Box 495 Aspen, Co 81615 GARFIELD COUNTY Building and Planning Department This is to advise you that Garfield County Building Permit #6439, issued on August 15, 1997 for a Single Family Dwelling on your property located at 0212 Hidden Springs Road, Mountain Springs Ranch, is hereby canceled because the house was never built. A new permit application has been received for another home on the same property. Our Building Official, Mr. Don Owen, has written you a separate letter requesting required information to be submitted in order for the permit application to be processed. A site visit today has revealed that a garage has been built with no permit. It is a violation of Colorado Revised Statutes 30-28-205 & 210 to build a garage without a permit. It will be necessary for you to submit a permit application as well as two sets of plans, stamped by a Colorado registered Architect or Engineer, that certifies to us that the garage has been built in accordance with 1994 Uniform Building Code as well as all- applicable Garfield County standards which include a 50# roof snowload and a footing at least 36" below grade. A permit fee, plan review fee and an investigation fee will be charged for the garage permit, in addition to fees for the new home permit. It was also observed that the contractor has already formed the footing for the new house and placed rebar in them. Please be advised that it will be a further violation of the above statutes to proceed any further with this work until after a permit has been issued and inspections have been performed and approved. Finally, it was observed that there are temporary dwellings on the site. It is a violation of Colorado Revised Statutes 30-28-124 and 124.5 for anyone to live on the site in a temporary dwelling without a Temporary Mobile Home Permit, which can be issued in conjunction with the new building permit. You are hereby given notice, pursuant to the above statutes, that you must completely correct the violations within thirty (30) days of the date this notice is received. According to my information, construction was never started. Yesterday, Aug. 5, 1998, Jim Wilson, brought in a set of plans of an entirely different house to be built on the same location, and also wanted to schedule a Footing Inspection, for Thursday Aug. 6. I told him NO. A new application will have to be submitted, plans reviewed, corrected, and a new Building Permit issued. I told Tim, at a minimum, he was at least 10 days away. I ani including a new Application for a Building Permit, for your signature, authorizing the change in plans.The original Permit will be canceled, and some of the amount of the permit fee can be transferred to the new permit. The Plan Review fee is non- refundable. The permit was originally issued on 8/14/97, but the building site, on Lot 14, of Mountain Springs Ranch Subdivision, was snowed in before construction could begin. Historically, snow has kept the site inaccessible until early June. As we discussed, you can only authorize a six-month permit extension. With the extension effective today, rather than at the initial expiration date of 2/14/98, construction would need to begin before July 21, 1998.
