Group B Occupancies. Item 2 was formerly in the Uniform Fire Code and through correlation of the codes has
been transferred for inclusion in the U.B.C. Item 3 is similar to provisions previously in Chapter 9. The intent of these
two items is to provide a measure of protection commensurate with the hazard which would not be provided by the
construction regulations for Group B Occupancies alone. The Division 4 Occupancy as discussed earlier in this chapter
provides a low fire loading, and thus potential fire severity is low. On this basis the code permits the omission of fire
protection on the underside of roof framing in all types of construction, in similar fashion as for Type II One-hour and Type
III One-hour construction housing Group A Occupancies. Again, the rationale is that the fire loading is so low that the
potential fire severity will not be high enough to involve the roof structure. New to the 1991 U.B.C., Item 7 addresses
amusement buildings with occupant loads of less than 50 by referring back to the same provisions as for larger amusement
buildings. The reason for this is that the hazards associated with such structures are not due to the occupant load but due
to the disorienting nature of the environment inside these buildings.
LIGHT, VENTILATION AND SANITATION -SECTION 705
The ventilation requirements for portions of Group B Occupancies occupied by human beings are generally the
same as those required for Group A Occupancies. In the specific case of parking garages, the code has ventilation
requirements which are based in part on standards of the American Society of Heating, Refrigerating and Air -Conditioning
Engineers (ASHRAE), which recommends ventilation of from 1 to 1 112 cubic feet per minute per square foot of floor space,
depending on the number of vehicles in motion at any given time.
The requirement for 1 1/2 cubic feet per minute per square foot of floor area can be modified based on criteria
established by the American Conference of Industrial Hygienists (ACTH), including a threshold limit value (TLV) established
by ACIH for carbon monoxide of 50 parts per million, with peaks of 200 parts per million for short duration. The threshold
limit value is the concentration which an individual can tolerate based on a continuous exposure during an eight-hour working
day. Occasional occupants may safely be exposed to higher concentrations for short periods of time.
Garages where vehicles are frequently in operation and motion require large -capacity ventilation systems. Tests
conducted on 1970 -year model automobiles indicated that the average carbon monoxide emission rate of vehicles operating
under low -speed garage conditions is approximately 0.7 cubic foot per minute. The maintenance of a concentration of
carbon monoxide at 50 parts per million requires that the ventilation system exhaust 14,000 cubic feet per minute for each
automobile in operation. The number of cars in operation at any given time is a variable determined by the use of the garage,
method of collecting parking fees, and the size and shape of the garage. Most garages will have an average instantaneous
movement rate of from 2 to 4 percent of capacity with peak levels of from 5 to 20 percent for apartments and shopping
centers. The peak levels for office buildings are from 10 to 40 percent. Peak loads for theater and sports arena area parking
garages can run as high as 90 percent. The exhaust quantities specified in the code are adequate for instantaneous
movement rates of 32 percent and short-term peaks of 13 percent. However, in an exception to this provision, added in the
1991 U.B.C., mechanical ventilation of a Group B, Division 1 parking garage is not necessary when openings that comply
with the provisions for Group B, Division 3 open parking garages are provided. In this case, the ventilation will be provided
by natural means.
As opposed to Group A Occupancies, toilet and sanitary facilities for Group B Occupancies arorequiradonty for
employees. As most of the uses encompassed by Group B Occupancies are employee related, thls provision seems logical.
OPEN PARKING GARAGES -SECTION 709
Studies and tests of fires in open parking garages have shown that, in addition to an extremely low fire
loading, the potential for a large fire is exceedingly remote.' Based on these data, the U.B.C. establishes special provisions
for open parking garages in Section 709, which in general are less restrictive than those for the usual parking structure
(Group B, Division 1 Occupancy). The key is that the open parking garage is well ventilated naturally, and as a result the
products of combustion dissipate rapidly and do not contribute to the spread of fire.
To secure the proper amount of openness, the code, as illustrated in Figure No. 7-2 (page 67), specifies that (a)
the building must have openings on at least two sides, (b) the openings must be uniformly distributed along each
side, (c) the area of openings in the exterior walls on any given tier must be at least equal to 20 percent of the wall
area of the total perimeter of each tier, and (d) the aggregate length of openings considered to provide natural
ventilation shall constitute a minimum of 40 percent of the perimeter of that tier.
Because the potential fire severity is extremely low, the code permits area and height limitations in excess of those
for Group B, Division 1 Occupancies in Type II buildings. For example, an open parking garage in a Type Il-F.R. building
would be permitted an area 01125,000 square feet per tier with a height limit of 12 tiers for a ramp -access garage. For open
parking garages the total area of a multistory building is not limited to twice that for a one-story building but can actually be
computed as the permitted area per tier times the number of tiers. Therefore, in the example just given, the total area
permitted would be one and one-half million square feet. This is compared to a permissible area of 159,600 square feet
