H.O.M.E. inspections performs pre -purchase buildings inspections,
bank loan progress inspections, and code inspections for Silt and
New Castle. We were contacted by a perspective buyer to evaluate
the condition and code compliance of a home (built as a possible
duplex) located at 50495 Highway 6 & 24. It is our understanding
that Garfield County has adopted and is inspecting by the 1988
issue of the Uniform Building Code (UBC) . The 1988 UBC is very
specific in its requirements to "safeguard life or limb, health,
property, and public welfare" by enforcement of the code and its
provisions. Several "code" related deficiencies were encountered
during our evaluation of this recently built, but not completed
structure. Out intention is not to create problems within the
building department, but to inform the building department of these
deficiencies in an effort to limit potential hazards and the
possibility of liability directed at the County.
The following deficiencies were noted and reported to the
perspective buyer:
1) None of the bedroom windows would qualify as adequate or code
approved. Section 1204 of the UBC states that "All escape or
rescue windows shall have a net ^1 mar openable area of 5.7 square
feet. The minimum net clear openable height dimension shall be 24
inches. The minimum net clear openable width shall be 20 inches.
When windows are provided as a means of escape or rescue they shall
have a finished sill height not more than 44 inches above the
floor." The windows in the sleeping rooms were 30 inches wide, but
only 16 inches in height, resulting in a total of only 3.3 square
feet when fully open. Also, some of the windows were more than 44
inches above the floor. These windows are not code approved, but
may be acceptable if a lesser standard has been adopted by the
Garfield County Building Department.

2) The installation method used for the header above the kitchen
patio door was questionable. It appears that the header materials
above this door had been installed horizontally, rather than on
edge. A section of siding above that door was not in place when
inspected, revealing a section of what was believed to be the
header. While the exposed header did appear to be installed
improperly, not all of this area was exposed; perhaps there is an
acceptable header located in a concealed area above the door. If
the header has been incorrectly installed, it should be corrected.
3) Small trim pieces around the west facing basement windows
appeared to be partially made up of "wafer board". This material
is not intended for exposed external use and may deteriorate over
time.
4) The exterior deck assembly at the front of this home has not
een completed; the railings have not been installed. The railings
69-'1/P4—iwill need to be installed per appropriate code requirements.
5) The composition asphalt shingles on this roof have been
installed with an installation method that has left many exposed
fasteners, contrary to the manufacturer's recommendations. These
recommendations state that fastening devices are to be concealed
under overlapping portions of the shingles. The exposed
penetrations of the fastening devices through the surface of the
shingles may leak in the future.
6) The flashing for the one plumbing penetration was not properly
fastened in place. Wind driven rain and snow may be forced under
this improperly installed flashing. Installing appropriate
fastening devices is recommended.
7) There was no fire and draft stops installed around the gas
vent between floors. This required feature in the home deters the
spread of fire throughout the building and should be installed (see
UBC 2 516 f) . Co-p+vr d-14c�
8) No effort has been made to provide for combustion air for the
furnace and water heater. If the doors to the closet are in the
fully closed position, there will be a limited supply of combustion
air available. Installing adequate combustion air openings in the
doors to the boiler room closet is recommended.

9) The slope for the gas venting in the boiler room closet was
incorrect. Currently there is a negative slope in the overhead
portion of the vent piping; Section 905 of the UMC states that "a
venting system shall have a continuous rise of not less than 1/4
inch per foot". Correcting this condition is very important.
10) The water heater is located near the front of the boiler,
partially blocking access to boiler maintenance. The
manufacturer's nameplate on the boiler states that there shall be
34 inches of clear space in front of the boiler. The location of
the water heater should not effect the function of the boiler, but
when maintenance becomes necessary in the future, the cost of that
maintenance could be higher due to the limited access. Further,
all listed equipment should be installed per its listing and should
have adequate clearances.
11) The heat piping that extends through the concrete to the heat
register in the lower level living room is not completely contained
inside the register as normally required. This piping may reach
temperatures of 160 to 180 degrees and therefore presents a
potential burn hazard for small children. Properly protecting this

12) The interior stairway was properly protected by a handrail,
but the handrail did not extend to the end of the stairway.
Section 3306 (j) of the UBC states that "A handrail shall be
continuous for the full length of the stairway". Currently, the
handrail is a few inches short at the top and at the bottom of the
stairway. This is a minor defect, but there is a potential
liability issue if a fall injury were to occur.
13) Attic ventilation was provided through vents in the eaves of
the roof (soffit vents). There was no vent openings on the roof
surface or at the ridge of the roof. The UBC states that "at least
50% of the required ventilating area be provided by ventilators
located in the upper portion of the space to be vented at least 3
feet above eave or cornice vents". These upper vents are required
to provide a positive flow of air through the attic. Installing a
ridge vent or some other type of upper attic vent is recommended.

In addition to the above concerns, there were also workmanship
defects that will need to be addressed. Again, our intention is to
supply information concerning code deficiencies that may possibly
effect the safety and welfare of future occupants of this structure
and liability that may be directed at the County. A reply to this
letter is not necessary, but if further clarifications of
conditions listed above are needed, do not hesitate to contact this
office.
