PROJECT ¡NFORMATION AND STAFF COMMENTS
I. GENERAL PROJECT DESCRIPTION
The application proposes a Material Handling facility to be operated in conjunction with
the existing oil field services facility. The existing use of the property is an oil field
services facility. The property has accessory office, vehicle maintenance, and storage
uses on the site.
The applicant has indicated that the proposed application is to add storage containers
containing generators and control equipment, as well as cement silos to the existing oil
field services facility. Since the initial submittal, the applicant has indicated that the
control equipment and generators shall be located inside the existing facility (Exhibit 21).
The tanks will hold the dry components of concrete and will be positioned to combine the
components in appropriate amounts into trucks for the intended use off-site. The
applicant has indicated that nine employees are anticipated to operate the site with three
haul trucks.

II. LOCATION . SITE DESCRIPTION
The site is currently improved with an existing structure. The structure ¡s used as an
office, vehicle maintenance facility, and storage area. The remaining property is used for
outside storage related to oil and gas services. The property accesses to Highway 6 &
24 wlth an improved access and a gate.
The property is relatively level and graveled. There is some existing vegetation on the
adjacent parcel that screens the facility from the single family residence on the adjacent
parcel to the northeast. An irrigation ditch is located on the property, however, it has
been piped and the applicant has indicated that the proposed infrastructure will be
located to not affect the ditch.

III. PUBLIC COMMENTS AND REFFERAL AGENCY COMMENTS
Public Notice was provided for the public hearing in accordance with the Garfield County
Land Use and Development Code as amended. Notice included publication, mailing and
posting. The Applicant has provided public notice documentation for review by the
County. No public comments have been received on the application. Comments from
referral agencies and County Departments are summarized below and attached as
Exhibits.

Divisions 1,2,and 3, including Section 7-1001, Industrial Use Standards.

7-101 - 102.District Reoulations. Com rehensive Plan
The proposed use demonstrates general conformance with the Commercial / General
Zone district. The proposed structures are approximately 11 feet in height, significantly
less than the 40 foot height limit in the zone district. A Material Handling facility is
permitted in the Commercial/ GeneralZone District, provided it is approved by the Board
of County Comm issioners.
Surrounding land uses include light industrial activities to the east and west. South of the
property is the right-of-way for Highway 6 & 24 and the railroad. The property to the
north, on the other side of the County Road, is agricultural with a residence on the
property. There is a single-family residence that is located to the northeast of the
proposed use. lt is screened from the proposed use by existing vegetation.
The existing use on the property as an Oil Field Services Facility appears to fall under
the Large Contractor's Yard Use, a by-right use in the Commercial/General zone district.
The property has an accessory otfice, vehicle maintenance, and storage uses on the
site, all of which can be classified as accessory to the Contractor's Yard use.
The Comprehensive Plan designates the area as Commercial, which is described in the
Plan as commercial uses intended to serve a regional market. The applicant's proposal
to provide concrete to oil facilities throughout the County is supported by this designation.
Additionally, the use is supported by the Comprehensive Plan Goal 1 in the Economics,
Employment, and Tourism section which states:
Maintain a strong and diverse economic base (for both employment and income
generation).
The proposed use of delivering dry concrete mix to sites throughout the County is further
supported by Policy 3 in the Economics, Employment, and Tourism section which states:
Garfietd County will encourage the development of a diversified industrial base
recognizing physicat tocation-to-market capabilities of the community and the
social and environmental impacts of industrial uses.
The City of Rifle received a referral request for the application and did not submit a
comment.
7-103:oatibilitv
The property has historically been used for light industrial purposes, including by the
previous owner, Bayou Well Services. Both properties to the east and the west are light
industrial. There is a single-family residence adjoining the property to the northeast that
is screened by existing vegetation. The single-family residence shares the same zoning
as the subject property.

