HomeMy WebLinkAbout1.17 Traffic Letter - Deric Page 1 of 3 October 24, 2016 Roaring Fork Valley COOP Attn:Tom McBrayer 0760 Highway 133 Carbondale, CO 81623 Re: Traffic Analysis for Propane Tank Site at 82 CR#113, Carbondale (Garfield County), Colorado Dear Mr. McBrayer: The purpose of this letter is to provide a basic engineered analysis for additional traffic generated from a new propane storage tank site at 82 CR #113 in Garfield County, Colorado. The 11.06± acre property is owned by Aspen Equity Group, LLC and has been largely developed with storage unit buildings at the west end and open vehicle storage throughout the remainder of the property. The property is currently accessed from CR#113 at two (2) locations. Both driveways are gated to allow access to authorized users only. The proposed propane tank site will be accessed via the existing east driveway which is located approximately 1350 LF from the intersection of CR #113 and Highway 82/CR #110. Highway 82 was recently reconstructed to lengthen the left turn deceleration lane and add a left turn acceleration lane. The following Exhibit-1 provides an aerial view of these roadways and intersections. Exhibit 1 (Site & Existing Driveways) Page 2 of 3 Per Garfield County Road and Bridge records, CR #113 has an Average Daily Traffic (ADT) count of approximately 815 vehicles per day (2014). Based on surveying information provided by Tuttle Survey Services, the public right of way is 60-feet and the roadway has been paved with two 12-foot lanes) and has partially paved shoulders which are 4’-6’ wide. Though not fully paved, the roadway and shoulder widths meet the minimum requirements for a Minor Collector (401-2500 ADT). Exhibit 2 (County Roads within 1-Mile) The proposed use should result in negligible traffic impact to CR #113 and Highway 82. The site shall be utilized only by employees and transport drivers only and will not be open to customers or the public. According to the Applicant, bulk propane sales run seasonally with peak operations taking place between December 1 and March 31. Transport trucks are anticipated to be AASHTO WB-50 or smaller. During the peak season, operations usually do not include Bobtail operations (AASHTO SU- 30 or SU-40 delivery trucks) at night or on weekends and transport deliveries may occur at night or over the weekend due to Department of Transportation hours of service regulations. Off-Season is split between April 1 through August 31 (“Off-Season #1 in the following Table-1) and September 1 through November 30 (“Off-Season #2”) and operations only run five (5) days a week. A WB-50 vehicle turning movement has been modelled using AutoTURN v.9.1 software. The anticipated vehicle path has been included on the enclosed Grading, Drainage & Erosion Control Plan. The existing roadway and driveway can adequately accommodate the anticipated vehicles. These values essentially increase the traffic of approximately 1% in the Near Term and 2% at Full Development. Given these minor traffic increases and existing conditions, no roadway improvements are warranted to CR #113 or Highway 82.
