Independent Professional Building Inspection Bill Allred 45855 Huy 6, Canyon Cmc # 63 Glenwood Springs, CO 81601 (303) 945-4418 April 13, 1995 Eric Williams 0981 245 Road New Castle, CO CONDITIONS FOR PLAN REVIEW # 27 -95 Mixed occupancy Type V -N M-1 The furnace, boiler, or H20 heater, shall comply with the U.P.C. and U.M.C., (Le., combustion air, installation, clearances, access, venting, etc.) All of the gas appliances will be accompanied with manufactures documents (owners manuals) these documents will assist in installation, also they need to remain with the appliances. B-2 Submit engineer reports which indicate satisfactory means of compaction if fill is used for bearing, under foundation systems, (Section 2905, U.B.C.), coordinate with the Building Inspector as needed. GENERAI, REOUIREMENTS: G-1 All references are taken from the 1988 Uniform Building Code (U.B.C.), 1988 Uniform Plumbing Code (U.P.C.), and the 1988 Uniform Mechanical Code (U.M.C.) The Approved Plans, Permit, and Plan Review, are to be kept on the site during construction. Plans and Permits must be available for reference during inspections. Provide for protection of concrete during freezing weather. All concrete materials and all reinforcement, forms, fillers, and ground with which concrete is to come in contact with shall be free from frost, (Section 2605, U.B.C.) G-1-1 A true one - hour occupancy separation wall will be required in compliance with TBL. No 5-B. All openings in such separation wall shall be protected by a fire - assembly, having one - hour rating. The door shall be tagged for one - hour (jams and door) with a positive closer. (See U.B.C. Standard No. 43-7., for fire dampers in air ducts piercing occupancy separations). Electrical panel cannot be installed in the wall assembly (see Section 4304 (a)., thru (e)., 1.,2.,3., of the U.B,C.) (Section 4306 entire section, U.B.C.) For I.D. of door, hardware used, glazed openings in doors, fire dampers, etc. G-4 5/8 inch type X drywall to the roof deck both sides of the wall required (see Occupancy Separations, Section 503 (a)., U.B.C., entire section). G-2 Also, reference the generic plans and site plans submitted by the owner. generic foundations plan, this office has not received soils tests. With reference to the gully that runs between the present horn and proposed project. It is likely that the Garfield County Building Official, will require soils tests and a Engineer Foundation Plan. (Reference Section 302 (b)., and Section 2905., of the U.B.C.) The plans also show drain tile, the soils report will also reveal if drain tile is necessary. G-9 It is our understanding that the owner desires to construct the house for himself and therefore does not need a general contractor. However, it is the duty of the owner to notify the Building Dept. when the construction is ready for inspection. Schedule the inspection at least one day before such inspection. All work is subject to inspection prior to any cover up, (Section 305, entire Section of the U.B.C.) G-10 Utility cut permit is required when any installation of utilities (gas line, water line, etc.), shall be placed in the County right of way or across any County roadway. Obtain this permit from the Road and Bridge Office, either at 1015 School St., Glenwood Springs, Co 81601, or call 945-6111. G-14 All grading on site must comply with Chapter 29., and 70., of the U.B.C. (i.e., maximum slope of cuts and fills, etc.) Provide adequate drainage away from the structure at all locations around the building (use Section 2905, (f)., and Section 2907, (5)., of the U.B.C.) G-15 Notify all utilities for line locations and approval prior to beginning any excavation on site (Public Service Electric, Natural Gas, Telephone, etc.) G-16 Submit engineer reports which indicate satisfactory means of compaction if fill is used for bearing, under foundation systems, (Section 2905., U.B.C.), coordinate with the Building Inspector as needed. G-17 Water / sewer line crosses shall be avoided whenever possible. If it is not possible to avoid such crosses, contact the Building Dept. for approval. BUILDING CODE ITEMS: B-1 Submit all or any special reports (i.e., soils tests, compaction reports, and engineered drawings from Architects or Engineers) keep in mind that the Building Official may ask for special reports from time to time, as deemed necessary per. (Section 302 (b), U.B.C.) B-4 Minimum requirements for vertical and horizontal reinforcement (#4 rebar) for the concrete shall not be placed further than (3) times the wall thickness, nor 18 inches,. Vertical dowels can project out of the footer at 36 inch centers. 18 inch by 18 inch grid is minimum requirement based on (Section 2607 (g), 1., of the U.B.C.) In addition, not less than two no. 5 bars shall be provided around all windows and door openings. Such bars shall extend to develop the bar beyond the corners of the opening not less than 24 inches (Section 2614 (d)., 587, U.B.C.) These are minimum requirements using the 1988 U.B.C. (Refer to Section 2905, U.B.C.) Projecting vertical dowels can be placed at 3 foot centers. B-18 Water closet compartments minimum 30" wide with 2' x 0" clear space in front, (Section 511, (a)., U.B.C.). B-21 Provide premises identification which is legible from the street in accordance with, (Section 513, U.B.C.) B-22 Shower stalls shall be relatively smooth, hard, non absorbent, and not adversely be affected by moisture, to a height of not less than 70 inches above the drain inlet, (Section 510 (b)., U.B.C.) Wood framing in shower stalls shall be