HRL Compliance Solutions, Inc. (HRL) was contracted by Ursa Operating Company (Ursa) to
conduct a noxious weed survey and prepare a site specific noxious weed management plan for
the proposed Watson Ranch Visual Mitigation Project. The Watson Ranch Visual Mitigation
Project is located on private land in Battlement Mesa, Colorado (Township 7 South, Range 95
West, Section 17). The proposed visual mitigation is an earthen berm to be installed on the east
side of the existing access road to the Watson Ranch A, and B pads. The proposed project is
approximately 2.0 acres in size and will be located in a field currently being used to stockpile
wood and pasture livestock. Refer to the Noxious Weed Map in Appendix A for details.
This document provides site specific weed management for the species identified during the
weed survey conducted on April 26, 2017 and descriptions and locations of Garfield County and
Colorado listed noxious weeds for the Watson Ranch visual mitigation project.
2.0 Site Characteristics
The proposed visual mitigation berm is located within a grass field currently used for livestock
grazing. Fire wood and other materials are currently being stockpiled near the entrance to the
allotment. Livestock was not present during the survey.
On April 26, 2017, HRL environmental scientist Kay Lambert conducted a site-specific inventory
of noxious weeds within the proposed boundary of the earthen berm to be installed for visual
mitigation. The pedestrian survey was conducted on -foot through the area of the project,
documenting noxious weed species and their extents within the proposed berm area. A list of
all weedy plant species observed on site was compiled. Field data was collected with the aid of a
Trimble data recorder utilizing NAD83 map datum, with all coordinate locations based on the
Universal Transverse Mercator (UTM) coordinate system in Zone 13.
3.0 Weeds of Concern
The weed survey conducted on April 26, 2017 identified two species of noxious weeds currently
found on the Colorado Noxious weed list as well as the Garfield County list.
Russian Knapweed (Phaponticum repens L.) — two patches of Russian Knap weed were
identified during the survey (refer to Appendix A — site map). Most plants were in rosette or
pre -bud stage.
Whitetop/Hoary Cress (Lepidium draba L.) — Two plants were identified during the
survey. Plants were in flowering stage.

Chemical treatment will be applied as applicable to the species. Treatment methods can be
found in the Ursa Asset Wide Noxious Weed Management Plan. Chemical treatment will be
conducted three times during the growing season. Spring treatments will address whitetop and
Russian Knapweed. Summer and fall treatments will address Russian Knapweed and other
nuisance weeds that may appear during the growing season.

This site specific Reclamation Plan follows the Ursa Field Wide Reclamation Plan. This plan provides
site specific details for the Watson Ranch Visual Mitigation Berm. For general information please refer
to the Ursa Field Wide Plan.
Reclamation:
Approximately 2 acres of berm will require reclamation efforts upon completion of construction.
Soil Management:
Topsoil within the footprint of the berms will be stripped off and stockpiled during construction
of the berms. Approved material will be utilized to construct the visual berms.
Once berm construction has been completed the salvaged topsoil will be redistributed across the
berms surface. The surface area will be roughened for seedbed preparation. Typically the
seedbed preparation consists of scarifying, tilling or harrowing the seedbed in preparation for
seed application. Due to the grade of slope on the berm(s), the soils will be roughened and
berms will be hydroseeded. Seed will be applied at double the drill seed rate per acre.
Hydroseeding will be applied prior to the application of hydromulch, to ensure greater seed to
soil contact. Hydromulch will be applied at appropriate rate. Hydromulch will assist with soil
stabilization and the capture of moisture for proper seed germination.

Stormwater Mitigation:
To avoid erosion of topsoil and seed transport from storm events, Best Management Practices
(BMPs) will be installed where applicable.
Surface roughening will reduce stormwater impact and capture and retain precipitation. Surface
roughening is an erosion control practice often used in conjunction with grading and reclamation.
Reclamation Monitoring:
Monitoring of the revegetation progress is vital to ensure that proper procedures are implemented
on the berms. Monitoring will allow for early response to potential problems encountered during
the reclamation process. Identifying challenges to the reclamation goals at an early stage allows
for adequate time to formulate a response to the situation. By identifying potential complications
early in the process, the future costs associated with rehabilitation will be minimized for the
operator.
Noxious Weed Mitigation:
In accordance with the Garfield County Noxious Weed Management Plan, noxious weed species
will be treated before construction activities begin. Weeds identified prior, during and after
construction will be treated as applicable to each species identified. See Noxious Weed Plan for

Construction:
Wattles will be installed around disturbance area during the construction of the berms. Upon
completion of construction, the surface area of the berm will be surface roughed, hydroseeded
and Hydromulched. Wattles will remain at the toe of the berm until vegetative growth is evident
and there is no longer a potential of soil erosion.
Monitoring:
• Inspections will occur every other week until vegetative growth is evident.
• Inspections will be conducted by a certified person familiar with the site specific control
measures and COAs of the project.
• Inspections will cover the following:
o Disturbed area;
o All BMPs, temporary and permanent;
o Down gradient areas;
o Surface water diversions; and
o Access road.
Maintenance Procedures:
Maintenance will include prompt repairs and/or adjustments to any erosion and sediment control
structures that are deteriorating or found to be performing inadequately. BMP conditions and
dates of BMP maintenance will be documented within the stormwater inspection checklists and
the corrective actions spreadsheet.
