Civil and Environmental Consulting and Design January 10, 2018 Red Barn Guest Ranch CIO Mr. Larry Halonen 26432 El Mar Drive Mission Viejo, CA 92691 RE: Red Barn Guest Ranch, Lodging — Driveway Improvements, Waiver Dear Mr. Halonen: The purpose of this correspondence is to respond to Item #2 on the completeness letter from Mr. Waller at Garfield County, dated January 8, 2018. Mr. Waller refers to the letter from this office, dated June 27, 2017, that discusses the request of a waiver from providing improvements to the driveway to meet the standards outlined in Table 7-107. The project proposes to construct a reception center with some available lodging for events serving up to 300 people. It is expected that the majority of the traffic will be passenger cars since the facility is intended to be used as a reception center. Medium and small delivery trucks would be the largest regular vehicle anticipated. Maintenance of the road would be by staff with outsourcing of gravel resurfacing or leveling funded from the operating budget. The project is located in Peach Valley, to the east of Silt and to the west of New Castle, at 345 Mid Valley Lane. In a previous letter from this office dated March 30, 2017, traffic generation was estimated from the reception center to be 154 Trips. It is understood that an event of 300 people is an exceptionally rare occurrence. It is also my understanding from our conversations that the lodging is a secondary use, reserved first for events. If no events are scheduled, then the lodging may be offered separately. However lodging will not be available to anyone other than a guest of an event; anyone in the guest buildings would be included in the 300 and the 154 trips. This would put the driveway in the Rural Access roadway classification. The recommendations from this office were to widen the road to 20' in width and it is understood that the widening construction is completed and the driveway is now 20'. Based on this and on measurements taken on Wednesday June 14, 2017, the existing driveway serving the Red Barn Guest Ranch is generally as follows: • Right -of -Way Approximately 20' between fences • Roadway Width 20' • Shoulder Width No shoulders • Road Side Ditches Outside of fencing The Roadway Standards for a Rural Access are as follows: • Right -of -Way 50' • Roadway Width 22' • Shoulder Width 4' • Road Side Ditches 6' 826 % Grand Avenue, Glenwood Springs, CO 81601 P: 970.945.5544 F: 970.945.5558 www.mountaincross-eng.com Red Barn -Driveway Page 2 of 2 January, 2018 Even though the trips generated puts the driveway into the Rural Access category, it will be a driveway to a reception center. There is no need for a dedicated right-of-way since it is a private driveway. Traffic will be largely one direction as guests arrive for an event and then depart after the event. The driveway has 20' (+/-) which would allow a 20' wide driveway which is a generally minimum width for fire and emergency vehicles. The road is gravel with adequate cross slope and constant moderate grade. The intersection provides adequate site distance in both directions. Based on the above, the driveway would be adequate for the use that is proposed. The conclusions and opinions that are expressed above are based on the information available at the time of preparation of this letter. The project proposes to construct a reception center for an event serving tip to 300 people. The project is located in Peach Valley, to the east of Silt and to the west of New Castle, at 345 Mid Valley Lane, This office has evaluated traffic associated with the reception center in a previous leiter elated March 30, 2017 and again in a Level 2 Traffic; Study dated August 24, 201.7. The anticipated traffic trips were estimated based upon the Trip Generation Manual Seventh Edition, by the Institute of Transportation F..rigineem. 2003_ However, there is not a traffic generation: study for Deception Center. Instead, average daily traffic was estimated from Studies on Church (560). This vielded an anticipated 154 trips during the largest event allowed. It could be argued that the lodging component would not increase the peak traffic but instead would decrease the peak. This is because the: people primarily using the lodging would already be included in the event capacity but they would arrive much earlier and leave long after the planned event when compared to the traffic patterns of a typical guest at an event. Regardless of the above, the estimated trigs from the lodging component was estimated from the Trip Gena-Ation Manuai�Seventh Edition, by the Institute ofTransportation Engineers, 2003 from studies on hotel (310) based on rooms. December, 2017 It is our understanding. that the lodging will primarily be offered as an option for those that have scheduled a reception event. to other words, the ledging would only be minimally used for a non- event guest of the Red Barn Guest Ranch_ This adds strength to the opinion that the above trips generated by the lodging use would be included as part of"the 154 trips that were calculated for the reception center.
