The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector.
2, Permanent address assigned by the Garfield County Building Department posted where
readily visible from access road.
3, A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, kitchen
floor coverings, counter tops and finished walls, ready for stove and refrigerator, all necessary
plumbing.
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot & cold running, water,
floors and wails finished an a privacy door.
5. All steps outside or inside over three (3) steps must have handrails, guardrails on balconies
or decks over 30" high constructed to all 1994 UBC requirements,
6. Outside grading done to where water will detour away from the building
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circunnstances, i.e., weather, but a Certificate of Occupancy will not be issued
until all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL, ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

I spoke with our construction lender and they are fine with a faxed photocopy of the
permit. The amount of the plan check and permit fee, which you indicated would be
noted, will be important as we will be seeking reimbursement from our lender for these
payments. Also, our lender is requiring that we provide them with something indicating
the date of the plans which you have approved for permit to assure that the plans being
signed at our closing are the same plans you have. Please fax the permit and plan
date to me as soon as you can.

The Plan Review Meeting was held at the Colorado Health Department to discuss the
preliminary plans and the review procedures for the Battlement Mesa Project. The projects
consist of a one story slab on grade, wood framed construction with wood trusses. The project is
planned with a use classification of R-1 and A-3 with a construction type of V -N. The exit
egress corridors will be one hour rated with the doors to each resident unit being a labeled 20
minute door. The project is planning on installing a 13R sprinkler system. The following items
were discussed:
1. The health department will review the construction documents using the 1991 version of
NFPA 101.
2. The residential care facility will fall under the Board and Care regulations.
3. Ed recommended that the facility place the microwave in the resident rooms on a separate
circuit.
4. Door closures are not required for the facility.
5. W/S will send a set of preliminary plans for Ed's department to review.
6. One set of final construction drawings will be submitted around the end of August for review.
7. The Health Department follows the ADA regulations for handicap accessibility. Colorado
has not amended any of these regulations.
8. There are no special requirements concerning the size or layout of the shower units proposed
for the resident rooms.
9. Ed will require the resident room doors be 1 3/4" thick with a 20 minute rating.
10. Smoke detectors are required in each of the resident bedrooms. Smoke detectors are not
required in the living room spaces in the one bedroom design.
11. The sprinkler system can be either a 13R or 13 system. Ed will accept the draftstopping
alternative design to the attic sprinkler system in the 13R system.
12. Ed requested that his department be informed of the progress of construction so that he can
have someone from his department at the facility for final review as soon as possible after the
certificate for occupancy.

The Plan Code Review Meeting was held at the Battlement Mesa Office to discuss the
preliminary plans and the review procedures for the Battlement Mesa Project. The following
items were discussed:
1. David indicated that he will follow the requirements stated in the Uniform Fire Code and will
accept the 75% reduction of water service stated in the fire flow tables. Table A -III -A-1 -
Minimum required fire flow and flow duration for buildings.
2. The city water line which runs in Sipperelle drive is a 12" line with a static pressure of 88 psi.
This reading was taken at the fire hydrant adjacent to the City Market.
3. David would like to see a 30'-0" irrigated landscape barrier around the building that will not
be prone to brush fires.
4. David will require a second means of egress to the site and should connect with Arroyo drive.
5. The pedestrian walkway around the facility can be constructed of either asphalt or concrete
and can be 5'-0" or 6'-0" wide.
6. David will review the code analysis that was presented with the Fire Marshall in Rifle. W/S
will call to discuss the code analysis in two weeks.

13. The resident room doors can not have more than 1/8" gap in order to qualify as a smoke
partition.
14. The health department does not have any minimum illumination light levels beyond what is
stated in the UBC electrical requirements.

8.2.4.4 The train drain valve shall be opened and remain
open until the system pressure stabilizes. The static and
residual pressure; shall be recorded on the contractor's

8.2.5 Each prewsure.rcducing valve shall he tested upon

the device properly regulates outlet pressure at both max-

to pressures greater than 176 psi (12.1 bars),
