded to the application and has concerns regarding revegetation and animal control (see letter on page ). 3. Colorado Department of Health: The Department of Health has not responded to the application but typically responds at Preliminary Plan. E. The Sketch Plan process is purely informational. Completion of the Sketch Plan process does not constitute approval of the proposed plan. The Sketch Plan comments shall be valid for a period not to exceed one (1) year from the date of the Planning Commission review.
