Thanks again for your inquiry on Friday about ¡nterlor slgnage requirements related to ADA compliance. After doing a
little research into this issue, the short answer to your question is that all interior signs identifying permanent rooms and
spaces must meet the general visual and raised character (both letters & Braille) provisions associated with ADA
compliance. By way of explanation, I have attached a page taken out of the code reference I spoke with you about on
Friday: tCC 4117.1- 2009 Standard & Commentary for Accessible and Usable Buildings and Facilities. Highlighted in
yellow is actual code language along with explanatory commentary, and I have redlined the specific section describing
these requirements.
Also, in a related matter, I have reviewed the amended plans illustrating revised exit door swings which was submitted
to our office last week. We have approved these revisions, and you can pick up a copy of these amended plans at your
convenience so that you can affix these revisions to your approved plan set at the job site.

Chapter 7. Communication Elements and Features
703.1 General, Accessible signs shall comply with Sec-
tion 703. Tactile signs shall contain both raised charac-
ters and braille. Wñere signs with both visual and raised
characters are required, either one sign with both visual
and raised characters, or two separate signs, one with
visual, and one with raised characters, shall be pro-
vided,
'l'lt'luch of the information contained in Section 703 was
cleveloped to assist the large number of people who are
visually iinpaired but have some residual sight. In building
complexes where finding locations independently on a rou-
tine Lasis is a necessity, stlch as in fransportation terminals,
tactile maps or prerecorded instructions are \¡ery helpful to
visually impaired people. Several maps and auditory
instructions har,e been developed and tested for specific
applications. The types of maps or instructions are based
on the information that must be communicated to the user,
rvhich in turn depends largely on the type of burlding as
well as the user. Tactile signage is used where permanent
signs are required to identify rooms and spaces such as' but
not lirnited to, the following:
. Hotel -guest roolrs.
' Tenanl space entrances.
' Entrances to aparttnent units.
. Patient rooms in medical facllities.
. Classrooms and offices in schools and colleges.
. Banquet and nreeting rooms.
, Toiiet and bathing roolns.
. Areas of refuge.
Landlnarks easily distinguished by individuals with a
visual impairnlent are useful as orier.rtation cues. Such cues
include changes in illun-rination level, bright colors, unique
patterns, wall murals, location of special equiprnent .or
ıther a¡chitectural features. Many people with disabilities
have head movement limitations and reduced peripheral
vision. Thus, signage positioned perpendicuiar to the path
oftravel is easiest for them to notice. People generally dis-
tinguish si-enage within an angle of 30 degrees to either
si<tè of thJcenterline of their line of sight without being
required to nlove their heads'
An important requirement in this section is the fact that
"tactile" signs include both raised characters in accordance
with Sectión 703.3 ancl braille cornplying with Section
703.4. This statenent helps clarify the requiretnents by
specifying the elements needed for each sign.
The last sentence of tliis section is also an inlportalìt
general provision to recognize. The option of using two
separate signs will allow one sign to meet the visual char-
acier requiiernents and the other sign to comply with.the
raisecl character provisions. For example, a room might
have a visual sign on or over the door to make it easier for
people to see at a distance or over crowds and then provide
a separate raised and braille sign at the jarnb for persons
with vision inpairments.
The various subsections of Section 703. I serve to pro-
vide scoping rvhich directs the user to the various technical
requirements for each type of sign. For example. the desi-e-
naiion provisions of Section 703.1 would direct the user to
the visual character requirements of Section 703'2 as well
as the raised characte¡ provisions of Section 703.3' This
type of information sinply points to the proper type of si-en
characters needed. For example, the exception in Section
703.1.1 indicates that signs that are not located at a door to
a space, such as a yard sign with a company's name on it.

Where the sign is located in an exterior location where it is
not effective or practical to provide signage that needs to
be felt to be tead, the sign would only need to meet tlle
visual character requirements of Section 703.2. Exarnples
would be the retnote sign at the street indicating the name
or occupant of the building, the building's address or the
lane designation above a drive-up teller lane.
709J.2 Directional and lnformational Signs. Signs
that provide direction to or information about interior
spaces and facilities of the site shall comply with Sec-
tion 703.2.
{. Directional and information signs must meet the visual
character requirements for font style, size, location, finish
and contrast to be readable by persons with limited vision'
See Section '703.2 for lnore information on the specific
requirements. This requirement applies to signs providing
dilection to rooms or spaces and would include those that
identify either the location of accessible elements or tlle
egress route. Infornational signs may include things such
as occupant load, rules of conduct, employment laws, ten-
ant advertising or signage that is changeable' These signs
do not provide specific information about the facility or its
interioi spaces and are not required to be accessible in the
visual sense. Building directories, elevator bank signage'
toiiet room locations, exit routes, etc., provide navigational
information to building visitors and are therefore requiled
to be accessible. Users should be certain to review the
scoping provisions that direct signs to comply with the
standard.

Thanks for checking with this about this proposed revision. After reviewing with Andy Schwaller, we don't see any
problems with this proposed location for the fire tanks extending into the setback as indicated on your sketch and as
you have described them to be below finish grade. This assumes that no retaining walls are required to be built in the
setback to bury the tanks.
We also recommend that you review with Bill Gavette, since these tanks are part of the fire sprinkler system
Once you have finalized amended drawings, please submit 2 copies to our office so that we can update our plans
accordingly.

