This rAer�t ��F' , 19 day of BUILDING OFFICIAL GARFIELD COUNTY DEPARTMENT OF DEVELOPMENT PLANNING: 945-8212 / ENVIRONMENTAL HEALTH: 945-2339 / BUILDING: 945-8241 January 20, 1983 Mr. Pete Holland Lincoln Property Company 1450 South Havana, Suite 320 Aurora, CO 80012 Dear Mr. Holland: During the first week of January, I received a telephone call from a Public Service Company representative in Rifle requesting me to give verbal approval, as the Garfield County Building Official, for venting of gas fire boilers into boiler rooms for a heat source. I advised Mr. Don Curry that, to the best of my knowledge, none of the codes; Uniform Building Code, Uniform Mechanical Code, or Uniform Plumbing Code allowed venting of gas appliances into an enclosed space for any purpose. 1 advised Mr. Curry that we would investigate the situation and notify him as soon as some type of resolution to the problem could be made. It was determined that the building where the separate boiler rooms were used in conjunction with the apartments were constructed by Lincoln Battlement Mesa Associates Limited, a Lincoln Property Company. Blueprint review reveals that Piper Hydro, Inc. Plans consider the boiler houses as uninhabited structures, per page H-5 of standard plans. Page H-5 also states, "A notice shall be prominently displayed with the center: NOTICE - DO NOT OCCUPY THIS STRUCTURE WITH THE BOILER IN OPERATION AND THE DOORS CLOSED". Physical inspection by James McMurrey, field inspector for the Building Division, revealed that most of the boiler rooms are not, repeat, are not constructed according to the plans submitted to the Garfield County Building office. The following are some readilydiscernable items noted: 1. Doors not installed per plans, 2. Top air vents in the top side of the buildings are approx- imately 12" x 4' to 5'. The bottom vent on the two boiler buildings is 32" x 4'. Blueprint #A 10d shows 32" opening entirely across the top of the Energy Center and the bottom four grills are shown as 31/2" x 22". The above does not match this information in any form or fashion, nor did this office receive any engineering changes reflecting the above variations. 3. Unable to see any "NOTICE" signs inside or outside as specified per foregoing third paragraph. 2014 BLAKE AVENUE GLENWOOD SPRINGS, COLORADO 81601 Mr. Pete Holland January 20, 1982 Page 2 I feel that Piper Hydro, Inc.'s utilizing the U.M.C. 906 (g) "Outdoor Appliances with Integral Vents" could have possibly been misused by the placement of an outdoor appliance in a building. If it is so desired, I can go to I.C.B.O. for determination of validity. However, we have very limited data concerning the boilers, etc., used in the installation. I am aware that more than one/hal f of the buildings i n the project have been completed and Certificates of Occupancy issued. The foregoing was discussed with you during our telephone conversation on the afternoon of January 19, 1983. As indicated, Public Service Company is looking for someone to assume the liability and responsibility for venting a gas fire appliance into a closed room, which contains various equipment requiring maintenance from time to time. Such maintenance requirements will expose various and sundry trades people (plumbers, electricians, mechanics, etc.) to possible asphyxiation. We may consider allowing this situation to exist if proper warnings are posted and your insurance carrier agrees to assume the liability in event of injury or death assoicated with the boiler rooms. I would need a release of liability of some type acceptable to the county attorney for both the Public Service Company and Garfield County.
