Dear Ms. Rider,
This report describes the results of a noise analysis conducted for the Cozy Little Kennel located
in Rifle, Colorado. It is our understanding that this kennel is subject to the noise limitations
imposed by Garfield County land use standards. Our analysis consisted of a review of applicable
noise regulations, noise level predictions, and an assessment of compliance with regulations and
standards.
NOISE REGULATIONS
Garfield County Land Use Standards, Section 7-603, Kennels says that no noise shall emanate
from the property boundary in excess of the Residential Zone as defined by Colorado Revised
Statutes (CRS) §25-12-103. This code limits the amount of sound that a source located on one
property can emit onto another property when measured 25 feet inside the receiving property.
Table 1 provides the sound limitations as categorized by the receiving property land use and time
of day. One exception includes an allowance for the sound level to be increased by 10 dBA for a
period of no longer than 15 minutes in any one hour between the hours of 7am and 7pm.

It is our understanding that the dogs are let outside five times a day for thirty to sixty minutes
each day at 7:00am, 10:30am, 2:OOpm, 5:OOpm, and 9:OOpm. Four of the outdoor times are during
the daytime (7:OOam to 7:OOpm) which has a limit of 55 dBA, with an allowable increase in the
limit of 10 dBA for 15 minutes in any one-hour period. The one of the outdoor time at 9:OOpm is
during the nighttime (7:OOpm to 7:OOam), which has a 50 dBA limit. Additionally, there is the
enclosed kennel where the dogs are kept overnight and the limit on noise emanating from this
facility would also be 50 dBA.
NOISE LEVEL PREDICTIONS
To predict the noise levels from the barking dogs 25 feet outside the Cozy Little Kennel property,
the noise source, the location of the noise source, and the property outline were defined. Figure
1 shows the location of the property line, 25 feet outside the property line, the location of the
kennel, and the location of the fenced dog play area.
The noise source of concern is barking dogs. A review of a published report by an acoustical
consulting firm for the Happy Trails Bed and Biscuit m California (2008) included four continuous
days of noise measurements 75 feet from the kennel which contained 14 to 15 dogs. During these
four days, the dogs were let outside 17 times in which the maximum noise level (Lmax) was 60 to
65 dBA. For this analysis we used 65 dBA with a directivity factor of 2 (hemispherical) to result
in a sound power level of 100 dBA, which is felt to be appropriate to predict noise levels from the
Cozy Little Kennel.
Noise levels were predicted using SoundPLAN v7.4 software and the ISO 9613 algorithm, which
is common and appropriate for these outdoor sound predictions. The source was considered a
point source about 3 feet off the ground. The compliance location was considered a person at
5 feet off the ground. The ground cover was assumed to be grass which corresponds to a 0.5
ground factor (0.0 is completely absorptive and 1.0 is completely reflective).
The two locations from which dogs might bark are the dog play area (outdoor) and the kennel
(indoor). The distances from the source to where the noise levels reached 50 dBA (nighttime
limit) was calculated to be 240 feet, and for the 65 dBA limit (daytime limit of 55 dBA plus 10 dBA
for 15 minutes in any one-hour) was found to be 50 feet. The kennel (indoor) is used both daytime
and nighttime, and thus the 50 dBA nighttime limit is applicable. A common rule of thumb for a
wood framed building with windows closed is to apply 20 dB of noise reduction. When doing
so, the 50 dBA limit is reached at a distance of 25 feet from the kennel.

COMPLIANCE ASSESSMENT
Barking dogs outside of the kennel should remain 25 feet or more from the property line during
the daytime hours. During the nighttime, barking dogs should remain 200 feet or more from the
property line.
With regard to barking dogs inside the kennel, we estimate that the nighttime noise level limit of
50 dBA was reached at a distance of 25 feet from the kennel. The kennel is located 50 feet from
the nearest property line and 75 feet from the nearest compliance point. Thus, noise from dogs
barking inside the kennel at night is expected to be in compliance with Garfield County land use
standards.
