The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector.
2. A permanent address assigned by the Garfield County Building Department posted where
it is readily visible from an access road.
3 A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, kitchen
floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing.
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot & cold running
water, all floors and walls finished and a privacy door.
5. All steps inside or outside over three (3) steps must have handrails. All balconies or decks
over 30" high mush have guardrails constructed to meet all 1994 UBC requirements.
6, Outside grading clone to where water will detour away from the building.
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration
of extenuating circumstances, i.e., weather, but a Certificate of Occupancy will not be
issued until all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

1. All installation must comply with all requirements of the Colorado State Board of Health Individual Sewage Disposal Systems Chapter
25, Article 10 C.R.S. 1973, Revised 1984.
2. This permit is valid only for connection to structures which have fully complied with County zoning and building requirements. Con-
nection to or use with any dwellipgor structures not approved by the Building and Zoning office shall automatically be aviolation or a
requirement of the permlt.and cause for both legal action and revocation of the permit.

I have reviewed the plans prepared by Sun Light homes for the above residence for
conformity with the structural engineering regulations and requirements for material of
construction (Chapters 16 through 23 1994 UBC). The plans in question were found to
be UBC compliant; and, to have been designed in accordance with generally accepted
structural engineering principals and standards of practices in this area at this time.

This is to advise you that Garfield County Building Permit #6439, issued on August 15, 1997 for
a Single Family Dwelling on your property located at 0212 Hidden Springs Road, Mountain
Springs Ranch, is hereby canceled because the house was never built. A new permit application
has been received for another home on the same property. Our Building Official, Mr. Don Owen,
has written you a separate letter requesting required information to be submitted in order for the
permit application to be processed.
A site visit today has revealed that a garage has been built with no permit. It is a violation of
Colorado Revised Statutes 30-28-205 & 210 to build a garage without a permit. It will be
necessary for you to submit a permit application as well as two sets of plans, stamped by a
Colorado registered Architect or Engineer, that certifies to us that the garage has been built in
accordance with 1994 Uniform Building Code as well as all- applicable Garfield County standards
which include a 50# roof snowload and a footing at least 36" below grade. A permit fee, plan
review fee and an investigation fee will be charged for the garage permit, in addition to fees for
the new home permit.
It was also observed that the contractor has already formed the footing for the new house and
placed rebar in them. Please be advised that it will be a further violation of the above statutes to
proceed any further with this work until after a permit has been issued and inspections have been
performed and approved.
Finally, it was observed that there are temporary dwellings on the site. It is a violation of
Colorado Revised Statutes 30-28-124 and 124.5 for anyone to live on the site in a temporary
dwelling without a Temporary Mobile Home Permit, which can be issued in conjunction with the
new building permit.
You are hereby given notice, pursuant to the above statutes, that you must completely correct the
violations within thirty (30) days of the date this notice is received.
If you have any questions regarding what actions are required to achieve compliance, you may
contact this office at the address below.

A Building Permit #6439, was issued to you, on 8-15-'97, for a residence on lot 14, Mountain
Springs Ranch. According to my information, construction was never started.
Yesterday, Aug. 5, 1998, Jim Wilson, brought in a set of plans of an entirely different house to be
built on the same location, and also wanted to schedule a Footing Inspection, for Thursday Aug.
6. I told him NO. A new application will have to be submitted, plans reviewed, corrected, and a
new Building Permit issued. I told Tim, at a minimum, he was at least 10 days away.
I ani including a new Application for a Building Permit, for your signature, authorizing the change
in plans.The original Permit will be canceled, and some of the amount of the permit fee can be
transferred to the new permit. The Plan Review fee is non- refundable.
Also 1 am including items and requests for you to pass on to your builder, that I need, to be able
to issue you a Building Permit
For the Builder:
A new Site Plan
A detailed window schedule, showing size. kind, and location.
A wall section, showing from footing, concrete, re -bar, floor section, ceiling and roof structure..
The roof system ("R"panel) Will have the stamp of a Co. Registered Structal Engineer, that it will
meet, or exceed the necessary 50# snow load, as the location is between 7,000 & 8,000 feet
Above Sea Level.
Frost depth is 36" from grade to bottom of footing, up to 8,000 ft.
This Information needs to be in your file as soon as possible to be able to do the Plan Review.

I apologize for the misunderstandings that have taken place. The
building permit was kept current and open and we began to build
. within its period. I enclose xeroxes of 2 letters from Jim Wilson to
the Building Department.
I am signing all the papers which you kindly sent and am enclosing
them.
Yesterday .the builder, David Long, Jim Wilson and I. came, to your
office. After waiting and learning that you were in the field, we left 2
sets of plans, . a revised site plan and the updated actual siting of the
footers.. I think the sets of plans' will provide all the items listed in
your letter.. We are building for 100# snow load as the residents who
already live in - Mountain. Springs highly recommend it. If I have
onutted anything, please leave a message on my machine. P11' be at
the site all of Aug. 13, Thurs., and the phone there is 618-4031.
On Aug: 13 the . model will be completed and when .1 receive it I will
make an appointment with you and bring it in . for your review.
Thanks for helping to make this revision process timely. As you
know we are in a race with the first snowfall Oct. 25. Are' you able to
now issue a go-ahead for the footers and foundation since one of
your inspectors came to the site Aug. 11. and approved . and took

Dear Stella:
am writing on behalf of the Owner, Mabel Macdonald, to confirm our
phone discussion today regarding an extension of Building Permit No. 6439.
The permit was originally issued on 8/14/97, but the building site, on Lot
14, of Mountain Springs Ranch Subdivision, was snowed in before
construction could begin. Historically, snow has kept the site
inaccessible until early June. As we discussed, you can only authorize a
six-month permit extension. With the extension effective today, rather
than at the initial expiration date of 2/14/98, construction would need to
begin before July 21, 1998. The contractor expects to start sooner, but
who can predict the weather !

construction has begun on the MacDonald Residence, on Lot 14, of Mountain Springs
Ranch Subdivision. In response to our request, dated 1/21/98, a six month, building -
permit extension had previously been approved effective through 7/21/98. Excavation
began on 7/17/98.
Per our phone discussion on 6/30/98, there are design changes in process that will
need additional plan review. We will keep Building Permit No, 6439 active, and submit
changes, for approval, as soon as they are available, Thank you for your cooperation.
