The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector.
2. A permanent address assigned by the Garfield County Building Department posted where
it is readily visible from an access road.
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, kitchen
floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing.
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot & cold running
water, all floors and walls finished and a privacy door.
5. All steps inside or outside over three (3) steps must have handrails. All balconies or decks
over 30" high mush have guardrails constructed to meet all 1994 UBC requirements.
6, Outside grading done to where water will detour away from the building.
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration
of extenuating circumstances, i.e., weather, but a Certificate of Occupancy will not be
issued until all the required items are completed and a final inspection made.

MINIMUM APPLICATION REQUIREMENTS
for
MANUFACTURED HOMES
In order to understand the scope of the work intended under a permit application and expedite the issuance
of a permit it is important that complete information be provided. Adequate and complete information will
prevent delays in the plan review process. Reviewing a plan and the discovery that required information has
not been provided by the applicant may result in the delay of the permit issuance and in proceeding with
building construction. The owner or contractor may be required to provide this information before the plan
review may proceed. This causes delays because other plans that are in line for review may be given attention
before the new information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your project and
provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a
book titled "Dwelling Construction under the Uniform Building Code". This book is available to you
through this department at our cost. Also, please consider using a design professional for assistance
in your design and a construction professional for construction of your project.
To provide for a more understandable plan in order to determine compliance with the building, plumbing and
mechanical codes, applicants are requested to review the following check list prior to and during design.
Applicants are required to indicate appropriately and to submit the completed check list at time of application
for a permit.

SCOPE
This report presents the results of our Residential Soils Investigation for the
proposed modular residence at Lot 5, Block 1 TBD, Winchester Village South, located
west of Rifle-Rullison Road and Village in Rifle, Colorado. Our investigation was
conducted to evaluate subsurface conditions and provide foundation recommendations
for the proposed modular. The report includes descriptions of subsoil and groundwater
conditions found in a test pit, recommended foundation systems and allowable design
soil pressures, and design and construction criteria for details influenced by the
subsurface conditions.
The report was prepared from data developed during our field exploration,
laboratory testing, engineering analysis and experience with similar conditions. A brief
summary of our conclusions and recommendations follows. Detailed criteria are
presented within the report.
SUMMARY OF CONCLUSIONS
1. Subsoils found in the test pit included 8 feet of silty, sandy clay and clayey
sand with gravel and cobble lenses. Groundwater was not encountered
the day of observation in the test pit.
2. We believe spread footing foundations, bearing on well compacted
subgrade soils will perform satisfactorily for the proposed modular.
Detailed design and construction criteria are included in the text of the
report.
3. Surface drainage should be designed for rapid runoff of surface water
away from the proposed modular structure.
SITE CONDITIONS
Lot 5, block 1 consists of approximately 0.8 acres located west of the Rifle-
Rullison Road and Village in Rifle, Colorado. A site Vicinity Plan is included as Fig. 1.
The subject site was vacant field. The ground surface was covered with grass and weeds
and sloped down from the south toward the north at grades of 8 to 10 percent. An open

irrigation ditch was observed about 60 feet south of the site. The ditch was about 3 feet
wide, 1 foot deep and was flowing slowly. Approximately 30 feet south of the site, an
embankment of 1.4 horizontal to 1 vertical supported a 15 foot wide access road and the
ditch. A hillside rose about a hundred feet, south of the ditch. Existing single family
residences occupied lots north, east and west of the subject site. The site was located in
a rural area. Observation of the area of the site indicates the soils to the north, east and
west likely originated as an ancient slide mass from the south hillside. The resulting
colluvium would now comprise the surficial strata. We made a walking inspection of the
1.4 H: 1 V slope south of the site and observed no obvious signs (i.e. cracking,
movement, water seeps) of recent slope movement. We also made a cursory visual
inspection of the existing residences, located adjacent to the west and east of the subject
lot. We did not observe obvious signs of cracking and movement of these foundation
walls.
PROPOSED CONSTRUCTION
We understand the proposed modular structure will be a 28 -foot by 56 foot, one
story, wood framed, pre -manufactured building which is delivered in two pieces. There
will be no below grade construction. Anticipated loads consist of Tess than 1,000 pounds
per lineal foot of structural perimeter for each of the two buildings. We understand the
desired foundation consists of cast -in-place footings supported by the shallow subsoils.
Adjustable mechanical supports will be used to support the modular at the structural
perimeter. A facia, `skirting' type product will be used to insulate the foundation area and
under side of the modular. We understand up to 1 to 2 feet of site grading cut and fill is
planned to level the building pad area.
SUBSURFACE CONDITIONS
Subsurface conditions at the site were investigated by observing one exploratory
test pit at the location excavated by Mr. Crandell. The location of the test pit is shown on
Fig. 2. Graphic logs of the soils found in the test pit and field penetration resistance tests
are presented on Fig. 3.

