Waste Water Treatment Facility. In my preliminary review of the plans submitted in application for a permit 1 did not see many items that concerned me greatly regarding the building design or construction of the buildings, however other information will be required in order to continue the plan review. will need some additional information from you regarding the facility, as follows: 1. A more complete site plan is need to determine the distances to property lines, recreation areas, public ways and residential areas. 2. A more complete listing of chemicals to be used in the operation of the plant and the quantities in use and in storage. 1t does not indicate on the plan the number of cylinders (150#, 810 cu. ft.) of chlorine in use or in storage. Will other chemicals such as a filter aid polymer and alum, calcium hypochlorite, sulfur dioxide gas or other be used in the operation? If yes, in what quantity and form? 3. Plans for the facility are required to be wet stamped and signed by the engineer. 109 8th Street, Suite 303 1 945-8212/625-5571/285-7972 Glenwood Springs, Colorado 81601 Dori The information below only needs to be provided if the information requested in the memo (RBwaswal.95) to Steve Boat indicates that the amount of hazardous materials exceed the exempt amounts indicated in U.B.C. Tables 9-A and 9-B. I am sure that they will be Tess considering the requirements if they are in excess of these amounts. If the amounts are in excess of the exempt amounts then the local fire district should have a copy of the information below because they may have adopted the Uniform Fire Code and want to enforce the hazardous materials provisions in Article 80 of the U.F.G. If the amounts are less than it may be recommended that they check with the fire district for any other special provisions. If you have questions on this, give me a call. Art y RB WASTE WATER TREATMENT FACILITY ADDITIONAL PLAN REVIEW NOTES Many of these comments reference provisions of the U.F,C. (Uniform Fire Code) as indicated in U.B.C. (Uniform Building Code) Section 901 (a) General. The notes regarding items that are requirements of the U.B.C. or, the U.B.C. and the U.F.C. are determined to be requirements of codes adopted by Garfield County. Some, such as U.B.C. Section 901 (f) Requirement for Report, (No. t18 of this document) are discretionary on the part of the building official. Notes regarding items that are only contained in the U.F.C_ are intended to provide information from nationally recognized standards to the owner, designer, contractor and fire officials having jurisdiction. Enforcement of items contained only in the U.F.C. is at the discretion and direction of the Fire Protection District having jurisdiction. SPECIFIC NOTES AND COMMENTS ON ENGINEERING CONTROLS AND DETAILED REQUIREMENTS: 1.1 Group I.1, Division 2 and/or 7 Occupancies are required to be protected by a complete automatic fire sprinkler system: U.B.G. 1 Section 3802 (f). 1.2 It does not appear that the provisions of the U.F.C. Article 80 have been considered in the plans and design submitted in application for a permit. The occupancy has Chlorine in amounts which exceed the exempt amounts provided for in the 1988 or 1994 U.B.C. There are possibly quantities of other chemicals that also exceed these exempt amounts. The plans submitted are general in nature and do not adequately address the operational, control and safety aspects of this facility. More detailed information is to be provided for both building and fire officials. 1.3 The U.F.C., Section 80.104 (e); requires signs posted at entrances to locations where hazardous materials are stored. 1.4 U.F.C., Section 80.106 and 10.301 (b); requires personnel training for mitigating the impact of leaks and spills. The Carbondale Fire Department may require that some of their members be trained as well in the application of chlorine leak kits ( which are not identified in this plan) as well as staff responsible for the operation of the plant. 1.5 U.F.C., Section 80.301 (s) and 80.303.(a) 7; Emergency power is required to be provided for all required electrical equipment within areas in which toxic gases are stored or used. Stand by power is also required. Plans appear to provide an emergency generator for the Control Building but do not appear to provide this service in the Chlorine Building. More detailed information may be requested by fire officials. 1.6 U.F.C., Section 80.301 (u) and (v); Requires a local fire alarm manual pull station or approved (by fire department) emergency signal device, The alarm is to have local warning and is required to be supervised. Supervision is to be by an approved (by the fire department) central, proprietary or remote station service or shall initiate an audible and visual signal at a constantly attended on site station. 1.7 U.F.C., Section 80.303 (a) 6 D; Requires the installation of a treatment system for the chlorine installation. Proximity of residential areas, 2 public ways, work areas and recreation areas (river and golf course) need to be taken into consideration. The fire district may want to consider U.F.C., Section 10.301 (b) Special Hazards, in consideration of this as a life -safety system. 1.8 Gas detection is not required for chlorine systems, however, if provided it must conform to U.F.C. Section 80.303 (a) 9. Signals as well as electrical supervision information (U.F.C., Section 10.301 (b)) are to be transmitted to the supervising station. 1.9 An approved, smoke -detection system is required to be provided in the storage area containing the chlorine. The system is to be supervised as described above. Electrical supervision is also required under U.F.C., Section 80.303 (a) 10. 1.10 U.F.C. Section 80.303 (c) 5: Two self contained breathing apparatus are required to be provided to serve this area. A list of emergency equipment including its location should be provided for approval by the fire department.. 1.11 if a Class 3 oxidizer (sodium hypochlorite) is to be used in this building, the location must be defined and if storage exceeds 20 lbs. , secondary containment will be required. The storage of a Class 3 oxidizer in the filter room requires that they be placed in an approved hazardous materials storage cabinet. U.F.C., Section 80.306 (a) 13. 1.12 U.F.C., Section 80.401 (k) 4: Pressure relief devices which may emit either highly toxic or corrosive materials from equipment is required to vent to an exhaust scrubber or treatment system for processing vented vapors or gases. This requirement is because chlorine is a corrosive not because it is highly toxic, it is toxic. 1.13 U.F.C., Section 80.401 (c) 2 and 80.401 (c) 3D: Systems are to be equipped with emergency shut of devices. Plans do not indicate this, as far as I have been able to determine. 1.14 U.F.C., Section 80.401 (c) 3C: Excess flow control is required for piping systems. Plans do not indicate this, as far as I have been able 3 to determine. 1.15 U.F.C., Section 74.107 (a): The plan indicates that the cylinders in storage are secured with "approved safety brackets", however there is no indication that the cylinder in use has been secured for seismic restraint. Also refer to U.B.C. Table No. 23-P II. 1.16 U.B.C., Section 3320: The filter area of the building is required to have two exits. The single exit from the chlorine room complies. 1.17 U.F.C., Section Z302, Technical Assistance: "If technical expertise is unavailable within the department to determine the acceptance of technologies, processes, products, facilities, materials and used attending the design, operation or use of the building or premises subject to the inspection of the department, the chief may require the owner or the person in possession or control of the building or premises to provide, without charge to the department, a technical opinion and report. The opinion and report shall be prepared by a qualified engineer, specialist, laboratory or fire -safety specialty organization acceptable to the chief and the owner and shall analyze the fire -safety properties of the design, operation or use of the building or premises and the facilities and appurtenances situated thereon, to recommend the necessary changes." 1.18 U.B.C. Section 901 (f) Requirement for Report, provides that the "building official may require a technical opinion and report to identify and develop methods of protection from the hazards presented by the hazardous material. The opinion and report shall be prepared by a qualified person, firm or corporation approved by the building official and shall be provided without charge to the enforcing agency. The report may include, but is not limited to, the preparation of a hazardous material management plan (HMMP); chemical analysis; recommendations for methods of isolation, separation, containment or protection of hazardous materials or processes, including appropriate engineering controls to be applied; the extent of changes in the 4 hazardous behavior to be anticipated under conditions of exposure to fire or from hazard control procedures; and the limitations or conditions of use necessary to achieve and maintain control of hazardous materials or operations.
