In order to understand the scope of the work intended under a permit
application and expedite the issuance of a permit it is important that
complete information be provided. Adequate and complete information
will prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant
may result in the delay of the permit issuance and in proceeding with
building construction. The owner or contractor may be required to provide
this information before the plan review may proceed. This causes delays
because other plans that are ill line for review may be given attention
before tite new information may be reviewed after It has been provided to
the Building Department.
Please review this document to determine if you have enough information
to design your project and provide adequate information to facilitate a plan
review. If you iia not, it niay be helpful to obtain a book titled 'Dwelling
construction tinder the Uniforiii Building Code. This book is available to
you through this department at our cost. Also, please consider using a
design professional for assistance in your design and a construction
professional for construction of your project.
To provide for a more understandable plan in order to determine
compliance with the building, plumbing and mechanical codes, applicants
are requested to review the following check list prior to and during design.

CONDITIONS FOR PLAN REVIEW # 30 -95
GENERAL REQUIREMENTS:
G-1 All references are taken from the 1988 Uniform Building Code (U.B.C.),
1988 Uniform Plumbing Code (U.P.C.), and the 1988 Uniform Mechanical Code (U.M.C.)
The Approved Plans, Permit, and Plan Review, are to be kept on the site during
construction. Plans and Permits must be available for reference during inspections.
Reference the drawings and pictures submitted by the contractor with the permit
application. It appears that the contractor is proposing to add an addition using 3 foot by 3 foot
concrete pads and sono tubs. Separated pads have a potential for differential movement and are
subject to lateral movement. With this addition it is important to note the minimum requirements
for foundations under ideal soils conditions is based on (Section 2607, U.B.C.) which states.
Minimum requirements for vertical and horizontal reinforcement (#4 rebar) for the concrete shall
not be placed further than (3) times the wall thickness, nor 18 inches, Vertical dowels can
project out of the footer at 36 inch centers. 18 inch by 18 inch grid is minimum requirement
based on (Section 2607 (g), I., of the U.B.C.) In addition, not less than two no. 5 bars shall be
provided around all windows and door openings. Such bars shall extend to develop the bar
beyond the corners of the opening not less than 24 inches (Section 2614 (d)., 587, U.B.C.)
without an Architect to approve the design, these minimum requirements shall apply. Also, the
(2) micro Iams carrying a floor load, wall load, and new roof load will also need to be verified by
an Architect or Engineer, licensed in the State of Colorado (Section 302 (b)., and 2905, of the
U.B.C.)
Also, any cantilever construction will need to be verified by an Architect or P.E.
B-32 Provide smoke detectors in accordance with (Section 1210 (a)., of the U.B.C.) One
smoke detector is required on each level and they shall be inter connected. Audible from the
bedrooms with the door closed and in compliance with the listing that comes with the detectors
(coordinate with the County Garfield Building Inspector, during inspections). Also one will be
required at the high point in the living room. (Battery operated ok in exiting Domes)
N-44 When decks porches, etc.., are more than 30" above grade, provide guardrails not less
than 36" high with intermediate members spaced such that a sphere 4 inches in diameter cannot
pass through, (to with stand a horizontal force of 20 plf applied at right angles to the top rail)
( T.B.L. No. 23 - B., and Section 1711, U.B.C.)
B-53 Wafer board shall not be used as subfloor unless it complies with applicable I.C.B.O. or
C.A.B.O. report, (Section 2517 (e), U.B.C.)
B-57 Bearing partitions perpendicular to joists shall not be offset from supporting girders, walls
or partitions more than joist depth, (Section 2517, (d)., 5. U.B.C.)
B-62 Plywood roof sheathing exposed on the underside shall be bonded with exterior glue,
(Section 2517, (h).7., U.B.C.)
13-G4 Columns, posts, beams and girders shall have positive connections provided to ensure
against both uplift and lateral displacement, (Section 2516 (m)., U.B.C.)
