HomeMy WebLinkAbout05 Section 4Section 4: Access Road Letter Aerial Photo of Access Road Access Road Photos Orrin, Cindy & Brandon Moon 6544 CR 331 Silt, CO Access Road to 6544 CR 331 To whom this concerns: The main access road to 6544 is a homeowner maintained private access road that is about 2 miles long that accesses 9 local homes in the area. The road was built before we bought the property and it is unknown how long the road has been there. The road appears to have been built with pit run and road base along with crushed rock and road base added at some time. Any road maintenance that has been done was by me, Jerry Rew, and Warren Allmon over the time that we have lived there. Only two other home owners have contributed to the cost of road maintenance since 2008, they are Gary Bell (new property renter on Ubanks Property) and Lowell Walters. This year we have 5 home owners contributing to adding road base to the main road with 3- 12 yard loads already added and another 3 loads will be yet this spring. This spring, I have been working on adding drainage ditches, widening the road to the hill section of the road before the first two driveways. The time and equipment has been funded by me for this project. We are requesting Traffic Study Submittal Waiver for this application due to the low traffic volume on this road. The access road is a dead end road, and is posted private at the entrance. We don't see a lot of people driving around here unless they are going to a specific property on the road. The main traffic is the residence of the road. I spend a considerable amount of time outside during the year and have a very good idea of what vehicles belong on the road. We all watch out for vehicles that don't belong in the area, we watch out for our neighbor's property and belongs. Very few vehicles travel the road without someone seeing it from the area. When looking at the County Road Specifications in Table 7-107, I found that road widths depends on trips on the road. I have determined road trips on the road by watching who is coming and going throughout the years and can give a close estimate on trips per day. The following is my estimate of trips on our private road per day: 1 Almond- 4 Rew- 6 Walter- 6 Moon- 8 Ubanks- 1/4 goes to town once a week Griffin- 2 Thompson- 2 Price- 1 vacation residence, owner here 4-5 times a year, sometimes relatives here Bracken- 2 UPS/Fed X- 1 Total Trips: 32 1/4 Note: Encana owns property in the area but uses gas well road through Arbany Property to access well pads and property. My past experience was in road and driveway construction which I gained working for Elam Construction in Grand Junction and Aspen, CO. I worked for 17 1/2 years in this field working with grades, elevations, designed/built roads and driveways for proper drainage. I calculated grades for blue top finish (final base grades for the laying asphalt to final finished grade). I believe this experience gives me a great background to provide the following road synopsis. On 2/11-12/17, I measured the road to our driveway and marked out each 100 foot mark as in distance stations. The total length of the road to our driveway was 5123' from County Road 331. I then went to each 100' mark, in the center of the road, measured the grade with a 4' level and an engineer tape measure. I also measured the width of the existing road base. The grade was then figured at each 100' mark by calculation of the measurement in 100's of a foot and divided by 4 and then multiplied by 100 to get the % of the grade at that location. The following is a general synopsis of the road. Other areas of the road have cross drainage on curves and hills. Since I have been working on the road the goal has been to grade the entire road to our drive way with a crown or adequate cross drainage and improve the ditches along the road for proper drainage. For the most part the road drains with a few low areas where water stands after a good rain and causes potholes. One good thing about a rough road is it slows traffic down on the road. We try to grade the road when wet to allow for better compaction of the road base which makes the regrade last longer. This spring has not been a good year for wet roads so the road is rough and slow at the time of application. See attached photos of the road and GIS maps of the road. Our drive way starts at this point and goes down to second cattle guard and into our property. The road was measured for grade and width the same as the main entry road with total road length to the ADU is 1542'. The drive way is made of road base, crushed asphalt and some 3" rock with width varying on curves. The new road into the ADU is a two track on dirt and will be final graded, %" to 1%2' road base then compacted. A drainage culvert will installed at the low point of the new driveway.
