Subject: Updates to Packet Memo
The purpose of this letter to is to review the updates to the packet from the last submittal date in June of
2015. Below is a list of the changes to the packet information.
1. Cover letter to include items 15 thru 20 that have been added as additional information to the
packet replacing several County Staff Exhibit items.
2. Update to site plan to include fire truck turning radius information, line sizing for hydrant supply
line, additional roadway access information for proposed road improvements to the site, addition
of a fence around the OWTS field locations.
3. Update to grading plan with additional fire hydrant supply line information as requested by the
fire marshal.
4. Site access, utility and solid waste report has had additional access information added, fire pond
information added, updated OWTS design information, updated water consumption information,
updated water supply chart, solid waste disposal connection information and west divide creek
conservancy permit added to the packet for well augmentation.

Reference: Sack Animal Processing Facility – File Number MIPA8246
Dear Karl;
Community Development is in receipt of the above application for an Animal Processing
facility submitted March 6, 2015. This material has been reviewed to determine if the
required submittal information satisfies the 2013 Land Use and Development Code, as
amended (LUDC). Please provide additional information, explanation, clarification,
and/or plans and reports as follows:
1. Please provide information on how the mineral rights owners, if any, were
identified.
2. A copy of the access easement over Eagle Springs Organic property must be
provided to demonstrate legal access.
3. Water to serve the use is proposed to be hauled from the Town of Silt and stored
in 3-2,000 gallon water tanks located on the adjacent Eagle Springs Organic
property. The following information is required for this proposal:
a. A contract with or a ‘will serve’ from a licensed hauler, and demonstration of
availability of water from the Town , is needed to determine that a dependable
legal and physical water supply to serve the use.
b. Please provide a copy of the Access Utility and Drainage easement that is
noted in the vicinity of the water tanks on Eagle Springs Organic property.
4. A water distribution system, transporting the water from the storage tanks to the
processing facility, was not provided. This is a requirement of the Water Supply
Plan.

5. Insufficient information was provided regarding the disposal of solid waste. It
appears that the primary method of disposal is to transport the solid waste to the
Garfield County landfill. This is proposed to occur once a week based upon the
traffic study information provided. How will the solid waste be stored until it is
transported to the landfill? In what cases will the on-site waste disposal area be
utilized?
6. The site plan is required to provide:
a. Dimensions of roadways;
b. Dimension of parking areas;
c. Parcel number and zone district of the subject site;
d. Dimension and square footage of existing buildings
e. The site plan should provide dimensions of easement and reference
recording information.
7. Response to the Standards contained in Article 7, Divisions 1, 2 and 3, as well as
7-602, are required. You may refer to supporting documentation in the
application submittal however response to each standard is required. If the
response to the standard is “not applicable” then an explanation must be
provided. Please refer to the supplemental documentation to support the
responses to the individual standards. As far as demonstration of compliance
with 7-602 we have documentation from the USDA, dated January 29, 2015, that
the prior application for a USDA facility is no longer valid and therefore the
application process will need to be started again. Please provide some
demonstration or documentation that an application is pending with the USDA.
8. Impact Analysis
a. Number 2, site features refers to the site plan, however this plan does not
include existing vegetation of the site. Please provide a response to this item.
b. Number 3, soil characteristics are required to be evaluated. The OWTS and
the solid waste disposal facilities, in particular, require analysis of the soils to
determine if there will have an influence on the project.
c. Number 6, Environmental Impacts must be evaluated, specifically for the
proposed solid waste disposal area. The project narrative i s referenced
however that document does not provide an environmental analysis of the
proposal.
d. Number 7, nuisance impacts are those impacts specifically related to noise
and odors associated with an operation as proposed. Please provide
demonstration that the site will be in compliance with statutory noise
standards and that odors from the operation will not cause impacts.

Section 4-101.B(2) states that if the Applicant fails to correct the deficiencies within 60
days the application shall be deemed withdrawn.
