TRAFFIC STUDY / BASIC TRAFFIC ANALYSIS: Basic traffic analysis was conducted for the site. The existing driveway is 150 feet long and includes a security gate 90 feet from Colorado State Highway 6 and 24. See attached Map, showing the existing access point and all county roads within a 3 mile radius. Construction activity is behind the building approximately 700 feet from the access point to Highway 6 and 24. The site has been vacant for some time with little traffic. Previous operators clearly had some traffic generation, but there is no available data. The following Table 1 shows available Colorado Department of Transportation (CDOT) traffic counts conducted at the nearest points along Highway 6 and 24. In addition, there is an existing CDOT access permit for 20 DHV executed in 2007 (see Appendix C). The first method utilized was the Trip Generation Manual, 9th Edition, Institute of Traffic Engineers. General Light Industrial is the most applicable code (110). Average vehicle trips from the manual is an average rate of 3.02 trips per employee and an average peak hour of 0.48 a.m. and 0.51 p.m., respectively. The facility will consist of 6 facility staff and 3 heavy truck drivers. The staff are expected to arrive between 7 and 8:30 am on weekdays in passenger vehicles, travelling equally from both east and west. Staff are expected to leave and return from the site once per day on average. Facility staff will exit at approximately 5 pm. Trucks originate from the site after loading material at approximately 9 am, travelling either east or west depending on the job locations, delivering cement to oil and gas well sites. Depending on the distance to the well sites, one or three round trips per day will occur, as product will be delivered significant distances from the facility. Distribution of traffic is expected to be approximately 50% in both directions with expected business demand and employee residences. Based on these assumptions, the site will generate traffic according to Table 3 below. Two or three ready mix trucks will arrive at varying intervals to the supply concrete to the pads, with two or three gravel trucks providing top dressing of road base and gravel to all disturbed areas. Spoils will be hauled off site. With such a small construction project, the traffic generation of construction activity is expected to be less than operational activity. A map of existing relevant roadways and existing traffic counts is also included These traffic counts were taken in 2012 and 2014, which was during an era where this facility operated oil and gas service trucks. It is very likely that this truck traffic is included in the available traffic counts shown on this map, and therefore there is no additional traffic proposed by this operation. Comparing trip generation to existing counts in Table 3, the increase in impacts is approximately 1% for AADT and 1.5% or peak hour. Based on these calculations, and considering the facility has a CDOT permit allowing for 20 DHV, the projected traffic from this facility will not exceed existing capacities.
