Dear Richard and Laura:
This amended completeness letter is in regard to your application for a General
Administrative Permit for an Accessory Dwelling unit on your property located at 58 Katie
Ct. It is in response to scheduling concerns discussed with you in response to the original
determination of a date for the Directors Decision. Based on our conversation, additional
staff review and consultation with Fred Jarman, Director of the Building and Planning
Departments, an amended schedule has been established as outlined below. All other
provisions and information contained in the original letter, except as specifically amended
herein shall remain in effect. An amended courtesy public notice form is also attached.
The date upon which the Director of the Building and Planning Department will render a
decision has been set for Tuesday, March 15, 2011.
As a matter of process, public notice at least 15 days prior to the Director's Decision is
required by written notice by certified mail, return receipt requested, to the owners of record
of all property adjacent to the property within a 200 ft. radius and the mineral owners of
record in the office of the County Clerk and Recorder. The Applicant shall be solely
responsible for the mailing of the notice. The Applicant shall present proof of the required
notice to the Building and Planning Department prior to the Director's Decision. Please
review the following notice requirements from Section 4-104.
Notice to Adjacent Property Owners. At least 15 calendar days prior to the
date of the Director's decision, the applicant shall mail the written notice by
certified mail, return receipt requested, to the owners of record of all property
adjacent to the property within a 200' radius and the mineral owners of
record in the office of the County Clerk and Recorder. The notice shall
include a vicinity map, the property's legal description, a short narrative
describing the current zoning and proposed land use change, the contact
information and the date that the Director has to make a decision.
I have enclosed an appropriate notice for the Director's Decision as noted above, for your
convenience. This document is provided to you as a courtesy. The Applicant must verify
that all information in this document is correct. It shall be the obligation of the Applicant to

correct any deficiencies in these documents such that proper notice in form and substance
can be established.
Included for your convenience is the following outline of the process from this point.
1. Your Application has been determined to be complete on February 11, 2011.
2. Application referrals will be sent out to the referral agencies for comment.
3. Public Notice must be mailed by the Applicant by February 28, 2011.
4. Applicant will provide the proof of mailing (including return receipts) by March
15, 2011.
5. On March 15, 2011, the Director or the Building and Planning Department
will render a Decision to approve, approve with conditions or deny the
application.
6. The Board of County Commissioners will be provided notice of the Director's
decision and has 10 days to review the application and request a public
hearing.
7. The Applicant and Adjacent property owners also have a 10 day period to
request reconsideration of the decision and a public hearing.
8. If the "call up" and reconsideration time period expires without a request for a
hearing, the Land Use Change permit will be prepared for presentation to the
Director for signature and recording.
Please note that we will only need 3 additional paper copies of the submitted application
materials and any supplements/amendments for the Application referrals. The extra
copies need to be provided by February 18th, 2011. Please contact me if you have any

TAKE NOTICE that Richard and Laura Kolecki have applied to the Building and Planning Director,
Garfield County, State of Colorado, to request a General Administrative Permit for a Land Use
Change to allow an Accessory Dwelling unit on a property situated in the County of Garfield, State
of Colorado; to -wit:
Legal Description:
Lot 4, Ukele Acres Subdivision According to the Plat thereof,
Recorded March 9, 2001 as Reception No. 577239, County of
Garfield, State of Colorado.
Practical Description: 58 Katie Court, Silt, CO 81652
Description of Request:
The Applicant is requesting approval for an Accessory Dwelling Unit
on their 3.37 acre lot. The Applicant proposes for the existing home
on the property to become the Accessory Dwelling Unit upon the
construction of a new primary residence. The property is zoned
Rural.

All persons affected by the proposed Administrative Review for an Accessory Dwelling Unit are
invited to comment regarding the application. You may state your views by letter or you may call
the Building and Planning Department at (970) 945-8212 regarding the application. The Director
will give consideration to the comments of surrounding property owners, and others affected, in
deciding whether to approve, approve with conditions or deny the request. The application may be
reviewed at the office of the Building and Planning Department located at 108 8th Street, Suite 401,
Garfield County Plaza Building, Glenwood Springs, Colorado between the hours of 8:30 a.m. and
5:00 p.m., Monday through Friday.
The Director will make a decision on this application on March 15, 2011. Any comments to be
considered must be received prior to that date.

Hi Richard and Laura: The review and Director's Decision on your Accessory Dwelling Unit application occurred as
scheduled on March 15`h. Attached is a copy of the Director's Decision issued by Fred Jarman, Director of Building and
Planning. I have also included a copy of the Staff Report on your Application. You will note some standard references to
existing conditions of approval associated with the original Ukele Acres Subdivision Approvals. This is very typical where
property is located within an existing subdivision.
The Board of County Commissioners have been notified in accordance with Section 4-104 of the Unified Land Use
Resolution as amended of the Directors Decision and the call-up period will expire on March 25th as anticipated in our
discussions of the schedule. If the Board of County Commissioners do not call-up the Application and the County does
not receive any additional requests for "Reconsideration of the Decision" your Administrative Land Use Change Permit
will be issued upon the expiration of the call-up period.