Hi Dave,
Hope you enjoyed the rest of the day at the expo today. I left you a message at the end of the day- wherein I
noted l'd follow up by email. The Contractor discovered an issue with the fire suppress¡on tanks- essentially
the location in the design did not take into account the slope of the concrete pad above...so if they arê
installed per plan, they tanks would be above grade on one end when they are supposed to be buried tanks.
We think we can solve the issue by rotating the tanks 90 degrees and installing them parallel to grid line 2 (still
some coordinat¡on with HVAC equ¡pment to make this happen), but this would force the tanks over the
setback line. From my read of the code- the setback only appl¡es for vertical elements- and even elements like
at grade sidewalks are allowed to encroach in an unlimited fashion. I assume the same is the case for the
installation of underground ut¡l¡t¡es- as long as they remain on our property, the setback is not a
cons¡deration. Can you please conf¡rm l'm understanding this section of the land use code correctly?

Thanks for letting us know about this, but as long as your kitchen is intended for domestic use - and not commercial use
- there aren't any building code requirements for NSF certified kitchen equipment.

Hi Dave,
I'm selecting appliances for the Restore staff kitchen area. It wasn't marked up on the permit drawings as such,
but I'm just confirming there is no requirement for the equipment to be NSF certified as commercial
equipment. The kitchen is for intemal use only- we will not be serving public food cooked in the kitchen. The
cooking needs are light- and as such we called out a hood that removes 400 CFM or less so there are no make
up air needs.
I left a message for environmental health as well- but thought I should check with you too
Please let me know if there arc aîy requirements we need to follow for this kitchen area.

I visited with Andy Schwaller about your question on signage and setbacks for the new ReStore project, as Andy has
more experlence with this particular issue. Our conclusion is tlrat signs aren't required to adhere to building setbacks,
but all parts of the sign (including foundation, display and any projections) must be located within property boundaries.
ln addition, depending upon your final design, the sign must also comply with all of the standards set forth in Article 1L
of Garfield County's Land Use & Development Code. As I believe you know, a sign permit is also required prior to
construction of the sign.

Hi Dave,
Hope all is well down at the County! We are working on the signage design for the ReStore and I have a
question about a proposed 'monument'type sign along Hwy 82. l've reviewed the code for signage, and I
can't tell if signage is allowed to be within the 50' setback from the ROW. Notwithstanding cons¡derat¡ons for
safety (which are spelled out in the code), all I can find on location restrictions is this language: sholl not be
located in o public right-of-way or easement
I don't think the setback is considered an "easement"- but I was hoping you could verifli please? The signage for the
existing building is less than 50'from the ROW- but it's quite old and perhaps before any new requirements.
Please feel free to forward this along to Cheryl if this is more of a Comm. Dev question than a Building department
confirmation. We are aware of the requirements to submit for a permit and will do so when the design is finalized- so
just a design related question at this pointl

I have reviewed the email and info you sent with David Argo and Andy Schwaller. ln response to items:
1.. The swing of the west double doors should be reversed as per the red line drawings. Egress from the building is not
just for the public but for the employees as well.
2. You will not need to make this door a path of egress with signage but you will need to make an egress from that
space. Emergency hardware with an alarm on the gate would be acceptable.

thanks for your site visit today and for this follow up- I have marked up a plan per our discussion and the added
sign in the center of the space.
Matt- thanks for walking with Troy yesterday as well. There are two questions which came up from our
meeting with Bill today- and your walk with Troy yesterday. They are clouded on the attached
1. Double doors from the receiving baylloading dock areato sales floor. We aren't clear if the red line on the
permit plans which references outswing doors was a note to keep in mind- or a request to swap the swing of
those doors. Can you please confirm? Previously, the egress door had been inside this garage bay- but now the
public would use the exit door on the Hwy 82 side of the building. People would not be directed through the
garage to exit (and technically these areas are staff only).
2. The building materials storage area remains a question. Preferably, this space would be accessed only from
the interior of the store and people would have to enter back into the store to leave unless assisted by a staff
member atthe 'loading dock' side of this space- minimizing any issues with materials leaving through the gate
without being paid for. I know you discussed with Troy signing that with an exit and placing panic hardware on
the exterior gate to allow people to exit the'porch'area- but this would not eliminate the concem of someone
removing materials through the gate without paying. If people were directed into the building to exit- the path
would still be less than maximum travel distance for a sprinkled building (250'). V/ould this be acceptable if we
sign the doors "Not an Exit" from the interior?

Exceptions:
l. Exit signs øre not required in rooms or areas that require only one exit or exit occess.
2. Main exterior exit doors or gates that are obviously and clearly identifiable as exits need not have exit signs
where approved by the building fficial.
I think that our review today generally covered the code requirements. I think that one additional sign is
needed near the center of the rear aisle, similar to the one the we discussed for the front aisle, in order to meet
the 10O-foot distance requirement.
Also, I have not yet received the fire sprinkler submittal from Dynamic.
