HomeMy WebLinkAbout4.00 Legal Access and Traffic StudyLegal Access and Compliance with Roadways Standards Table 7- 107 We are asking for a waiver request with the following demonstration of our roadway adequacy and comments and review of site by the Carbondale Fire Protection district. On March 16th 2017 Bill Gavette, Deputy Chief with the Garfield County Fire district conducted a site visit and indicated our access is adequate with no additions or improvements needed. He noted that the driveway has a good line of site and is adequate width and pullouts for passing vehicles. We ask legal access from existing county road 103 and demonstration of adequacy of the roadway conditions, width and emergency vehicle access/fire protection was confirmed through a site visit with Bill Gavette on March 16th, 2017 is acceptable for a waiver request. Traffic and Parking Plan We are asking for a waiver request for a full traffic study and an acceptance of basic traffic information based on the proposed size and scale of events at for a community meeting location at Cedar Ridge Ranch for special events. A recent study conducted by Garfield County Road & Bridge in May of 2014 resulted in an average daily of 1,020 vehicles on the road. This study was found on the Garfield County Road and Bridge website. The study was a week long and was conducted during the day and the night. The average was created from 7 days and nights of vehicle activity on county road 103. This information was received via phone conversation from Ray Jean at Garfield County Road and Bridge on 3/9/207 at 2:30 pm. This traffic information is listed and can be found at https://www.garfield-county.com/road- bridge/documents/Traffic_Counts.pdf The road is maintained as it is a school bus route and yearly maintenance is conducted. The proposed size and scale in terms of participants and visitors for events and weddings is limited to maximum of 195 people. We have allowed parking on our property to only 30 vehicles for 7 x 19ft parking space (please see attached photo for parking in 3 different areas). The impact of the parking area is minimal. Parking areas do not block road way usage and keeps intact ample of room for driving and turn around access. There is little to no current agriculture use of this land as it is just the shoulder areas of the road. The current use of this space is used for parking horse trailers, parking and equipment. (see in photos). We will have designated the parking with signs. There also is very minimal wildlife in this area to consider and the surface is gravel and at times grass gravel combination. All events with participants above 60 people will be required to use shuttle service and or carpool to meet 30 vehicle maximum. Our parking restrictions of 30 cars is in our venue lease agreement and must be signed off and understood before agreements will be made. We have come to 60 people because an average of 3 people per car. Car Shuttle companies we have spoken to in our area and aware of our needs in transportation are CTS in Aspen and Blazing Adventures. Both these companies have shuttle services and meet all safety requirements. Shuttle service will be beneficial to local and out of town guests and will be catered to where event participants are staying. With eas y and close access to Carbondale shuttles will be easily scheduled and organized.
