GENERAL PROJECT DESCRIPTION The applicant is requesting a permit for an Accessory Dwelling Unit (ADU) on a 2.834 acre parcel located within the Rural zone district. The property is over the 2 acre minimum lot size for an ADU in the Rural zone district. As the property is under 4 acres, the ADU is limited to 1,500 square feet. The Garfield County Comprehensive Plan of 2030 identifies the property as a Residential Medium. This means the suggested density is 6 to 10 acres per dwelling unit. Staff understands that the ADU will be constructed within the existing footprint of the residential finished basement structure. It is understood that water and sewer service for the ADU will be served by Mid Valley Metropolitan District. The applicant will need to provide documentation from the Mid Valley Metropolitan District confirming the availability of this service. Demonstration of conformance to Section 7-107 and specifically Table 7-107, Roadway Design Standards, needs to be provided. This demonstration should include all private driveways and roads from the proposed ADU to public right of way. Please respond to each of the items in the Roadway Design Standards Table (7-107) to show compliance with these parameters (ROW width, Lane width, Shoulder width, etc.). In addition, should the access driveway cross adjacent properties before reaching the public right of way, then easements or other demonstration of legal access needs to be provided. Should the roadway not meet one or more of the dimensional standards identified in Table 2 7-107, then the Applicant will need to have a professional engineer evaluate the roadway and make a determination as to whether it is adequate despite not meeting one or more specific standards. Note: please identify which Average Daily Trip (ADT) category this access road may fall within with each dwelling unit accessing this driveway counting as 9.57 ADT (all homes and other development planned and existing off the driveway). For public notice requirements, the Applicant will need to provide a list of names and mailing addresses for all adjacent property owners within 200’ as well as the owners of the mineral estate under the subject parcel (See attached memo from the County Attorney’s Office). Please respond to the Standards as identified in Article 7: Standards, Division 1, 2 and 3 and for ADUs, Section 7-701. These are the standards by which the application will be determined to be approved, approved with conditions or denied. A short response to these items ensures that 1) the applicant has read and understands the standards upon which a determination will be based, and 2) allows the applicant and staff to work through any possible issues early on in the application process. The use of dormers should be considered to establish residential scale to roof forms and to break up the appearance of large roof planes. When used, dormers should be in scale and proportion with the rest of the home. 3.9 SKYLIGHTS AND SOLAR PANELS Skylights and solar panels must be integrated into the architectural composition. 3.10 AUTOMATIC FIRE SPRINKLERS Any home constructed in excess of 6200 square feet shall include an automatic fire sprinkler system designed in accordance with the requirements of the Carbondale and Rural Fire Protection District. 3.11 ACCESSORY DWELLING UNITS AND AUXILIARYUNlTS 3.11.l Except as expressly provided in Section 3.11.2 herein below, accessory dwelling units may be located only on Lots 7, 8, 9, 10, 11, 14, 15, 16, 17, 25, 36, 52, 53 and 68 exclusively. GARFIELD COUNTY BUILDING AND PLANNING 970-945-82-12 MINIMUM APPLICATION REQUIREMENTS For SINGLE FAMILY DWELLING CONSTRUCTION Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a pennit application and expedite the issuance of a pennit it is important that complete information be provided. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in orqer to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails , windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bol t s, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each comer of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing?
