The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector.
A permanent address assigned by the Garfield County Building Department posted where
it is readily visible from an access road.
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, kitchen
floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary. plumbing.
4. A complete bathroom; with'wash bowl, tub or shower, toilet stool, hot & cold•running
water, all floors and walls finished and a privacy door.
5. All steps inside or outside over three (3) steps must have handrails. All balconies or decks
over 30" high mush have guardrails constructed to meet all 1994 UBC requirements.
6. Outside grading done to where water will detour away from the building.
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration
of extenuating circumstances, i.e., weather, but a Certificate of Occupancy will not be
issued until all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

CONDITIONS OF APPROVAL
[. No sitework or building construction may proceed on any Lot (including no preliminary site clearing, grubbing,
grade alteration, storing of material, foundation excavation, extension of underground utilities, etc.) until the Project
has received a Project Approval from the Architectural Committee and has been issued a Building Permit (as
required by Garfield County for New Home or Renovation projects).
All general building and site improvements construction for any Project shall be completed and shall have issued -
a Certificate of Occupancy from the Garfield County Building Dept. no later than one ( I) year after the issuance
date of this Architectural Committee Approval.
3. The completed landscaping and revegetation of the improved Lot, to specifically include the front, side and rear
yard areas, shall be completed no later than six (6) months from the date of Certificate of Occupancy. An
additional maximum four (4) month extension may be granted by the Architectural Committee if the Certificate
of Occupancy was issued shortly prior to the non -growing winter months such that landscape construction could
not diligently proceed; however, in any event, the landscaping construction shall be fully complete no later than
ten (10) months from the date of Certificate of Occupancy.

NOTES FOR METASTABLE SOILS
• Dimi~nsions should be taken from architectural plan except for foundation components.
• Reinforcing to be continuous around the building as shown. Minimum lap of reinforcing at splices - 15". No gaps in the
reinforcing will be permitted, unless specifically designed. Use Grade 60 steel. 0. ,4tc-s-

• Foundation concrete shall have a minimum strength of 3000 psi placed with a maximum slump of 5".It shall be made using
"Modified" Type II Cement or equal protection, with no Calcium Chloride added.
• Separate interior and exterior slabs from all structural portions of building with expansion joint or folded polyethylene film.
• Prior to backfilling procedures, foundation walls should be allowed to cure a minimum of 7 days and be adequately supported
by floor systems or other bracing.
• Separate all interior and exterior, non-structural slabs from all structural portions of building with expansion joint or folded
polyethylene film. In conditions of metastable soils, floor slabs on grade must be allowed to float freely, unrestrained by any
portion of the building.
• Stairway to basement, if any, should not be constructed as a rigid connection between floors, but should allow slab on grade to
float freely.
• Refer to the soils letter for peripheral drain recommendations.

PLASTIC MEMBRANE (Vapor Barrier) Must Not Be Placed On Crawlspace Ground Surface Unless SPECIFICALLY Allowed
By And Any Installation Directed By the Foundation Design Engineer or the Geotechnical Engineer. See Soils Letter.
• Water shall not be allowed to stand or pond within 15' the building during or after construction, except at the specific
direction of the Geotechnical Engineer. Water shall not be allowed to stand or pond within 15' the building during or after
construction. Backfill shall not be flooded, soaked or jetted during or after construction.
• Roof drains shall be carried away from the building at least 5' past any backfill and not allowed to soak the foundation soils.
UNDERGROUND PIPING MAY BE REQUIRED TO PROPERLY REMOVE ROOF DOWNSPOUT DISCHARGES.
• Planters, if any, should be well sealed and drained.
• Surface drainage should be positive and rapid in directions away from the building at all points. The yard within 10' of the
structure and all backfill to be sloped away from the structure at a minimum gradient of 8%..
• Under arid climatic conditions, such small amounts of moisture are required to cause excessive settlement or collapse of the soils,
that under normal rainfall and careful landscape irrigation conditions, moisture and consequent expansion may not reach interior
foundation members, while affecting exterior foundation members. Movement under these conditions may well be isolated and
require reieveling of parts of the structure.
NOTES FOR STRUCTURAL FILL SOIL IMPROVEMENT
• THE UPPER 24" OF THE SOILS IN THE EXCAVATION ARE TO BE SCARIFIED AND COMPACTED.
• ANY existing low density soil should be removed from below the proposed bottom footing elevation, The open excavation is to
be closely examined by a representative of the Geotechnical Engineer for adequate over -excavation and exposure of proper bearing
soils. Upper 8" of the subgrade soils are to be moisture conditioned and compacted to a minimum of 90% of the soils maximum
Modified Proctor dry density (ASTM D-1557).
• Replace all unsuitable soils with pre -approved native soils or Import a coarse-grained, non -expansive, non-freedraining
man-made structural fill and place in the overexcavated portion of the site.
• Place structural fill in lifts not to exceed 6 inches after compaction.
• The structural fill should be compacted to a minimum of 90% of the soils maximum Modified Proctor dry density (ASTM
D-1557) and placed at a moisture content conducive to the required compaction ( Proctor Optimum Moisture ± 2%).
• The structural fill must be brought to the required density by mechanical means. No uncontrolled soaking, jetting or puddling
techniques should be used, unless specifically directed by the Geotechnical Engineer.
• Surface density tests should be taken at maximum 2 foot intervals, to confirm the quality of the compacted fill product.
• The placement of a geotextile fabric for separation between the native soils and structural fill may be required by the Engineer.

