CONDITIONS FOR PLAN REVIEW 4 89 -95
GENERAL REOUIREMENTS:
G-1 All references are taken from the 1988 Uniform Building Code (U.B.C.),
1988 Uniform Plumbing Code (U.P.C.), and the 1988 Uniform Mechanical Code (U.M.C.)
The Approved Plans, Permit, and Plan Review, are to be kept on the site during
construction. Plans and Permits must be available for reference during inspections.
Also, reference the (generic) drawings, submitted, an Architect has not been employed.
This office has not received a soils test. Additional information may be required concerning the
foundation plan and other structural concerns, (Section 302 (b)., and Section 2905., U.B.C.)
The Garfield County Building and Planning Dept., may require a more complete site plan,
including site conditions, contours, location of well, and septic, along with finish floor elevations,
etc. If soils tests are required they shall be submitted for approval prior to placement of any
concrete, (Section 302 (b)., U.B.C.)
0-9 It is our understanding that the owner desires to construct the house for himself and
therefore does not need a general contractor. However, it is the duty of the owner to notify the
Building Dept. when the construction is ready for inspection. Schedule the inspection at least one
day before such inspection. All work is subject to inspection prior to any cover up,
(Section 305, entire Section of the U.B.C.)
0-10 Utility cut permit is required when any installation of utilities (gas line, water line, etc.),
shall be placed in the County right of way or across any County roadway. Obtain this permit from
the Road and Bridge Office, either at 1015 School St., Glenwood Springs, Co 81601, or call
945-6111.
0-12 Coordinate well water system with the State of Colorado Division Water Resources
located at 50633 U.S. Hwy 6&24, Glenwood Springs, Co 81601, (945-5665), contact person,
Dwight Whitehead.
G-14 All grading on site must comply with Chapter 29., and 70., of the U.B.C. (i.e., maximum
slope of cuts and fills, etc.) Provide adequate drainage away from the structure at all locations
around the building (use Section 2905, (f)., and Section 2907, (5)., of the U.B.C.)
G-15 Notify all utilities for line locations and approval prior to beginning any excavation on site
(Public Service Electric, Natural Gas, Telephone, etc.)
BUILDING CODE ITEMS:
B-3 Footing and foundation unless otherwise approved by the Building Official, shall be
constructed of masonry, concrete, or treated wood in conformance with
U.B.C. Standard No. 29 - 3., and in all cases shall extend below the frost line and meet the
minimum depth as required in Table No. 29 - A., unless another depth is recommended by a
foundation investigation, (Section 2907, (a)., U.B.C.)
B-5 In addition to the minimum reinforcement required by Section 2614 (d)., 1 and 2., not less
then (2) no. 5 bars shall be provided around all windows and door openings. Such bars shall be
extended to develop the bar beyond the corners of the openings but not less than 24 inches,
(Section 2614 (d)., 7., of the U.B.G.
B-21 Provide premises identification which is legible from the street in accordance with,
(Section 513, U.S.C.)
B-24 The contractor needs to be aware of (Section 1204 of the U.B.C.), when ordering
windows. Each sleeping room shall have at least one window or door which may be used for
escape or rescue.
The following required:
Maximum sill height above floor: 44 inches
Minimum net clear opening width: 20 inches
" " height: 24 inches
" " " : 5.7 square feet
A minimum of 20 inches wide by 41 inches high or 34 inches wide by 24
inches high is needed to achieve the required 5.7 square feet.
B-32 Provide smoke detectors in accordance with (Section 1210 (a)., of the U.B.C.) One
smoke detector is required on each level and they shall be inter connected. Audible from the
bedrooms with the door closed and in compliance with the listing that comes with the detectors
(coordinate with the County Garfield Building Inspector, during inspections). On existing R-3
occupancies battery operated (ok).
B-37 Provide weather- resistive barriers for exterior wall coverings as required (Section 1707
and 2516 (g) and 3006 (d), 1., of the U.B.C.)
B-50 Frame nailing to be compliance with (T.B.L. 25 - Q., U.B.C.)
B-64 Columns, posts, beams and girders shall have positive connections provided to ensure
against both uplift and lateral displacement, (Section 2516 (m)., U.B.C.)
B-66 Beam pockets are needed for foundation pour to accommodate the beams and girders,
beam pockets need to be at least 3 1/2 inches deep to allow for expansion and contraction and
need 1/2 inch clearance an all sides.
B-71 (Section 2517. (d).3., 2517. (c)., and 2517. (h).3., U.B.C.) solid bridging is required
above structural beams, sills, and as required.
B-96 Concrete footing shall extended at least 36 inches below finish grade. Also any deck
construction or intermediate pads not connected in the foundation wall system, will need to
extend 36 inches below grade, (Section 2907 (a)., (U.B.C.)
B-112 The walls and soffits of the enclosed usable space under the stairs shall be protected on
the enclosed side only as if for one-hour fire -resistive construction, (5/8 inch Type X drywall,
Section 3306 (m)., U.B.C.)
B-113 Section 3306 Subsection (c), shows that the stairs may be constructed with 8 inch
maximum rise and 9 inch minimum run. The greatest riser height and largest tread run within any
flight of stair, cannot have more than 3/8 of an inch deviation.
