MINUTES FROM December 13, 2017
1. Call Meeting to Order
Bob Fullerton called the December 13, 2017, Planning Commission meeting to order.

3. Approval of Minutes for September 26, 2017
The minutes from the September 26, 2017, Planning Commission meeting were approved as
submitted.
Ashley Shipman will be the voting Associate member.

4. Public Hearing:
PRESENTER: David Pesnichak - Planner
APPLICANT: Oscar Cerise & Wilma Cerise Main Ranch Company LLLP
REQUEST: Review and consider a Text Amendment to the Comprehensive Plan of 2030 to add a
land use designation called Residential Village.

Additional exhibits were submitted and Bob Fullerton called for a recess to review them.
Bob Fullerton noted that the procedure has been changed so that the exhibits can be entered into the
record as a whole instead of one by one.
A motion was made to DENY a Text Amendment to the Comprehensive Plan of 2030 to add a land
use designation called Residential Village, to include the suggested findings 1-3, with the 3rd finding in
the negative, stating that the proposed text amendment to the Garfield County Comprehensive Plan
IS NOT in the best interest of the health, safety and welfare of the citizens of Garfield County.

5. Public Hearing:
PRESENTER: David Pesnichak - Planner
APPLICANT: Oscar Cerise & Wilma Cerise Main Ranch Company LLLP
REQUEST: Review and consider a request to change the designation of the 41.64 acre property
identified within the Garfield County Comprehensive Plan of 2030 from Residential Medium Density (6
to <10 Acres / Dwelling Unit) to a new designation called Residential Village, located approximately 4
miles east of the Town of Carbondale and identified as 16411 Highway 82, Carbondale.

This application was procedurally denied. The prior application was denied, so there is no method
with which to proceed.
6. Other Business
Bob Fullerton wished everyone Happy Holidays.
Ashly Shipman announced that she is moving away and will no longer be able to serve on the
Planning Commission.
7. Adjournment
Bob Fullerton adjourned the December 13, 2017, Planning Commission meeting.
