TYPE OF APPLICATION: Limited Impact Review Land Use Change Permit for Bulk Sales of Propane ZONING: Commercial Limited (C/L) I. GENERAL PROJECT DESCRIPTION The Applicant proposes to develop a facility on a portion of the site for the storage and bulk sales/distribution of propane. In the Commercial Limited Zone District a Limited Impact Review Land Use Change Permit is required for bulk sales of propane. The overall site is approximately 11 acres in size. The area to be used for the propane distribution is estimated to be between '/z and 3/a of an acre and located in an already developed portion of the site with grading, parking, and circulation already in place. No additional site disturbance is anticipated. This portion of the site is represented to have been utilized for a propane storage facility in the past. More specifics on the site plan are to be determined. The facility will include a 30,000 gallon propane tank, facilities for distribution, delivery truck parking and circulation, fencing (as required by state permitting), protection for the tank and possibly an office building. Potential expansion of the facility such as adding more storage capacity or additional tanks was not covered in the pre -application meeting but should be addressed in the application submittals. Facility will comply with all safety requirements, State Permitting/Licensing, and inspection by the local Fire Protection District. II. REVIEW PROCESS A. Pre -application Conference. B. Application Submittal (3 hard copies and 1 copy on a CD). C. Determination of Completeness. D. Four additional hard copies of the Application provided for the Board of County Commissioners (BOCC) and Clerk. E. Schedule Public Hearing before the BOCC. F. Completion of public notice (posting, mailing, publication) 30 days prior to the hearing. G. Referrals sent out to reviewing agencies. H. Evaluation by Director/Staff resulting in a Staff Report. I. Public Hearing before the BOCC, resulting in approval, approval with conditions or denial. J. Preparation of a Resolution documenting the Board's action K. Issuance of a Land Use Change Permit if approved once all conditions of approval have been satisfied. IV. SUBMITTAL REQUIREMENTS (per Table 4-201) A. General Application Materials (includes application form, fees, agreement to pay form, proof of ownership and/or leases or authorizations to utilize the site, authorization to represent, statements of authority for corporations or LLC's, copy of the pre -application summary B. Traffic Study H. Water Supply Plan: Waivers may be appropriate based on the level of employee activity on the site. I. VI. APPLICATION REVIEW FEES a. Planning Review Fees:$ 400 b. Referral Agency Fees: $ TBD (consulting engineer fees) c. Total Deposit: $ 400 (additional hours are billed at $ 40.50 /hour) VII. GENERAL APPLICATION PROCESSING Planner reviews the case for completeness and sends to referral agencies for comments. Planner will contact the Applicant and set up a site visit. Planning Staff reviews application to determine if it meets standards of review. Planner makes a recommendation of approval, approval with conditions, or denial to the appropriate hearing body. VIII.
