However, before we can issue uilding permit for this project we will need to receive the following items-. Site Specific Soils Report—A plat note on the final plat for this subdivision specifically calls for submission of a soils report "prior to issuance of a building permit". • Engineered Site Grading & Drainage Plan — Another plat note requires all Four Mile Ranch lots to include a "site grading & drainage plalprepared and certified by a Professional Engineer". We will continue with our plan r iew, but unfortunately won't be able to finalize our review or issue a permit until we receive these supplemental items. Another item that has come up in my plan review is that the building code referenced on the Structural Engineer's drawings is the 2009 IRC which is no longer valid in Garfield County. We'll need to receive verification from the Engineer that design complies with 2015 IRC which was adopted in July 2016. An email confirmation sent direct to me will suffice. Unless the HOA goes through an amended final plat process to amend, delete or otherwise change the plat notes for this subdivision, our office has no other available course but to require that all homeowners comply with all plat notes. I can tell you that (2) other recent building permit applications out in Four Mile Ranch also had to comply with this requirement before we issued a building permit for their projects. We'll look forward to receiving the Structural Engineer's verification about the 2015 IRC and your follow-up submission of an Engineered Site Grading & Drainage Plan. Just a heads up, I asked Nic Senn and Greg Kontour from the 4 -Mile Ranch HOA and they were unaware of the plat note and thought others have not been required to have an engineered plan for permit so you may get a little pushback down the line.
