RE: Red Barn Guest Ranch, 345 Mid Valley Lane, Newcastle, CO -Lodging Traffic
Dear Mr. Halonen:
The purpose of this correspondence is to discuss the possible additional traffic associated with
lodging. The project proposes to construct a reception center for an event serving up to 300 people.
The project is located in Peach Valley. to the east of Silt and to the west of New Castle, at 345 Mid
Val lcy Lane.
Trus office has evaluated traffic associated with the reception center in a previous letter dated
March 30, 2017 and again in a Level 2 Traffic Study dated August 24, 2017. The anticipated
Lraffic tiips were estimated based upon the Trip Generation Manual. Seventh Edition, by the
Institute of Transportation Engineers, 2003. However, there is not a traffic generation study for
Reception Center. Instead, average daily traffic was estimated from studies on Church (560). This
yielded an anticipated 154 trips during the largest event allowed.
It could be argued that che lodging component would not increase the peak traffic but instead would
decrease the peak. This is because the people primarily using the lodging would already be
included in the event capacity but they would anive much earlier and leave long after the planned
event when compared to the traffic patterns of a typical guest at an event.
Regardless of the above, the estimated trips from the lodging component was estin1ated from U1e
Trip Generation Manual, Seventh Edition, by the Institute ofTranspot1ation Engineers. 2003 from
studies on Hotel (310) based on rooms. The bridal suite has 2 rooms and the guest house has 4
rooms for a total of 6 rooms:

It is our understanding that the lodging will primarily be offered as an option for those that have
scheduled a reception event. In other words , the lodging would only be minimally used for a non-
event guest of the Red Barn Guesl Ranch. This adds strength to the opinion that the above trips
generated by the lodging use would be included as part of the 154 trips that were calculated for the
reception center.