lation showing all necessary specification detail. including (1) front-
a.ge of lot along road, (2) distance from centerline of road to
property line, (3) number of driveways requested, (4) width of pro --
posed driveway(s) and angle of approach, (5) distance from driveway
to road intersection, if any, (6) size and shape of area separating
driveways if more than one approach, end (7) setback distance of
building(s) and other structures or improvements.
r E- N E R. A I.. PROVISIONS
FIRST- The Applicant represents all parties in interest, and affirms
that the driveway approach(es) is to be constructed by h:Lm for the
bona fide purpose of securing access to his property and not for the
purpose of doing business, or servicing vehicles on the road right -of --way,
SECOND: The Applicant shall furnish all labor and materials, perform
all work, and pay all costs in connection with the construction of the
driveway(s) and its appurtenances on the right--of-way. All work shall
be completed within 30 days of the Permit date.
THIRD: The type of construction shall be as designated and/or approved
by the Bogard of Cor..rnisy Commissioners or their representative, and alt
mater iaJs used shall be of satisfactory duality and subject to inspec-
tion and approval of the Board of County Commissioners or their
representative.
FOURTH: The traveling public :shall be protected during the instal-
lation with proper warning signs and signals and the Board of Count
Commissioners and their duly appointed agents and employees shall be
held harmless against any action for personal injury or property
damage sustained by reason of the exercise of the Permit,
FIFTH: The Applicant shill assume responsibility for the removal or
cl-c_arance of snow, ice or sleet upon any portion of the driveway ap-
proach(es) even though deposited on the driveway (s) in the course of
the. County snow removal :operations,
SIXTH: In the event it becomes necessary to remove any right-of-way
fence,, the ':costs ori either side of the entrance shall be seourely
braced before the fences is cut to prevent any slacking of the remain-
ing fence, and all posts and wire removed shall be turned over to the
District Rood Supervisor of the Board of County Commissioners,
SEVENTH; No revis:tons or addit`i.ons shall be made to the driveway(s)
or its appurtenances on the right-of-way without the written permis-
sion of the Board of County Commissioners.
EIGHTH: Provisions and specifications outlined herein shall apply on
all roads under the luriadiction o.f. the Board o.f County Commissioners
of Garfield County, Colorado, and the Specifications, set forth on the
attached hereof and incorporated herein es conditions hereof.

SPECIFICATIONS
1: A driveway approach is understood to be that portion of the high-
way. right -of --away between the pavement edge and the property line which
is designed and used for the interchange of tra.ffi.c between the road-
way pavement and the abutting property.
At any intersection, a driveway shall be restr icted for a suf-
ficient distance from the intersection to preserve the normal and safe
movement of traffic. (It is recommended for rural residence entrances
that a minimum intersection clearance of 50 feet be provided and for
rural commercia.l entrances a. minimum of 100 feet be provided.)
;. All entrances and exits shall be so located and constructed that
vehicles approaching or using them will be able to obtain adequate
sight distance in both directions along the highway in order to maneuver
safely and without interfering w:itii hi.ahw iy traffic:_.
4. The Applicant shall not be permitted to erect any sign or display
material, either fixed or movable, on or extending over any portion
of the highway ri. ght•--of--way.
5. Generally, no more than one approach shall be allowed any parcel
or property the frontage of which is less than one hundred (1 00) feet.
Additional_ entrances or exits for parcels or property having a frontage
in excess of one hundred (1 00) feet shall be permitted only after
showing of actual convenience ard necessity.
6. All driveways shall be so located that the flared portion adjacent
to the traveled way will not, encroach upon adjoining property.
7. No coim'nercial driveway shall have a width greater than thirty (30)
feet measured at r iohht anales to the centerline of the driveway, except
as increased by permissible radii. No noncommercial driveway shall
have a width greater than twenty (20) feet, measured at r`.i.ght, angles to
the centerline of the driveway, except es increased by permissible radii.
8. The axis of an a.pproech to the road may be at e right a.ria'.le to the
centerline of the highway and of any angle between ninety (90) degrees
and sixty (60) degrees but shall not be :Less than sixty (60) degrees.
Adjustment will he made according to the type of traffic to be served
and other physi.c:al. conditions.
9, The construction of parking or servicing areas on the highway
r°i.ght..._of.....wa.y ).s specifically prohibited. Off -the -road parki.ng facil-
ities should he provided by commercial establishments for customers`
vehicles,
10,. The grade of entrance and exit sha],l slope downward arld away from
the road surface at the same rate as the normal shoulder slope and for
a distance equal to the width of the shoulder but in no case less than
twenty (20) feet from the pavement edge. Approach grades are restricted
to not more than 10 percent (10%).
11. All driveways and approaches shall, be so constructed that they
shall not interfere with the drainage system of the street or h:i.ahway.
The Applicant will be required to provide, at his own expense, drain-
age structures at entrances and exits which wil.:l, become an :i.ntegral
part of the existinc, drainage systems, The dimensions of all drainage
structures rrsust be approved by the Board of County Commissioners or
their representative prior to installation.
NOTE This permit shall be rnadee available at the site where and when work is
being done. A work sketch or drawing of the proposed driveway(s) must accomparny
application, No permit, will be issued without drawina, blueprint, or sketch.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. Adequate and complete
information will prevent delays in the plan review process. Reviewing a plan and the discovery that
required information has not been provided by the applicant may result in the delay of the permit
issuance and in proceeding with building construction. The owner or contractor may be required to
provide this information before the plan review may proceed. This causes delays because other plans
that are in line for review may be given attention before the new information may be reviewed after
it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may be
helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code".
This book is available to you through this department at our cost. Also, please consider using
a design professional for assistance in your design and a construction professional for
construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following check list prior to
and during design. Applicants are required to indicate appropriately and to submit the completed
check list at time of application for a permit.

request of the Building Official prior to beginning the plan review process. Delays in issuing the permit
are to be expected. Work may not proceed without the issuance of a permit. If it is determined by the
Building Official that additional information is necessary to review the application and plans to determine