Stairway handrails: (minimum height 34 inches, maximum height 38 inches) hand grip
portion shall be not less than 1 1/2 inch nor more than 2 inches in x -section dimension. Minimum
of one handrail required on all stairways with more than three risers. Minimum 1 1/2 inch space
required between wall and handrail, (Section 3306 (j)., U.B.C.)
Guardrails of 36 inch minimum height shall be installed at open sides of stairways,
landings, ramps, decks, or porches more than 30 inches above grade or floor below. Open
guardrails shall have a pattern such that a sphere 6 inch in diameter cannot pass through, (Section
1711, U.B.C.)
B-114 Fireblock stairs between stairs stringers at tip and bottom and along run between studs,
(Section 2516, (f)., U.B,C.)
B-117 Minimum width stairs 36 inches, handrails required if 4 or more risers (typical for all
stairs) (Section 3306 (j)., exception 3., of the U.B.C.)
PLUMBING CODE ITEMS:
P-1 Coordinate all water and sewer extensions, connections, and pressure tests outside the
building with the Building Inspector for Garfield County, prior to back fill, (Section 317 (a), (b),
(c), (d), of the U.P.C.)
P-3 Plumbing and mechanical must comply with the Uniform Plumbing Code (U.P.C.) and the
Uniform Mechanical Code (U.M.C.)
P-15.1 Liquid petroleum gas facilities (L.P. Propane) shall be installed per. (Section 1215,
U.P.C.) If possible the gas appliance should be installed on an outside wall. A 2 inch vent shall
be installed with - out a trap and vented directly to the outside. 1/4 inch screen needs to be
installed at both ends and always open to the atmosphere. (Section 504 (f)., U.M.C.)
All liquefied petroleum gas facilities (tanks) shall be SQ placed as to be all times readily
accessible for inspection, reading, testing and shutting off the gas suuvly, All service piping and
main supply shutoff valves shall be outside the building. All main supply valves shall be readily
accessible. (Section 1215 (c)., U.P.C,)
P-16 (Section 506, U.M.C.) requires liquid petroleum gas -air appliances to be equipped with a
listed automatic device which will shutoff the flow of gas to the pilot in the event of ignition
failure. (Your L.P. gas supplier will supply you with other requirements and possibly help with
installation of piping and pressure tests, placement of tank, etc.)
P-16.1 All liquefied petroleum gas facilities (tanks) shall be so placed as to be at all times readily
accessible for inspection, reading, testing, and shutting off the gas supply. All service piping and
main supply shut offvalves shall be outside the building. All main valves shall be readily
accessible (Section 1215 (c)., of the U.P.C.)
MECHANICAL, CODE ITEMS:
M-1 The furnace, boiler, or H2O heater, shall comply with the U.P.C. and U.M.C.,
(Le., combustion air, installation, clearances, access, venting, etc.) All of the gas appliances will
be accompanied with manufactures documents (owners manuals) these documents will assist in
installation, also they need to remain with the appliances.
M-4 Provide disconnects and receptacles for all mechanical units as required (Section 509,
U.M.C.)
M-6 The clothes dryer vent needs to be vented with a 4 inch duct and extended directly to the
outside, (Section 1903 (a),(b),(c), U.M.C.)
M-7 The drawings do not show a chimney chase for the water heater and boiler (type B vent.)
This will need to be coordinated with Building Inspector at framing. It shall be in compliance
with (Chapter 9,, of the U.M.C.)
G-1.1 Every attempt is made by the Building Department to perform a thorough plan
review, however please be aware of (Section 303 (c) of the U.B.C., which states):
This issuance or granting of a permit or approval of plans and specifications
shall not be construed to be a permit for, or an approval of, any violation
of any of the provisions of this code or of any other ordinance of the
jurisdiction. No permit presuming to give authority to violate or cancel the
provisions of this code shall be valid.
The issuance of the permit based upon plans, specifications and other data
shall not prevent the Building Official from thereafter requiring the correct-
ion of errors in said plans, specifications and other data, or from preventing
building operations being carried on thereunder when in violation of this code
or of any other ordinances of this jurisdiction.
All construction shall be approved prior to the issuance of
Certificate of Occupancy

GARFIELD COUNTY BUILDING AND PLANNING
MINIMUM APPLICATION REQUIREMENTS
for
SINGLE FAMILY DWELLING CONSTRUCTION
including
NEW CONSTRUCTION
ADDITIONS
ALTERATIONS
and
MOVED BUILDINGS
•
In order to understand the scope of the work intended under a permit
application and expedite the issuance of a permit it is important that
complete information be provided. Adequate ,and complete information
will prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant
may result in the delay of the permit issuance and in proceeding with
building construction. The owner or contractor may be required to provide
this information before the plan review may proceed. This causes delays
because other plans that are in line for review may be given attention
before the new information may be reviewed after it has been provided to
the Building Department.
Please review this document to determine if you have enough information
to design your project and provide adequate information to facilitate a plan
review. If you do not, it may be helpful to obtain a book titled 'Dwelling
construction under the Uniform Building Code. This book is available to
you through this department at our cost. Also, please consider using a
design professional for assistance in your design and a construction
professional for construction of your project.
To provide for a more understandable plan in order to determine
compliance with the building, plumbing and mechanical codes, applicants
are requested to review the following check list prior to and during design.
Applicants are required to indicate appropriately and to submit completed
check list at time of application for a permit:

building or addition to property lines, other buildings, set back
easemepts and utility easements?
