The following comments based on the 1988 edition of the
Uniform Building Code shall be resolved prior to the
issuance of the building permit. The purpose of this review
is to provide for minimum protection of life, limb, health,
property, environment and for the safety and welfare of the
consumer and general public as regulated by the u'Bc.
1:tf' The required design snow load for Garfield County
is 40 psf and the UBC required design load for floors is 30
psf. The.plans specify design loads of 30 psf for the roof
and 30 psf for the second floor . The plans also specify
the structural specifications should be reviewed by a
structural engineer. The plans are also unclear regarding
the transfer of the second floor loads to the foundation.
The triple 2 x 10 beam in the basement and the standard 2 -
2 x 12 headers over the garage appear to be undersized, the
second floor roof appears to bear at mid span of the second
floor floor joists, the roof rafter spans should be verified
for a 40 psf design load, and there are several point loads
that the building department is unable to analyze. Please
provide revised plans and engineering by a structural
engineer to verify the proposed structurals compliance with
the required design loads and clearly indicate how loads
will be transferred to the foundation. Sec. 302, 2520,
2517, Table 23-A.
2. Specify the location for the furnace/boiler and
hot water heater for approval. Sec. 302.
3. Plans specify a foam form foundation system. The
applicant should be aware that foam cannot be left exposed
in the basement. Please specify an approved thermal barrier
to cover the foam. Foam must also be covered in the crawl
space unless an approved listing can be provided to the
Building Department allowing the foam to be left uncovered
in the crawl space. Sec. 1712.
4. Refer to the conditions of permit and redlined

The following comments based on the 1988 edition of the Uniform Building
Code™ shall be resolved. The approval of plans and specifications does not
permit the violation of any section of the Uniform Building Code or any federal,
state or local regulations. Any and all deviations from the original plans and
speculations approved by the Building Department shall be submitted to the
Building Department for approval.
GENERAL COMMENTS
GEN-1 It was assumed that the uses and materials in the building will be
compatible with an R-3/M-1 Occupancy.
GEN-3 Approved numbers or addresses should be provided for all new buildings
in such a position as to be plainly visible and legible from the street or road
fronting the property. Section 513. This requirement should be noted on the
plans.
GEN-9 Obtain separate plumbing, electrical and mechanical permits as required.
GEN-19 All electrical work shall be approved by the state electrical inspector and
verification of such approval shall be provided to the building inspection
department prior to issuance of a Certificate of Occupancy.
EIRE-PROTECTION REQUIREMENTS
E:l.1 Fire stops should be provided in accordance with Section 2516 CO.
E,12 Draft stops should be provided in accordance with Section 2516(0.
E:25 Enclosed usable space under interior staitways should be protected on the
enclosed side as required for one-hour fire-resistive conslruclion. Section 3306
(m).

EXIT REQUIREMENTS
X:28 Risers on stairways should not be less than 4 inches nor exceed 8 inches, and
runs should not be less than 9 inches. Section 3306 (c).
x=3.l The top of handrails should be placed not less than 34 inches nor more than
38 inches above the nosing of treads. Section 3306 (j).
X::34 Handrails should have their ends returned or should terminate in newel
posts or safety terminals. Section 3306 (j).
X36 Guardrails for stairs, balconies and landings should conform with Section
1711. Note that maximum clearance between intermediate rails should be 6 inches
and guardrail height should be at least 36 inches. Section 1711.
X:31 A minimum headroom clearance for staitways of not less than 6 feet 8
inches should be specified on the plans. Section 3306 (p).
:&d6 Exits should be illuminated to comply with Section 3313 (a).
Xc6B Provide landings at doors per Sec. 3304.
GROUP R OCCUPANCIBS
RA Basements in dwelling units and every sleeping room below the fourth story
should have at least one operable window or exterior door conforming to Section
1204 for emergency escape or rescue which should open directly into a public
street, public alley, yard or exit court. Section 1204.
Maximum sill height: 44 inches
Minimum net clear opening width: 20 inches
Minimum net clear opening height: 24 inches
Minimum net clear opening: 5. 7 square feet
R=6 Mechanical ventilating systems in bathrooms, laund1y rooms and similar
rooms should provide five air changes per hour directly to the outside. Section
1205 (c).
RJ3 Dwelling units and hotel or lodging house guest rooms that are used for
sleeping purposes should be provided with smoke detectors as specified in
Section 1210.
Iklfi Every dwelling unit and guest room shall be provided with heating facilities
capable of maintaining a room temperature of 70 degrees Fahrenheit at a point 3
feet above the floor in all habitable rooms. Sec. 1212.
&TI Window wells for required egress windows in basement shall be a minimum
of 36" in depth.