7-104: Source of Water
The application represents that the proposed facility will be waterless. Employees on the
site will use already established facilities located in the accessory office structures. The
property is supplied by an on-site well (permit No. 67588-F). The well permit was
reviewed by the Division of Water Resources who indicated (Exhibit 13), "As long as the
uses of the well do not exceed those allowed under the permit this office has no objection
to the land use change request."
The well permit was approved for commercial vehicle washing and the irrigation of not
more than Tz acre of landscape. No office use was included in the well permit. County
staff followed-up with the Division of Water Resources to address this inconsistency. The
Division responded by stating (Exhibit 14):
ln review of Court Case 94CW003, commercial drinking and sanitafion uses
would be attowable, as long as discharge is to a septic and leach field system and
the annual amount pumped does not exceed 11.05 acre-feet. Permit number
67588-F was rssued pursuant to case number 94CW0003 therefore restroom and
drinking water uses are covered under this permit as long as the conditions of
approval are met.
Staff has included a suggested condition of approval that the applicant shall be required
to adhere to any Division of Water Resources well permit requirements.
The applicant did not provide an up-to-date well pump test that meets County standards.
The applicant did submit a pump test from 2008, however it is almost 10 years old and
the County designated engineer indicated that the pump test does not meet Land Use
and Development Code standards (Exhibit 18). Staff has included a suggested condition
of approval that the applicant provide a pump test that meets County standards.
The application did provide a water quality test, however that test did not meet minimum
Land Use and Development Code standards and was from 2008. The test was reviewed
by the Garfield County designated engineer and Garfield County Environmental Health.
Both referral agencies indicated that the applicant should supply a new water quality test
that addresses all the contaminants identified in the Land Use and Development Code.
Staff has included this as a suggested condition of approval.
7-1O5. Central Water Distribution and Svstems
The applicant has represented that the existing facility is serviced by two Onsite
Wastewater Treatment Systems (OWTS). The applicant submitted an as-built Enginèer's
Report that was included as part of the submittal for Building Permit BLCO-1280. This
report indicated that there are two OWTS' on site. The total capacity is for 50 employees.
Although the engineer report was submitted as part of a Building Permit, it appears there
is no siand-alone septic permit for the site. The application was reviewed by the Chief

Building Official who indicated that the applicant should obtain septic permits for the two
systems on site. This has been included by staff as a suggested condition of approval.
7-106: Public Utilities
The applicant has indicated that gas, electric, cable, and telephone services are
extended to the existing facility and that the level of services currently provided to existing
developments in the area will not change as a result of this project. The applicant has
indicated that the proposed use will be operated by a self-contained generator located
inside the main structure.
7-107 & Roadwavs
The proposed use will be accessed directly off of State Highway 6 & 24. The applicant
has indicated that the existing driveway is designed to accommodate large trucks and
has been permitted by the Colorado Department of Transportation. CDOT reviewed the
application and indicated (Exhibil 12):
Thank you for the opportunity to review the BJ Services LLC for a Land Use
Change Permitfor a Material Handling use on an approximately 13.69 acre parcel
located at 28730 Highway 6 & 24, Ihis sife has an access permit #307107 and it
is currently active. The permit is for 20 DHV and based upon the traffic study, the
site wilt not be going over the 20 DHV. CDOT is in agreement with the
study. Therefore, no updated access permit is required.
The application indicated that, "Based on the basic traffic study, the access has adequate
capacity, and no impacts will require mitigation. The access is 28 feet wide and 90 feet
long to the security gate, with a 50 foot radius, and meets the secondary access and
semi-primitive driveway standards in Tabe-107". The applicant's traffic study indicated
that the road access would fall into the semi-primitive driveway category. ln follow-up
correspondence, the applicant indicated that 2-3 maintenance workers access the site
intermittently in addition to the nine employees on site (Exhibit 20). lt is County staff's
opinion that these workers are incidental to the operation of the facility and as they are
not on the premises regularly, it is appropriate that they are not included in the overall
traffic study.
The application was reviewed by both the County designated engineer and Colorado
River Fire Rescue. Neither identified any issues with access. Once vehicles enter the
site, it is flat and graveled.
7-108: N Hazards
County records show that the only mapped geologichazard on the site is High Ground
Water, which can have an impact on septic systems. The application included an
engineer's report for the existing OWTS' on the site. That engineer's report stated that

the older 1,000 gallon concrete septic tank was adequate and that the new system had
been installed in compliance with the permitted design recommendations and
specifications. Staff has included a suggested condition of approval that the applicant
obtain OWTS permits for the installed systems.
7-109: Fi Protection
The application was reviewed by Colorado River Fire Rescue, who did not identify any
issues with the proposal (Exhibit 11). lt is staff's opinion that based on the fire district's
review, adequate fire protection will be provided.
7-201: Aqricultural Lands
No impacts to agricultural land are anticipated from the proposal. Agricultural uses are
located to the north of the subject property, however that property is located on the other
side of the county Road and a significant distance from the proposal. With regards to
irrigation ditches, the applicant has indicated:
There are no existing ditches on the properfy, although a ditch along the west
boundary of the property was previously piped. No permanent structures are
proposed that woutd impede users of the ditch from maintaining the pipeline in
the event of emergency or repair. No drainage from the proposed operation will
affect this pipetine, or change the water quality from storm water as the ditch is
piped and buried.
Staff submitted the plans to the Grand Valley Ditch Company. They provided the
following comments (Exhibit 19):
The pipetine was originally an open ditch carrying water from the lower Cactus
Vatley Ditch, owned by Grand River Ditch Company, to shareholders south of
Highway 6 & 24. Not wanting an open ditch on their property, Bayou Well
Seryices (not a shareholder nor owner of any of the irrigation water) piped it. lt is
the position of the Ditch Company that the owner, Bayou Well Services, was and
rs responsibte for continuation of the pipeline, and that obligation transfers to any
subsequent owner.
Additionally, the Grand Valley Ditch Company submitted another comment clarifying
their position on maintenance of the ditch. They stated (Exhibit 22):
Our only concern is the statement you made regarding ..."no permanent
structures are proposed that would impede users of the ditch from maintaining the
pipetine..." lt is the position of the ditch company that because the landowner
chose to pipe the formerty open ditch, future responsibility for maintenance of the
pipeline falls to the landowner and ifs successors'

