Simpson State Engineer We have reviewed the above referenced proposal to separate 15 acres into four tracts consisting of one parcel of nine acres and three parcels of two acres apiece. An existing well is the proposed source of water for the nine acre parcel and one of the two acre parcels. The water supply for the two other two acre parcels is to be from individual on-site wells. The two new wells are to be augmented through water allotment contracts with the Basalt Water Conservancy District. Although not identified, the existing well appears to be permit no. 148415. This permit was issued to serve only one single family dwelling. In order for this well to serve more than one single family dwelling, a new well permit would have to be obtained for the proposed expansion of use. It is highly unlikely a permit for expanded use could be issued without a court approved augmentation plan, or a water allotment contract with the Basalt Water Conservancy District. The physical availability of water for wells on these lots was not addressed. The small parcel size raises some question as to if an adequate physical supply, in terms of both quality and quantity, can be developed on these parcels through individual wells. We recommend that the existing well, or a monitoring and observation well be pump tested. Using the results of the pump test and local geologic information, the applicant's engineer should evaluate whether a satisfactory well can be developed on each of the proposed lots. After we have reviewed the engineer's report and his conclusion on ground water availability, we will provide further comments. Until that time, we recommend the proposal be held in abeyance. October 19, 1992 Mr. Edward Larsh has requested that his recently approved water allotment contract be amended to reflect a total anticipated water use of 0.6 acre feet rather than the approved amount of .4 acre feet. The increased water use is associated with a proposed caretaker unit on the property. It is my understand that Mr. Larsh inadvertently forgot to include this use in his original application. Mr. Larsh has provided a check in the amount of $200 made payable to the Basalt Water Conservancy District to cover the necessary amendment filing fee. The contract amendment will affect only one of four water contract applications that the Board recently approved for Mr. Larsh (lot 1, contract no. 194). Last June the Board approved four separate water allotment contracts each providing sufficient water supplies for in-house water use associated with single family residences (contract nos. 194 - 198). At that time Mr. Larsh was in the process of subdivision review by the Garfield County Commissioners. Apparently, at some point during the County review process it was discovered that Mr. Larsh needed additional water supplies to fully protect the contemplated water use on lot 1. Mr. Larsh expressed some urgency for an immediate reply to his request. The Garfield County Commissioners will take final action on Mr. Larsh's subdivision request on the afternoon of November 16th. It is Mr. Larsh's opinion that if a contract amendment is granted, the commissioners will rule favorably on his subdivision request. As you know, the next scheduled meeting for the Basalt Water Conservancy District is set for the evening of November 16th. Therefore, it will not be possible to communicate to the Garfield County Commissioners in a timely fashion as to whether or not the Board approved the additional water service request. As a result, Mr. Larsh has asked if it is possible to have the Board members individually polled on this matter so that he could have a reply to the County prior to November 16th. From a technical point of view, it is my opinion that the District can easily provide the small amount of water requested in the contract amendment. Mr. Larsh's subdivision is located immediately adjacent to the Roaring Fork River just north of the proposed Aspen Glen residential development. This area is within the District's water service Area A and therefore, stream diversions can easily be replaced through the release of water from Ruedi Reservoir.
