We have recently reviewed plans for Kristin Melbye's new home to be located at Aspen Equestrian Estates, Lot B-6.
However, before we can finalize our plan review & issue a Building Permit, we need to receive verification on a few
items from your Structural Engineer of Record:
A. Reference Building Code — Structural specifications included on Sheet S4 reference the 2009 IBC, but Garfield
County adopted the 2015 family of ICC codes in July 2016. Another issue is that with this being a single-family
residence, it falls under the 2015 IRC (not IBC).
B. Wind Speed — On a related issue, the Wind Speed requirements in the 2015 IRC have been revised to 115 mph
Ultimate Speed from the previous 90 mph wind speed.
C. Soils Report — Can you please verify whether or not a site specific soils report has been completed for this
project? If not, we will accept construction documents as they are, but we will place a requirement for an "open
hole soils investigation report" to confirm that assumed conditions as described in the Structural Specifications
(Sheet S4) are consistent with actual conditions at the project site. This report will need to be performed prior to
initial building inspections at the job site.
If you could please have your Structural Engineer of Record — Winston E. Knechtel, P.E. — reply to me via email
addressing items A & B above, and assuming that existing plans comply with these requirements, we should be able to
quickly issue a Building Permit for this project.

See below for the original email sent to you earlier today & copied to Max at Divide Creek Builders.
In addition to those items contained in my original email, there are a couple of other items that have cropped
up as I have finalized my plan review:
1. Soils Report — After sending the earlier email to you, I dug a little deeper into our files and found that one of the
original requirements for the Aspen Equestrian Estates subdivision requires site specific soils investigation to be
completed for each building site — not an "open hole" inspection as noted previously. As a result, we cannot
issue a building permit until we receive a copy of this report. If a soils report hasn't yet been completed for Lot
B-6, it may be of interest to you that Hepworth Pawlak Geotech (now dba: H -P Kumar) conducted the original
soils investigation work for this subdivision.
2. Greenbelt Setback along Rear Property Line — It was also noted that there is a 45 -foot setback from the rear
property line, so designated to protect a "greenbelt" area adjacent to the banks of Blue Creek. This 45 -foot
setback line should be used as the maximum encroachment towards the creek, rather than the location of the
silt fence as shown on your Construction Mgmt. Plan (Sheet CMP). Please make the Contractor aware of this
requirement so that they can establish the correct boundary within which all construction activities must be
contained.
Until we receive a follow-up email from your Structural Engineer and a copy of the site specific Soils Report we
will place this project in our "Pending Projects" file, and we look forward to your response addressing these
outstanding items.

The reference codes shall be the 2015 ICC codes and the 2015 IRC., not as referenced on S4 as the
2009 IBC
The wind speed requirements per the 2015 IRC shall be 115 Ultimate Speed not 90 as the plan
specifies.. ,The existing plan/ design is adequate for these code revisions.
