I. GENERAL PROJECT DESCRIPTION
The Applicant proposes the use of approximately 2 acres on their property as a small
contractor's yard. The primary activity will be the storage of construction equipment.
Employees or the owner will access the site only to pick up equipment. No permanent
employees or facilities are proposed.
The property is shown on the attached site plan and includes four separately described
parcels. The ownership between each appears to vary based on the Assessor's Office
records and would need to be clarified as part of the Application. The overall site (all four
lots combined) is approximately 5.1 acres. The Storage an area is shown as cross hatched
any grading and fill activities associated with creation of the contractor's yard as the site is
located within the 100 year flood plain. A flood plain development permit requires a
separate application and review but can be considered concurrently.

III. WAIVER REQUESTS
Should the Applicant chose to request waivers from submittal requirements or standards,
the Application submittals will need to clearly address the review criteria contained in
Sections 4-117 and 4-202 in justifying the requests. Where waiver's from completion of fully
developed plans (Le. landscape plan) are requested, the Application should still contain
general information appropriate to demonstrate compliance with the review criteria. Where
technical issues are concerned (i.e. roadway standards, traffic, drainage, erosion control)
the Application needs to demonstrate that the issues are also adequately addressed.
Technical expertise may still be required to support the waiver request. Further pre -
application meetings are recommended to discuss potential waiver requests with Staff prior
to finalizing the Application submittals.

V. SUBMITTAL REQUIREMENTS
Table 4-201 provides a detailed listing of submittal requirements. The following summary is
provided to clarify key elements and requirements:
• Standard Application Form (including owners signatures)
• Evidence of Ownership
• Payment Agreement Form
• Listing of adjacent property owners within 200 ft. and any mineral rights owners
• Authorization to represent letters
• Site Plan Map and Vicinity Map including delineation of the maximum area and
extent of the contractor's yard, information on existing uses, improvements.
• Topography and grading plan
• Drainage plans/information
• Legal access and plans for adequate access to the facility (waivers from roadway
standards may be requested)
• Traffic Report and/or waiver request
• Waiver requests for water supply and wastewater plans
• The property is located within the City of Rifle Urban Growth Area.
Demonstration of Comprehensive Plan consistency is part of the standards
• Geological or soils hazards need to be addressed.
• Application formats that address each of the standards contained in Article 7 are
recommended and greatly facilitate the review process.

General Application Processing
Planner reviews case for completeness and sends to referral agencies for comments. Case
planner contacts applicant and sets up a site visit. Staff reviews application to determine if
it meets standards of review. Case planner makes a recommendation of approval, approval
with conditions, or denial to the appropriate hearing body which in this case is the Director
of the Community Development Department.