Subsurface conditions encountered at test pit TP -1 consisted of 8 feet of variable
silty, sandy clay and clayey sand with gravel and cobble lenses. The soils observed were
medium stiff to stiff, dry to slightly moist, brown and tan. A sample of sandy, silty clay
exhibited no movement when wetted under constant pressure in our laboratory. A sandy,
silty gravel sample tested had a liquid limit of 24 percent, plasticity index of 8 percent and
19 percent passing the No. 200 sieve (silt and clay size particles). Groundwater was not
encountered the day of observation in the test pit. Results of laboratory testing are
included in Figs. 4 and 5 and summarized on Table 1.
MODULAR FOUNDATION
Our investigation indicates subsurface conditions at the proposed foundation
levels Include a variable clay, sand, gravel and cobble soils mixture. The soil sample
tested for swell -consolidation characteristics exhibited no movement when wetted under
Toad. Observations made at the site indicate a potential for future consolidation of site
soils. One alternative would be to use a deep foundation, such as drilled piers or driven
piles, bearing below the zone of potential movement. We believe this alternative would
be costly and not take advantage of the adjustable foundation mechanical supports. The
planned site grading includes cuts and fills in the building pad area. Our experience
indicates a thickness of well compacted soils which support footing foundations would
tend to increase performance. The greater the thickness of well compacted soils would
correspond to a decrease in the potential settlement. Considering the adjustment of the
foundation supports, we recommend a minimum of 1 foot soils below footings be
removed, subgrade be compacted, and soils replaced as a well compacted fill. A uniform
thickness mat of over -excavate and re -compact should be completed in the footing areas
(i.e. the planned cut and fill should be considered to `optimize' the actual thickness of re -
compacted soils). Recommended design and construction criteria for spread footing
foundations are presented below. These criteria were developed from analysis of field
and laboratory data and our experience.

Spread Footing Foundations
1. Foundations should be designed for a maximum soils bearing pressure of
1,000 psf. Loose soils should be completely removed from foundation
bearing areas, prior to placing concrete.
2. The completed excavation, within 5 feet horizontally of footing areas,
should be over -excavated to a depth of at least 1 foot. The completed fill
subgrade should be moisture conditioned to within 2 percent of optimum
moisture content and compacted to at least 95 percent of standard Proctor
(ASTM D698) maximum dry density. Fill should be placed in thin, loose
lifts, moisture conditioned to within 2 percent of optimum moisture
content and compacted to at least 95 percent of maximum standard
Proctor dry density (ASTM D698). The completed fill subgrade and fill
placement should be tested for compaction, prior to placing concrete.
3. Soft areas may be encountered in open excavations. If unusually soft and
yielding conditions are found excavation stabilization may be required.
4. Exterior walls must be protected from frost action. We understand the
foundation will be interior and exterior facia (skirting) installed to protect
foundations from frost action. Therefore, burial should not be necessary.
5. The completed foundation excavation should be observed by a
representative of our firm, prior to placing forms, to verify the foundation
bearing conditions.
FLOOR SYSTEMS
To our knowledge, the only reliable solution to control floor movement is the
construction of a structurally supported floor with at least a 12 -inch air space between
the floor and subgrade. In our opinion, structural floors should be used in all finished
living areas. We understand the proposed modular structure will include structural floors
in all areas. Driveways, sidewalks and exterior patio slabs are normally constructed as
slabs -on -grade. Slabs -on -grade can be used in these areas provided the owner is aware
of and accepts risk of potential movement and damage.
We recommend the following precautions for construction of slabs -on -grade at
this site. These precautions will not prevent movement in the event the underlying
conditions become wetted; they tend to reduce damage if movement occurs.

1. Slab -on -grade construction should be limited to areas such as exterior
flatwork.

2. Frequent control joints should be provided to reduce problems associated
with shrinkage and curling. The American Concrete Institute (ACI) and
Portland Cement Association (PCA) recommend a maximum panel size of
8 to 15 feet depending upon concrete thickness and slump, and the
maximum aggregate size. We advocate additional control joints 3 feet off
and parallel to grade beams and foundation walls.
3. Exterior patio and porch slabs should be designed to function as
independent units. Movement of slabs -on -grade should not be
transmitted directly to the residence foundations.
4. Soils identified at this site may compress when wetted under pressure.
We recommend slab subgrade be moisture conditioned and well
compacted as stated in the "MODULAR FOUNDATIONS" section, above.
BELOW -GRADE CONSTRUCTION
Below -grade construction is not anticipated. If plans change, we should be
contacted to review the planned construction and given the opportunity to provide
geotechnical recommendations for the actual construction.
CONCRETE
One soils sample (TP -1 at 2-3 feet depth) tested had a 0.05 percent water soluble
sulfate content. Sulfate concentrations in this range are considered to have negligible
effect on concrete which comes into contact with the soils, Ordinary Type I or Type 11
cement be used for all concrete that comes into contact with the subsoils.
SURFACE DRAINAGE
Performance of foundations and concrete flatwork is influenced by surface
moisture conditions. Risk of wetting foundation soils can be reduced by carefully
planned and maintained surface drainage. Surface drainage should be designed to
provide rapid runoff of surface water away from the proposed structure. We recommend
the following precautions be observed during construction and maintained at all times
after the construction is completed.

1. The ground surtace surrounding the exterior of the modular should be
sloped to drain away from the modular in all directions. We recommend a
slope of at least 12 inches in the first 10 feet around the structure, where
possible. In no case should the slope be Tess than 6 inches in the first 5
feet. The ground surface should be sloped so that water will not pond on
the uphill side of the modular.
2. Roof downspouts and drains should discharge well beyond the limits of
all backfill. Splash blocks and downspout extenders should be provided
at all discharge points.
3. Landscaping should be carefully designed to minimize irrigation. Plants
used close to foundation walls should be limited to those with low
moisture requirements; irrigated grass should not be located within 5 feet
of the modular perimeter. Sprinklers should not discharge within 5 feet of
the perimeter. Irrigation should be limited to the minimum amount
sufficient to maintain vegetation; application of more water will increase
likelihood of slab and foundation movements.
4. Impervious plastic membranes should not be used to cover the ground
surface immediately surrounding the modular. These membranes tend to

LIMITATIONS
One test pit was observed at the subject site. The test pit is representative of
conditions encountered only at the exact test pit location. Variations in the subsoil
conditions not indicated by the test pit is always possible. Our representative should
observe open foundation excavations to confirm soils are as anticipated from the test pit
and foundations are prepared as recommended herein.