The location of improvements does not appear to impact the piped irrigation ditch and
the applicant has provided the location of the ditch on the site plan. Since the ditch is
piped and buried staff does not anticipate any potential drainage issues affecting the
ditch.
7-202: Wildlife Habitat Areas
The application was referred to Colorado Parks and Wildlife who did not respond. The
property has already been developed and is bordered by light industrial uses. Staff does
not anticipate significant impacts on wildlife.
7-203: Protectio of Water Bodies
The applicant indicated that no structures are or will be located within the vicinity of a
waterbody that requires a 35 foot setback. Staff identified possible wetlands on the parcel
as identified in an old survey. The applicant responded (Exhibit 17):
Ih,s /s a picture of the area near the proposed tanks that was previously a ditch
but is now piped. River City performs wetlands consulting on many proiects, and
with the ditch now in pipe, our professional opinion is that this area does not have
the 3 characteristics that define USACE Army Corp Wetlands/Jurisdiction. The
three characteristics are wetlands vegetation, hydric soil, and hydrology. The site
is graveled and not hydric soil, and there was no water present apparent during
our May sife vrslf. We did not evaluate vegetation at that time as the site did not
have obvious indicators of potential wetlands.
Staff did not notice any obvious signs of wetlands on the property and it is staff's opinion
that the applicant appears to be compliant with any required water body setbacks.
7-204: Drainaoe and Erosion
The applicant included a Drainage and Erosion plan and description as part of the
application. lt was reviewed by the County designated engineer and no issues were
identified. As such it is staff's opinion that the applicant meets requirements. The
applicant also indicated that during construction waddles will be placed around the
construction site as a best management practice. This has been included as a suggested
condition of approval.
7-205: Environmental Qualitv
The applicant indicated that the addition of the tanks will not affect air or water quality.
The application was reviewed by the Colorado Department of Public Health and
Environment, who indicated they did not have any comment on the application (Exhibit
1S). Comments were received from Garfield County Environmental Health. Those
comments stated (Exhibit 16):

Air Quatity and Nuisance (Application Narrative: 4-203-G) -The application sfafes
that nuisance impacts will not be created by the proposed operation; however,
there are sometimes fugitive dusf emrssions that can result when dry concrete is
transferred from one storage container to anather. The applicant should take
sfeps to prevent concrete and bentonite dust from escaping during the transfer of
these materials from the holding tanks to the trucks.
The applicant has indicated that they will control fugitive dust by (Exhibit 20):
Ptant Dust Controt-Plant loading uses a two pipe system that routes potential
s/o overflows into the scale hopper. The s/os and scale hoppers are
sealed. When toading from the plants to the trucks, the truck has a filter system
to capture dust. tn this system, generation of fugitive emrssions would be highly
unlikely and would only result from significant operator error.
Gar¡eld County Environmental Health reviewed the applicant's response and indicated
(Exhibit 23):
The emissions controls BJ Seryices will use seetns to address the fugitive dust
rssues that could be caused by this operation.
Staff has included a suggested condition of approval that the applicant control any
potential fugitive dust and that any dust created by the use shall not impact adjacent
properties.
7-206: Wildfire Hazards
The site is located in an area mapped as either not rated or low wildfire susceptibility.
There is limited vegetation on site and the application was reviewed by Colorado River
Fire Rescue without any comments on wildfire hazard. The site is relatively level. As
such, it is staff's opinion that wildfire hazard issues are adequately addressed.
7-207: Natural and Geoloqic Hazards
Other than high ground water (discussed in Section 7-108 of this staff report), no natural
or geologic hazards have been identified on site.
7-208: Reclamation
The applicant has indicated that any area temporarily disturbed as a result of the tank
installation will be restored to its pre-construction condition as a road base/graveled yard.
The applicant has indicated that storm water drainage functions on the property and that
temporary storm water infrastructure will be in place during construction.

