The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all
the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

Occupancy or use of dwelling without a C.O. will be considered an illegal occupancy and may be

plans you submitted on March 6, 1997 for building a home on lot number 16, at
521 Spring Ridge Drive.
They, hereby, approve the submitted plans with the sole exception of roof
color, which they feel should be green rather than the blue shown in the
illustration that you furnished. The home should be built within the envelope
previously approved by the committee.

1. Materials
This house shall be built to have a northern New Mexico territorial look according to the plans. House
is to be frame construction with stucco siding (both levels) and a metal roof. House will be terraced
into the hillside to follow the natural slope of the lot. All material is to be high quality.
2. Roof
Roof shall be standing seam metal roof, 26 gauge, hidden fasteners and clips, with snow breaks. Roof
shall include drip edge. Roof slopes are as specified in the structural plan.
3. Floors
Basement shall be of concrete construction, with framing as structurally appropriate for the above
ground portions of the lower level. Flooring for the upper level over the basement shall be constructed
to minimize creaking and cracking. The bedroom wing will be crawl space.
4. Heating
Heating shall be radiant floor heat. The system shall include a high efficiency boiler. The pipes
should be installed in the slab where it exists. For other floors, the pipes should be installed using a
thin layer of standard concrete typically used for such installations. The system shall be zoned. Zones
are indicated by the 10 thermostat locations on the electrical plan. (This includes the greenhouse, but
not the garage at this time. if we decide to heat the garage, we will handle that as a change order.)
5. Cooling
House will be cooled by an evaporative cooler. The cooler is to be installed outside on the ground
outside Kid's bathroom, with duct into unfinished basement. Ductwork will run through unfinished
basement and crawlspace to MBR, main hall outside of Risa's bedroom, east end of Rec room, and
south wall of closet at top of stairs.
6. High ceilings
The west wing of the house with the kitchen, dining, and family rooms, and the master bedroom,
shall have a high ceiling, following the slope of the roof. This construction shall include pine T & G
finish for the main part of the ceiling and finished sheetrock in the dormers. There will be exposed
structural beams in the ceiling. The ceiling over the west deck will be T&G.
7. Lighting
The bid should assume that the electrical plan includes the final number of light fixtures, and should
include a budget for standard quality light fixtures. The exact placement and style of the lights will be
determined later.
8. Hot Water
There shall be two gas hot water heaters, one for each wing of the house. The small hot water tank
shall be 30 gallons, and must be able to fit through door D18, which can be adjusted if necessary. The
large hot water tank shall be at least 50 gallons.
9. Roof penetrations
The plumbing shall be installed to minimize the number of roof penetrations needed for vent pipes. If
Colorado code allows, the new devices recently available for venting into the attic shall be used.
Otherwise, the vent pipes shall be routed and combined to minimize roof penetrations.