ROOF CONSTRUCTION AND COVERING REQUIREMENTS
ROOF-3 An attic access opening (minimum 22 inches by 30 inches) should be
provided with a minimum clear headroom of 30 inches. Section 3205 (a).
RQOF-4 Provide attic ventilation per Section 3205.
RQQF-10 Shingle application should comply with Table No. 32-13-1.
ROOF-13 Enclosed rafter spaces shall have cross ventilation for each rafter space.
The net free ventilating area shall be not less than 1/150. Section 3205 (C) Ul3C .
ROOF-14 Asphalt shingle roofs 4:12 and over shall have applied one layer No. 40
coated roofing, coated glass base, or bituthane from the eave to a line 12 inches
inside the exterior wall line with laps cemented together. Table 32-13-1 Ul3C.
MATERIALS AND CONSTRUCTION REQUIREMENTS
MAT-1 Building paper or felt should be applied to exterior walls as specified in
Section 1707 (a).
MAT-2 Foam plastic insulation should comply with Section 1712.
MAT-11 Skylights should comply with Chapter 34. Plastic skylights are allowed
under the conditions specified in Section 5207.
MAT-24 Water-resistant gypsum backing board should not be\1sed in the
following lo.cations (Section 4712):
1. Over a vapor retarder.
2. In areas subject to continuous high humidity.
3. On ceilings.
MAT-29 Safety glazing should be provided at hazardous locations. Section 5406
(cl).
MAT-35 Anchored veneer should be installed per Section 3006.
MAT-36 Fireplaces shall be installed per Chapter 37, UMC and manufacturers'
specifications. Provide details for approval prior to installation. Sec. 302.
STRUCTURAL COMMENTS:
STR-42 Lateral bracing should be provided in accordance with Section 2517 (g) 3.
STR-64 Cold Weather Requirements. Adequate equipment shall be provided for
heating concrete and masonry materials and protecting concrete during freezing or
near-freezing weather. All concrete materials and all reinforcement, forms fillers
and ground with which concrete or masonry materials or materials containing ice
shall not be used.

STR-65 The manufacturer of concrete shall furnish to the purchaser a delivery
ticket with each batch of concrete before unloading at site providing the
information specified in Section 26.1311 UBC Standards . These tickets shall be
saved and available for review by the I3uilding Official.

