I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The site is located in District E, Rural Areas with Severe-
Moderate Environmental Constraints as indicated on the
Comprehensive Plan, Management District map.
II. QESCRIPTION OF THE PROPOSAL
A. Site Description: The site consists of a long and narrow
lot located between the County Road and No Name Creek.
The majority of the lot is embankment sloping steeply
down towards the creek with the buildable portion of the
site lying adjacent to the road.
B. Proiect Description: The applicant is proposing to
construct an addition to his residence for the purpose of
housing pool service equipment (including water supply
valves, filter system and heater) and fire fighting
equipment. The addition will be an extension of the
existing residence and is proposed to be constructed of
addition
similar wood frame with redwood siding. The proposed
will extend to 18 feet from the front property line thus
encroaching 7 feet into the required 25 foot setback
area.
C. Historv: In May, 1987, the applicants requested and were
granted a Variance to allow for the construction of a 6
foot high fence along the road frontage within the front
setback area. The purpose of the fence is to provide
security and privacy for the residence.
III. MAJOR ISSUES AND CONCERNS
1. Section 3.03.06 specifies a minimum 25 foot front yard
setback requirement.

2. The applicants are proposing this addition to relocate
pool pumping equipment which is currently located in the
residence in order to prevent flood damage in event of a
plumbing failure. The addition would also facilitate
fire fighting equipment for residential and wildfire
prevention.
3. The majority of the developable portion of the subject
property is narrow, paralleling the roadway. The only
other developable portion of the property which could be
utilized and is outside the setback area is located south
of the residence at considerable distance from the pool
area.
4. Due to the presence of the 6 foot tall fence, the
proposed addition should be largely screened from view
and will not present any additional sight distance
problems.
5. No adverse impacts are likely to be experienced by
adjacent property owners due to this proposal.
IV. SUGGESTED FINDINGS:
1. That the application for variance was found to be
consistent with the requirements and standards of Section
9.05 of the Garfield County Zoning Resolution of 1978, as
amended.
2. That proper publication and public notice was provided as
required for the public hearing before the Zoning Board
of Adjustment.
3. That the public hearing before the Zoning Board of
Adjustment was extensive and complete, that all facts,
matters and issues were submitted and that all interested
parties were heard at the hearing.
V. RECOMMENDATION:
Approval of a variance of Section 3. 03. 06 to allow the
construction of an addition within the required front yard.

residence. Within this pool service room, we would also
house the fire fighting equ~pment, bought for the adjoining
residence of the Scott property in case of fire. The proposed
area which would house the fire fighting equipment, would also
house a floating pool pump that would use pool water, along with
several hundred feet of hose along with a main water supply
with access from an exterior door, i.e. all the necessary
equipment etc. to fight a fire would be located in this area.

3. Why do you feel that the variance should be granted: (refer to instructions,

1. To have immediate access to fire fighting equipment in case
of fire.
2. To eliminate the possibility of lower level flooding within
the residence if any of the numerous wat~r lines should fail.
3. There is no other area feasible to put this swimming pool/
fire equipment room due to the way the system (i.e. plumbing)
is set up along with limited building access, i.e. the
steepness of the west side of the property along with the
overall narrowness of the lot.
