Tax Area: 023 Outwest Meat and Seafood at Eagle Springs will be a USDA inspected facility to primarily process Eagle Springs’ animals. We may process other local ranchers’ animals either under USDA inspection or under “Custom Exempt” (upon request). Additional details beyond the summary provided below are contained in the various reports submitted as part of the Application. We expect to raise and/or purchase cattle from local ranchers, raise the animals on Eagle Springs Organic’s property, and process the animals when needed under Eagle Springs Meats. However, no commerce will be done at the site. All commerce will be executed at our Butcher Shop in Rifle. We anticipate processing up to 20 cows per week, which will be mostly our own animals. Any local ranchers that may bring their animals for processing will enter on Eagle Springs Ranch Road, which is off of Mamm Creek Road. Typically, they will arrive with a cow or horse trailer, unload in one of our corrals and then leave the premises. Daily operations will involve moving livestock into the holding pen adjacent to the facility as depicted on the site plan either from onsite or from the Eagle Springs Organics property. Individual animals will then be moved into the building for processing in conformance with 21 U.S.C. 601 et seq., and U.S.D.A. regulations. Liquid and solid waste will be collected and disposed of as detailed in the HCE Site Utility Plan. Once initial processing is completed the products, primarily full carcasses will be delivered to our Butcher Shop in Rifle for final cutting, processing, packaging and sale. Deliveries to Rifle are anticipated to occur no more than once daily. The Traffic Analysis prepared by HCE provides more detail on daily traffic. Successful preliminary inspection of the facility has been completed by the U.S.D.A and we are waiting on local land use approval prior to final inspection and approval by the U.S.D.A. Traffic impact will be negligible consisting of a maximum of six (6) employees coming to and going home from work and one delivery trip to Rifle on an average day at full operations. As noted in the U.S.D.A. application initial operations will be M-W-F. The Traffic Analysis by HCE provides more detail and assumes full M-F operations.