STR-67 Lumber beams, rafters, trusses and joists shall be supported laterally over
beams and points of bearing with solid blocking. Bridging or solid blocking shall
be installed at intervals not exceeding 8 feet when the ratio of depth to thickness
exceeds 5 to 1 (e.g. 2 X 10). Sections 2506(h), 2517(d) 3 2517(h) 6. UI3C,.
STR-68 Joists cantilevered beyond the supporting structure shall be blocked solid
at the point of bearing. Section 2517(cl) 3, UI3C, .
STR-70 Verification of the soils condition made by a licensed soils engineer will
be required by the Building Inspection Department as specified in the general
notes on the submitted plans. Documentation shall be provided prior to pouring
concrete.
STR-72 Foundation plates or sills shall be bolted to the foundation or foundation
wall with not less than 1/2" nominal steel bolts embedded at least 7" into concrete
or reinforced masonry or 15 inches unreinforced grouted masonry 6 feet on center,
two bolts per piece minimum and one bolt within 12 inches of the encl of each
piece. Section 2907 (e.), UBC, .
STR-81 Ends of wood girders entering masonry or concrete walls shall be
provided with a 1/2 inch air space on tops, sides, and ends unless approved wood
of natural resistance to decay or treated wood is used. Section 2516 (c) 5.
STR-91 Basement walls below finished grade are required to be damp-proofed.
Sec. 1707(cl).
STR-92 Provisions shall be made for the control and drainage of surface water
around buildings. Sec. 2905(0.
ST.&22 Buildings and structures shall be designed and built for at least a 40 psf
snow load. Section 2305 D.
SIRJ.D.3 Residential floors shall be designed for 40 psf live load. Table 23-A.
PLUMBING COMMENTS
Eld Plumbing and fuel gas piping must comply with the UPC and should be
installed by a plumber licensed in the State of Colorado.
MECHANICAL COMMENTS
MECH-9 Liquefied petroleum gas-burning appliances should not be installed in a
basement [Section 504 (t)].
MECH-11 Fuel-fired appliances located in a garage should be installed 18 inches
above floor level as required by Section 508.

MECH-76 Location and installation of boiler, hot water heater and furnace shall be
in conformance with Section 703 and Chapters 6 and 7 of the Uniform Mechanical
Code, and Chapters 12 and 13 of the Plumbing Code, providing for adequate
access, clearances, ventilation, and combustion air. The mechanical enclosure
shall be a minimum of 12" wider than the furnace with a minimum of 3" clear
work space along the sides, back and top and 6 11 along the front or firebox side.
The purpose of this review is to provide for minimum protection of life, limb,
health, property, environment and for the safety and welfare of the consumer,
general public as regulated by the UBC.

Dear Art;
I finally got a foundation plan from Patillio and Associates. They have not
completed the structural framing plan but they indicated that they would
have that drawing completed either Tuesday or Wednesday. I will give you
two copies of that drawing when they get it completed. We would like to be
able to obtain a foundation permit as soon as you can fit that into your
schedule so we can get started on the foundation and get that completed
before the good weather goes away. I will then see how the winter is shaping
up before moving forward with framing so a final complete permit is not as
urgent as getting the foundation in place.
I just received the November 8 notice concerning the ISDS be designed by a
PE. I like everyone else up there had been operating under the assumption
that a septic system installed in compliance with the soils test was going to be
sufficient. Since that is not the case myself and some of my neighbors are
negotiating with an engineer to design all of our systems at one time in hopes
of getting a volume discount for that work. Once I get his design I will
forward that one as well.
I have submitted a check request for $1,343.00 to Pitkin County Bank w.-
administering my construction loan and my funds that I have committed •
the project. They want to be in the position of writing all of the checks so I
anticipate them getting that check to me early next week. Please give me a

In order to understand the scope of the work intended under a permit
application and expedite the issuance of a permit it is important that
complete information be provided. Adequate and complete information
will prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant
may result in the delay of the permit issuance and in proceeding with
building construction. The owner or contractor may be required to provide
this information before the plan review may proceed. This causes delays
because other plans that are in line for review may be given attention
before the new information may be reviewed after it has been provided to
the Building Department.
Please review this document to determine if you have enough information
to design your project and provide adequate information to facilitate a plan
review. If you do not, it may be helpful to obtain a book titled "Dwelling
construction under the Uniform Building Code. 1bis book is available to
you through this department at our cost. Also, please consider using a
design professional for assistance in your design and a construction
professional for construction of your project.
To provide for a more understandable plan in order to determine
compliance with the building, plumbing and mechanical codes, applicants
are requested to review the following check list prior to and during design.
Applicants are required to indicate appropriately and to submit completed
check list at time of application for a permit:

1. Is a site plan included that indicates the distance of the proposed
building or addition to property lines, other buildings, set back
easements and utility easements?