10. TV Wiring
TV wiring shall be done with high grade 72 ohm coax (RG -6) cable. Each coax outlet shall have an
individual cable run to a point in the basement under the Media Closet. There shall be a 2" PVC
conduit from the Media Closet running to the basement for cable routing. The feed for the Glenwood
cable TV shall be routed to the central media location.
11. Interior finish
The interior walls will mostly be standard sheet rock construction. The finish will be appropriate to
simulate a smooth adobe plaster look. Corners shall be rounded. The north and east walls of the
family room (between the family room and the entry hall and the long hall) will be finished to Iook
like adobe bricks. It will have a series of steps between the entry door and the family room, and will
include several small nooks. We will work with the contractor to develop the final design of this wall.
12. Walls
The wall between the family room and dining room will extend to the ceiling. The wall between the
dining room and kitchen will be open above what would be normal ceiling level. The wall around the
open stairs will also be designed with a series of steps, to be determined.
13. Computer network conduit
There shall be 2" PVC conduit with pull strings installed between the kitchen, the rec room., the kid's
rooms, and the office leading to the same area under the Media Closet for future routing of computer
network cable. There shall be boxes with cover plates installed in specified locations in the specified
rooms at the conduit outlet.
14. Flooring material
The bid should include the cost of installation plus a material budget for the flooring as specified in
the materials list.
15. Cabinets
We will supply all cabinets (kitchen, bathrooms, laundry) from a source here in New Mexico. The
bid should include the installation of cabinets (assume standard modular cabinets for the bid), as well
as a budget for installation of granite counter tops, in the kitchen, tile in all the bathrooms, and
standard Formica in the laundry.
17. Doors
Contractor shall supply the doors specified in the materials list, which are all external doors. These
doors are mostly specified Hurd doors. We will supply southwestern style doors from a source in New
Mexico for the remainder of the doors (standard prehung doors).
18. Windows
Most of the windows are standard size Hurd windows. Several are fixed glass, which may or may not
be built by Hurd. The Hurd windows shall be white, aluminum clad wood windows, using Hurd Low-
EfArgon and Heat Mirror TC -88 glass as specified in the materials list. The exterior trim of the
windows shall be in the New Mexican territorial style as indicated on the plans. We will work with
the contractor to finalize the exact trim used.
19. Phone wiring
The house shall be wired for two phone lines using standard four conductor wiring. As with the TV
coax and the computer network, the phone wiring shall be routed to the central location under the
Media Closet.
20. Greenhouse
The octagonal greenhouse shall be built with 7 1/2 foot walls, and sunken 18" below the floor level of
the basement. The design of the greenhouse is as specified in the structural plan. The specifications of
the doors and Rec room windows are changed to reflect this.
We failed to include a sink in the greenhouse. We want to add a small utility sink just to the east of
the stairway, as well as a hose faucet. The floor of the greenhouse will be tile.

21. Landscaping
The area around the house shall be terraced or sloped to account for the slope of the lot. There will
also need to be some leveling on the east side of the house. The plans show terrace on both the north
and south sides of the house to make up for the elevation difference. At this point, we think the north
side will actually be a sloped yard, while the south side will be terraced. Because this part of the
landscaping will probably best be determined after the main part of the house is in place, the bid
construction should account for the excavation needed to build the basement and foundation, and use
the earth removed to fill in the elevation difference, keeping in mind that there will probably be
terrace on the south.
22. Trim
The interior trim shall be consistent with the southwestern look. Contractor shall work with
Wampler/Haines to determine final trim, but the bid can assume some kind of standard molding wiII
be used.
23. Customer supervision
Bernie Haines of Glenwood will be our local representative during construction. We will also make
periodic visits to Glenwood. Contractor shall not make modifications to the plans without consulting
Bernie. We will also be available for phone consultation.
24. Garage Doors
Garage doors shall be white metal clad doors. Automatic garage door openers shall be installed.
25. Utilities
Bid shall include costs of utility hookup: electrical, water, phone, cable TV, gas, and septic system.
26. Budgets
The bids should include budgets for plumbing fixtures, flooring materials, and electrical fixtures
assuming standard quality components. The final materials and fixtures are yet to be finalized.
27. Starting Date
We would like construction to begin as soon as possible within the limits of the weather. The bid
should include an estimated starting date, as well, as an anticipated completion time. We would like to
discuss a bonus/penalty clause for timely completion of this house. We would like to receive your bid
as soon as possible, too.

In order to understand the scope of the \vork intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. adequate and
complete information will prevent delays in the plan review process. Reviewing_ a plan and the
discover that required information has not been provided by the applicant mav result in the
delay of the permit issuance and in proceeding with building construction. The owner or
contractor mav be required to provide this information before the plan review may proceed. This
causes delays because other plans that are in line for review may be given attention before the
new information may be reviewed after it has been prodded to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may
be helpful to obtain a book titled "Dwelling Construction under the Uniform Building
Code". This book is available to you through this department at our cost. Also, please
consider using a design professional for assistance in your design and a construction
professional for construction of your project.
To provide for a more understandable plan in order to determine compliance with the building„
plumbing, and mechanical codes, applicants are requested to review the following check list prior
to and during design. Applicants are require to indicate appropriately and to submit the
completed check list at time of application for a permit.
