CONRITIONS FOR PLAN REVIEW# 55 -95
GENERAL REQUIREMENTS·
G-1 All references are taken from the 1988 Uniform Building Code (U.B.C.),
1988 Uniform Plumbing Code (U.P.C.), and the 1988 Uniform Mechanical Code (U.M.C.)
The Approved Plans, Permit, and Plan Review, are to be kept on the site during
construction. Plans and Permits must be available for reference during inspections.
Also, reference one copy of generic plans from the contractor along with the pennit
application.
(Mixed Occupancy B-2-R-1) Public Building:
Any new construction, shall comply with 1988 Uniform Building Code. The letter of
submittal from Peter Boglam, states that 12 inch x 12 inch pads exists as the structural footing
for the collapsed deck. Please reference (Section 2311., of the U.B.C. (Section 2905., and the
entire Chapter 29., of the U.B.C.)
G-2 Also, reference (Section 302 (b)., U.B.C.) An Architect or Engineer, will likely be
required by the Garfield County Building Official, to design proper foundation piers in compliance
with the above referenced Code Sections. Grading and drainage plans may also be required prior
to any placement of concrete.
G-3 Individual concrete footings under bearing walls of pier post and beam systems and
concentrated loads shall have a minimum 8 inch edge thickness, designed per (Section 2303.,
2515 (i)., 2622., and 2907., of the U.B.C.) Also, at minimum the pads under ideal conditions
shall be 24 inches x 24 inches.
B-21 Provide premises identification which is legible from the street in accordance with,
(Section 513, U.B.C.)
B-96 Concrete footing shall extended at least 36 inches below finish grade. Also any deck
construction or intermediate pads not connected in the foundation wall system, will need to
extend 36 inches below grade, (Section 2907 (a)., (U.B.C.)
B-79.1 Terraces and balconies which are generally accessible by the public shall have a minimum
100 pound live load capacity, plus applicable dead loads including any dead load imposed by the
roof assembly above. (Reference Table No 23-A., of the U.B.C.) Category 3., Footnotes (3).)
A qualified Architect needs to address all of the above prior to construction. (i.e., basic
wind speed, exposure, snow loads, etc.).
N-44 When decks porches, etc .. , are more than 30" above grade, provide guardrails not less
than 42" high with intermediate members spaced such that a sphere 4 inches in diameter cannot
pass through, (to with stand a horizontal force of20 plf applied at right angles to the top rail)
( T.B.L. No. 23 -B., and Section 1711, U.B.C.)
All stairs shall comply with (Section 3306., SubSection (c)., of the U.B.C.) Handrail shall
comply with (Section 3306 G)., U.B.C.) (Please see handouts).
Any stairs over 44 inches in width shall have handrail on both sides (Section 3306 Q).,
U.B.C.)
S-17 Provide pedestrian protection as required by Chapter 44., of the U.B.C. and the Garfield
County Building Inspector.
B-24.3 Individual concrete piers shall project at least 8 inches above ground. All exterior wood
members exposed to the weather shall be pressure treated or approved wood of natural resistance
to decay.
B-11.1 Landings at all doors shall comply with (Section 1210., of the U.B.C.) concerning smoke
detectors in R-1 Occupancies). When the valuation exceeds of$l,OOO.OO, smoke detectors shall
be installed in accordance with Subsection 3 ., 4., and 5., of Section 1210) Submit proposed
method prior to installation.
