Mike:
I have reviewed plans for the new Spring Creek Ranch A.D.U. located at 811 County Road 313 in New Castle. In contrast
to applications that we typically receive in our office with engineering, these plans do not include structural
specifications or details clarifying certain design assumptions & detail considerations.
Before we can finalize our plan review we need to receive confirmation from your Engineer that structural design meets
the following items, a few of which are Garfield County's minimum building requirements:
a. Reference Building Code: 2015 I.R.C. (not 2115 as shown on Sheet A0.0, which is obviously a typo)
b. Snow Load = 40 PSF (as measured at roof)
c. Wind Speed: 115 mph (Ultimate Design)
d. Wind Exposure: B or C (see Section R301.2.1.4)
e. Seismic Design Category: C (per Figure R301.22)
f. Frost Depth = 36 inches
g. Foundation Design: We don't see any specifications requiring compliance with the Soils Engineer's
recommendation for minimum allowable bearing pressure = 1,500 PSF ... please clarify.
h. Concrete Specifications: What is minimum compressive strength for foundations and slabs?
i. Foundation Plan —
• Bearing Walls are not called out on this plan. Please clarify and/or provide additional specifications.
• Window Wells — As shown on architectural sheet A2.0 window wells for downstairs bedrooms are
illustrated as concrete, but there isn't any indication of these walls on Foundation Plan. Please clarify
this discrepancy, and if these window wells are intended as concrete, revised/amended foundation plan
must be submitted to our office for our review and approval prior to any footing/foundation
inspection(s) at the job site.
j. Framing/Roof Plans — Is wall bracing included in design? Shear wall locations are not clearly shown. Please
clarify.
Please feel free to submit via email response any Addendum items or amended drawings clarifying the above items.

Thanks for this follow-up, but I don't understand the page numbers referenced by your Engineer — can you please
explain the nature of these references?
Although most of what your Engineer has provided satisfies our requirements, there are a few items requiring further
explanation and/or submission of updated drawings, including the following items:
(h) concrete specs
(i) bearing walls and window wells
(j) shear walls

frost. Bottom of footings as shown on plan = 96'-0".
g. Foundation Design: We don't see any specifications requiring compliance with the Soils
Engineer's recommendation for minimum allowable bearing pressure = 1,500 PSF ... please
clarify. Page 47 among others

Assumed 3500psi, on Page 47 — Will there be a formal addendum issued to the Contractor so
they know this is the performance specification for concrete?
i. Foundation Plan —
• Bearing Walls are not called out on this plan. Please clarify and/or provide additional
specifications. Called out on plan — 8" wall w/#5 @ 12" ctr'd each way. Again, will the
foundation plan be updated to clearly depict interior bearing walls as concrete and not
frame construction? (this is not clearly shown or called out on the plans we now have —

and it may cause confusion for the Contractor and/or our Building Inspector if not
updated accordingly).
• Window Wells — As shown on architectural sheet A2.0 window wells for downstairs
bedrooms are illustrated as concrete, but there isn't any indication of these walls on
Foundation Plan. Please clarify this discrepancy, and if these window wells are intended
as concrete, revised/amended foundation plan must be submitted to our office for our
review and approval prior to any footing/foundation inspection(s) at the job site. There
is no response to this item ... please coordinate and clarify this issue for us.

shown. Please clarify. Out of plane wall bracing per NDS. What does this response mean? If
necessary, please provide specification and/or locations on plans.
