The Roaring Fork Valley Cooperative Association (Coop) has been providing bulk deliveries of refined
fuels throughout the Roaring Fork Valley for decades. Originally these deliveries were primarily to the
agricultural sector, but now also include residential, commercial, and industrial customers. As a result
of requests from Coop members and customers to provide bulk propane services, the Coop
management desires to install a propane (Liquid Petroleum Gas) storage and distribution facility,
known in the industry as a “Bulk Plant” at the leased location, 0082 County Road 113. This facility
would consist of up to two 30,000 gallon ASME storage tanks along with the associated pumps and
piping systems to load and unload propane. The specific site will be fenced with locking gates and
other security measures. The site will potentially house a small portable construction style trailer, and a
portable toilet. There will be ASME tanks for rent or sale stored on the site. This location has been
used for this purpose in the past.
Bulk propane will be transported from refineries and unloaded at the site by semi-truck transports of
approximately 9,000 gallons per load. Coop “bobtail” delivery trucks of between 2,500 to 3,200 gallon
capacities will load at the bulk plant for local delivery to residential, agricultural, commercial, and
industrial customer locations. This facility will not be open to the public. Only Coop employees and
CDL Transport Drivers will access the site.
The facility installation application has been approved by the Department of Oil and Public Safety, the
state agency that regulates propane in Colorado. The Coop received assistance in developing the
required Fire Safety Analysis for the site and the Coop has received a letter of approval and support
from the Carbondale and Rural Fire District for this use at the site.