protected per, (Section 2516 (k)., U.B.C.) B-34 Bathrooms without operable windows shall be equipped with a fan vented directly to the outside. It appears that operable windows are called out on the plans, however, the owner may desire a fan. The fan should provide five air changes per. hour. In addition the laundry room will have the same requirements, (Reference Section 1205 (c)., U.B.C.) N-44 When decks porches, etc.., are more than 30" above grade, provide guardrails not less than 36" high with intermediate members spaced such that a sphere 4 inches in diameter cannot pass through, (to with stand a horizontal force of 20 plf applied at right angles to the top rail) ( T.B.L. No. 23 - B., and Section 1711, U.B.C.) B-61 Please submit truss diagrams the stamp and signature of a Colorado Professional Engineer and indicating design for a minimum of 40# / square feet, live load, (Section 2305, U.B.C.) Additional field framing may be required. B-70 Fire stopping and draft stopping shall be installed to cut off all concealed draft openings (both vertical and horizontal), (Section 2516 (f)., U.B.C.) B-73 Diagonal sheathed corners with plywood shall be covered with minimum 1 5# felt before siding. Wall will need to be braced in accordance with (Section 2517 (3.) 1 x 4 let - in or plywood acceptable. B-79 Any deck construction outside the building will need to meet the minimum 601b. live load requirements, load designs based on (Table 25 - U - J - 1., of the U.B.C.) coordinate with your Inspector. B-85 All plumbing walls should be at least 2 x 6 or as necessary to allow for piping within walls without weakening the structure, (Section 2517 (g). 6.,8.,9., U.B.C. and Section 315 (b)., U.P.C.) B-96 Concrete footing shall extended at least 36 inches below finish grade. Also any deck construction or intermediate pads not connected in the foundation wall system, will need to extend 36 inches below grade, (Section 2907 (a)., (U.B.C.) B-109 Roof covering shall be in accordance with (Chapter 32, U.B.G.) Underlayment consisting of two layers or type 15# felt applied shingle fashion and solid mopped together between the plies extending from the eave up the roof to a point 24 inches inside the exterior wall line. Or approved bituthane ice and water seal can be used, (Tbl. 32-B.1, U.B.C.) B-111 The 1988 U.B.C. (Section 3304 (i).) requires a landing on each side of a door, there are some exceptions. However, the exterior doors are required to have landings. Minimum size 36 inches by 36 inches, provided the door does not swing over the landing, a 7 1/2 inch step is allowed. PLUMBING CODE ITEMS: P-1 Coordinate all water and sewer extensions, connections, and pressure tests outside the building with the Building Inspector for Garfield County, prior to back fill, (Section 317 (a), (b), (c), (d), of the U.P.C.) P-2 Water / sewer line crosses shall be avoided whenever possible. If it is not possible to avoid such crosses, contact the Building Inspector, for other approved methods, (Section 1108, U.P.C.) P-3 Plumbing and mechanical must comply with the Uniform Plumbing Code (U.P.C.) and the Uniform Mechanical Code (U.M.C.) P-4 Dishwashers must hook to the drainage system through an approved air gap. Contact Building Department, for other approved method prior to installation, (Section 608 (c), U.P.C.) P-5 All boilers shall be equipped with an approved backflow device (double check with an atmospheric vent is acceptable), (Section 1003, U.P.C.). P-9 Provide a floor drain for the temperature / pressure relief valves on the boiler and hot water heater. This floor drain needs to be accessible and close to the boiler and hot water heater, (Section 1007, U.P.C.) MECHANICAL CODE ITEMS, M-1 The furnace, boiler, or H2O heater, shall comply with the U.P.C. and U.M.C., (i.e., combustion air, installation, clearances, access, venting, etc.) MI of the gas appliances will be accompanied with manufactures documents (owners manuals) these documents will assist in installation, also they need to remain with the appliances. M-4 Provide disconnects and receptacles for all mechanical units as required (Section 509, U.M.C.) M-7 The drawings do not show a chimney chase for the water heater and boiler (type B vent.) This will need to be coordinated with Building Inspector at framing. It shall be in compliance with (Chapter 9., of the U.M.C.) N -S Heating and cooling equipment located in a garage and which generates a glow, spark, or flame, capable of igniting flammable vapors shall be installed with the pilots and burners or heating elements and switches at least 18 inches above the floor level, (Section 508, U.M.C.) N-9 All duct work from the furnace shall be equipped with fire dampers in compliance with the U.B.C. Standard NO. 43-7. G-1.1 Every attempt is made by the Building Department to perform a thorough plan review, however please be aware of (Section 303 (c) of the U.B.C., which states): This issuance or granting of a permit or approval of plans and specifications shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of this code or of any other ordinance of the jurisdiction. No permit presuming to give authority to violate or cancel the provisions of this code shall be valid. The issuance of the permit based upon plans, specifications and other data shall not prevent the Building Official from thereafter requiring the correct- ion of errors in said plans, specifications and other data, or from preventing building operations being carried on thereunder when in violation of this code or of any other ordinances of this jurisdiction.