B-72 (Section 2517 (d).3., U.B.C.) If dimension lumber is used they shall be supported
latterly to prevent rotation and lateral movement. (Section 2506 (li), 4., U.B.C.), also requires
full depth solid blocking or cross bracing unless both edges are Held in line.
B-73 Diagonal sheathed corners with plywood shall be covered with minimum 1511 felt before
siding. Wall will need to be braced in accordance with (Section 2517 (3.) 1 x 4 let - in or
plywood acceptable.
8-76 When the roof slope is less than 3:12, members supporting rafters and ceiling joists such
as ridge board. Hips and valleys shall be designed as required, (Section 2517, (h),1., U.B.C.)
B-79 Any deck construction outside the building will need to meet the minimum 60 Ib. live load
requirements, load designs based on (Table 25 - U - J - I., of the U.B.C.) coordinate with your
Inspector.
B-91 The plan shows the roof framing members, the plans do not indicate what kind of roof
sheathing is needed. Also, they do not indicate how the T.J.I. members will connect at the ridge.
1) Size the glu-lam beam and submit to the Building Official for approval.
2) Show your proposed method concerning roof sheathing.
3) Show your proposed method for connection of the T.J.1.'s at the ridge.
B-94 Manufactured joists and beams (T.J.I.s / glu-lams, etc.,) shall be sized and installed in
accordance with the manufactures documents and installation guide. For boring holes and cutting
T.J.I. joists, these documents must be followed (i.e., the flanges, top and bottom must never be
cut or notched.) (Reference N.E.R. 119. and N.E.R. 200).
B-103 Enclosed rafter spaces formed where ceilings are applied directly to the underside of the
roof rafters are required to meet the ventilation requirements in (Section 3205 (c)., U.B.C.)
B-109 Roof covering shall be in accordance with (Chapter 32, U.B.C.) Underlayment consisting
of two layers or type 15# felt applied shingle fashion and solid mopped together between the plies
extending from the eave up the roof to a point 24 inches inside the exterior wall line. Or
approved bituthane ice and water seal can be used, (Tbl. 32-B.1, U.B.C.)
B-111 The 1988 U.B.C. (Section 3304 (1).,) requires a landing on each side of a door, there are
some exceptions. However, the exterior doors are required to have landings. Minimum size
36 inches by 36 inches, provided the door does not swing over the landing, a 7 1/2 inch step is
allowed.
B-121 Windows located within 18 inches of the floor or which have a glazed area in excess of
9 sq. ft. and when the vertical edge is within 12 inches of the door when closed, are required to
be tempered or safety glass, (Refer to Section 5406 (d)., 6., and 7., of the U.B.C.).
B-24 The contractor needs to be aware of (Section 1204 of the U.B.C.), when ordering
windows. Each sleeping room shall have at least one window or door which may be used for
escape or rescue.
The following required:
Maximum sill height above floor: 44 inches
Minimum net clear opening width: 20 inches
" " height: 24 inches
: 5.7 square feet
A minimum of 20 inches wide by 41 inches high or 34 inches wide by 24
inches high is needed to achieve the required 5.7 square feet.
P-1 Coordinate all water and sewer extensions, connections, and pressure tests outside the
building with the Building Inspector for Garfield County, prior to back fill, (Section 317 (a), (b),
(c), (d), of the U.P.C.)
G-1.1 Every attempt is made by the Building Department to perform a thorough plan
review, however please be aware of (Section 303 (c) of the U.B.C., which states):
This issuance or granting of a permit or approval of plans and specifications
shall not be construed to be a permit for, or an approval of, any violation
of any of the provisions of this code or of any other ordinance of the
jurisdiction. No permit presuming to give authority to violate or cancel the
provisions of tliis code shall be valid.
The issuance of the permit based upon plans, specifications and other data
shall not prevent the Building Official from thereafter requiring the correct-
ion of errors in said plans, specifications and other data, or from preventing
building operations being carried on thereunder when in violation of this code
or of any other ordinances of this jurisdiction.
All construction shall be approved prior to the issuance of
Certificate of Occupancy
