HomeMy WebLinkAbout2.0 NTC Letter 01.23.2017January 23, 2017 John Horch 2567 SH 82 Glenwood Springs, CO 81601 horchjt@aol.com Community Development 108 8th Street, Suite 401, Glenwood Springs, CO 81601 Office: 970-945-8212 Fax: 97(1-384-3470 Reference: Horch Accessory Dwelling Unit - File Number GAPA-01-17-8510 Dear Mr. Horch, This letter is provided to you as the owner of a parcel of land located at 2567 SH 82 just south of the City of Glenwood Springs in unincorporated Garfield County. The application for an Accessory Dwelling Unit (ADU) was submitted on January 13, 2017 and has been reviewed for technical completeness. Community Development provides the following comments that need to be addressed: 1. Please review the names and mailing addresses provided for properties within 200' of the subject site as it appears that the list submitted contained an omission. Has this list been created within the past 2 weeks or more recently updated? 2. The application must demonstrate that legal and physical water is available to serve the ADU. The application does not demonstrate how water is currently provided to the single family home nor is there any documentation on how water will be provided to the ADU. Based upon the pre -application meeting the existing home is served by the City of Glenwood Springs water, however proof of this must be provided. In addition a "can and will serve" letter from the City regarding provision of water to the ADU is required. 3. The application must demonstrate how wastewater from the ADU will be satisfied. The application does not demonstrate how wastewater is currently provided to the single family home, however based upon the pre -application meeting the existing home is served by the City of Glenwood Springs sewer system. The Applicant must provide proof of this service as well as a "can and will serve" letter from the City regarding provision of wastewater to the ADU. 1 'Page Horch NTC Letter January 23, 2017 4. An updated Title Commitment is required. Please provide a paper copy as well as a linked electronic version. 5. The Pre -application Conference Summary Form is not the most recent documentation completed on the property — please provide a copy of the form dated March 4, 2016. 6. The applicant is responsible for providing the names and mailing addresses of mineral owners of the subject site. Please see the attached information on how to complete research on mineral ownership. If no mineral owners are found please state that none were found and provide documentation on how the research was completed. 7. The applicant is responsible for provided names and mailing addresses of owners within 200' of the subject site. The information provided does not appear to be recent and therefore must be updated as it was not complete. 8. Copies of building permits must be provided for the existing structure. 9. Access to the site has not been adequately addressed. Access to the site from the state highway is through adjacent properties, please provide a copy of easements or other documents regarding legal access to the highway. This includes a State Highway Access Permit from the Colorado Department of Transportation. 10. The Site Plan and the Grading and Drainage Plan must be submitted in 24" x 36" size plans. 11. The application requests waivers from the submittal requirements as noted below: a. 4-203 F. Landscape Plan — an ADU does not require submittal of a Landscape Plan therefore a waiver is not required. b. 4-203 L. Traffic Study — The application appears to discuss the trip generation of an ADU and should further discuss legal access through adjacent properties and the state highway access permit for access to the highway (please see number 8. Above). The requested waiver for a basic traffic analysis is not appropriate and therefore is not granted c. 4-203 J. Development Agreement — This document is not applicable to an ADU therefore waiver is granted on this submittal requirement. d. 4-203 K. Improvements Agreement - This document is not applicable to an ADU therefore waiver is granted on this submittal requirement. 2 'Page Horch NTC Letter January 23, 2017 Section 4-101 B (2) states that if the Applicant fails to correct the deficiencies within 60 days the application shall be deemed withdrawn. Correction of the deficiencies will required submittal of a letter responding to each of the issues identified above, as well as three paper copies and on electronic copy of the revised application which includes the above information. Please provide revised Site Plan and Grading and Drainage Plan in both an 11" x 17" copy and a 24" x 36" copy. Feel free to contact me with any questions on this review.
