Steel Warehouse/Storage Building - Permit #BLCO-10-1-7 -4978
Chase:
We have reviewed plans submitted for Vanguard's steel warehouse/storage building, but before we can finalize our
review & issue a building permit we need to receive additional information and/or verification about the following
items:
a. Soils Report - Please submit a copy of the soils report from CTL Thompson as referenced on the foundation
drawings.
b. Pre-Fab Steel Building Plans - We need clarification from General Steel's Engineer regarding the following
items:
o Reference Building Code - Drawings call out 2OL2l.B.C. as reference code, but Garfield County adopted
the 2015 l.B.C. in July 2016. We require Engineer's verification that this structure meets all requirements
of the 2015 l.B.C.
o Snow Load Requirements - Specifications call out 40 PSF snow load but this value is specified on plans as
both Ground Snow Load (Pg) as well as Roof Snow Load (Pf) - values which are actually different. We
require verification Engineer's verification that this structure meets our local requirements of 40 PSF as
measured at roof.
c. Driveway Permit - Please submit paperwork verifying that you have properly secured a driveway permit from
Garfield County's Road & Bridge Dept.
d. Statement of Authority - Since you aren't the legal property owner, we need to receive a Statement of
Authority from Vanguard Operating LLC that you are acting as their officially sanctioned representative in this
matter.
lf you should have any quest¡ons about either of these final two items, please contact either Brooke or Lindsay at our
office as they have also been copied on this email.
We will place this project in our "pending approvals" file while awaiting your response to these questions.

It was also pointed out to me by Lindsay Krolthat this project also requires a minor modification of the current Land Use
Change permit before we can issue a building permit. I have copied both Lindsay and Patrick Waller, one of our staff
planners who I believe you have previously spoken with about this matter.
ln addition to resolving the building permit issues I sent to you earlier today, we also require your follow-up on this
minor modification of the LUCP with our planning department. Please contact Pat at your earliest convenience to initiate
this process.

I have reviewed your plans for the building at the end of 6 Lazy K Road in Silt and have no problems with the site plan
and or the building being built. I will request the following for the C of O for the building when finished:
t. The building shall have and address assigned by Garfield County and posted on the driveway accessing to the
buílding along with the address on the building'
Z. Fire extinguishers are required installed, mounted and readily accessible inside the building. The extinguishers
shall be accessible within 75' from any location inside of the building.
3. lf any Flammable/Combustible liquids and or any Hazardous Materials are stored in the building then a NFPA
704 placard shall be installed on the entrance of the building matching the hazard.
4. Final inspection of site and building required for fire department sign-off for C of O.

This morning I spoke to Glenn Hartmannn, who forwarded the Minor Modification paperwork along to me for my
review.
After reviewing this paperwork, there are 2 things that still need to be done before we can issue a Building Permit:
(L) tocal Fire District Review - Can you please have the local fire district send me an email verification that they
have reviewed the new building plans? This item is identified as compliance item (d) in the Director's
Decision (see attachment).
(2) Updated Site Plan with Building Footprint - Unfortunately, we don't have a clear copy of the updated
building envelope and new building footprint shown. Can you please send me a partial site plan with this
new information? Since we already have a large-sized site plan, you can simply send a smaller size PDF if to
the same scale as the original drawing.
Once we have these 2 items completed, we can issue the Building Permit.

RE: Director Decision - Minor Modification to the Circle B Land Company LLC,
Use Change Permit (LIPA-05-1 4-7915)
Dear Chase:
The County is in receipt of your Application requesting a Minor Modification to the
existing Circle B Land Company LLC, Land Use Change permit for a 5 Acre
Storage Yard (laydown yard) and Welding Facility (LIPA-05-14-7915). The site is
located approximately 5 miles south of the Town of Silt, off of County Road 326 in
Section 23, T65, R92W of the 6th P.M. on a portion of that property known by
Assessor's Parcel No.2179-233-00-203. ln accordance with the Gaffield County
Land Use and Development Code Section 4-106 a pre-application meeting has
been held to consider whether the requested modification meets the criteria
contained in Section 4-106 (C) for a Minor Modification and a Director's
Determination issued finding that the Minor Modification criteria were met.
The Director's Decision is hereby issued, approving the Minor Modification as
requested, in accordance with Section 4-106 8.1 .a., with the following clarifications
and determinations.
a. The Amended Land Use Change Permit Applicatíon submittals were
determined to be complete in accordance with the Director's Determination
Letter dated 2123118.
b. That the Applicant has demolished the pre-existing barn structure.
c. That the Applicant has established a revised building envelope for a new
structure that will fully comply with all building code and fire code
uirements.