7-301 : Compatible Desiqn
To address this section, the applicant responded
The proposed operation will not affect surrounding infrastructure and is a
compatibte use within the subject property. Dust, odors, gas, fumes, and glare will
not be emitted at obiectionable levels.
Sfafe noise standards, according fo CRS, A¡ticle 12, Title 25, are 65 decibels for
tight industriat and 75 decibels for industrial use at the property line of subiect
property. Noise from generator operations will be contained in storage containers,
and will not exceed these limits at any of the propeñy lines.
Buffering will not be required to minimize impacts, and the proposed operation will
not detract from adiacent buildings or uses.
The applicant has provided a system for how they will control fugitive dust on the site
That system is discussed further in this staff report under Section 7-205.
The applicant has represented that the generators for the use will no longer be outside
and will be stored in the main facility (Exhibit 21). As such it is anticipated that the
applicant will be able to meet required noise standards. This has been included as a
suggested condition of approval.
7-302: Off-Street Parkinq and Loadino Standards
The applicant has indicated that parking for the existing building has already been
established and that over 50 parking spaces were installed at that time. This exceeds
the parking requirements for the site.
The applicant has provided a turning radius design for tractor trailers to demonstrate that
they will be able to access the site and use the existing facility. Additionally the applicant
has represented that they will comply with Garfield County parking requirements,
including handicapped accessible parking.
7-303: Landscapinq
No landscaping is required because the proposed application is for an industrial use.
7-304: Liqhtinq
No lighting is proposed for the facility
7-305 Snow Storaqe

The site plan demonstrates that there is adequate space to meet snow storage
standards.
7-306 Trails
Trails standards are generally not applicable based on the type of use
7-1001 INDUSTR USE STANDARDS
The Schedule of Uses contained in Article 3 include compliance with the standards in
Section 7-1001for storage uses. Waivers have been requested by the Applicant from
several standards.
A. Residentialsubdivisions: The proposed use is not in a platted residentialSubdivision
B. Setbacks: The proposed use is at least 100 feet from the adjacent residential
property line located to the northeast of the subject property and 100 feet from all
property lines.
C. Concealing and Screening: The applicant has requested a waiver from this standard.
The standard states, "When an industrial use is not located on an industrial zoned
property, all storage, Fabrication, service, and repair operations shall be conducted
within an enclosed building or have adequate provisions, based on location and
topography, to conceal and screen the facility and/or operations from adjacent
property(s)".
The applicant has indicated that they believe a waiver is appropriate, based on the
following:
lndustrial Use of Site and Adjacent Properties - Although the property and
other properties along this corridor are not zoned industrial, the historic use of
this property has been light industrial for providing services to the oil and gas
industry. ln addition, this type of property use is compatible along the adjacent
highway corridor, as oil and gas industries have historically and continue to
operate along this corridor. Properties immediately adjacent, east, and west
are both currently utilized as light industrial operating facilities. The south
property line is bounded by a highway and railroad, with an industrial gravel
pit located on the other side. These facilities will not be adversely impacted by
the proposed use due to their compatibility. As shown in the image of the
proposed location, industrial equipment is stored adjacent to the west fence.

Existing Fencing-The site is bounded by an existing fence on all sides that
provides a measure of screening. Refer to the previously referenced image for
examples.
Distance Buffer-The proposed operation is located 100 feet from the west
fence line and 455 feet from the north fence line. The distance from the north
fence line provides significant visual buffering from the residential/agricultural
properties to the north. There is also a county road separating properties to
the north from the project site
. Self-Contained- The proposed use is also self-contained. Controls,
generators, and equipment are installed in storage containers, and the cement
silos are also self-contained. There will be no open assembly or storage of
unsightly materials introduced by the proposed use that would require
screening to buffer visual impacts.
Staff is supportive of the Applicant's waiver request. The adjacent properties land-uses
are mainly light industrial. The single-family residence to the northeast of the property is
buffered from the activity by significant distance and existing vegetation on that property.
The property to the north is buffered by significant distance and the property of the south
side Highway is a gravel pit. No public comments were received on the application.

D. Storing: The applicant has indicated that all storage of materials will be in metal silos
and a minimum of 100' from the property line. Materials will be store in compliance
with all regulatory standards. The applicant has represented hazardous materials will
not be stored on site.
E. lndustrialWastes: The site will not produce any industrialwaste
F. Noise: The applicant has indicated that generators will be stored inside the main
building. A suggested condition of approval shall be included that the applicant
comply with applicable noise requirements.
G. Hours of Operation: The applicant has proposed hours of operation from 7am to
7pm, Monday through SaturdaY.
H. lnterference, Nuisance, or Hazard: No noise or other nuisance impacts are
anticipated from the facility. No lighting is proposed. The applicant has provided a
description of how they will handle any possible fugitive dust on the site (Exhibit 20).
V. SUGGESTED FINDINGS
1. That proper public notice was provided as required for the hearing before the
Board of County Commissioners.
2. The hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that meeting.
3. That for the above stated and other reasons the proposed Land Use Change
Permit application by BJ Services LLC, for a Material Handling Facility is in the best
interest of the health, safety, convenience, order, prosperity and v'reifare of the citizens
of Garfield County.
4. That with the adoption of conditions, the application is in general conformance
with the 2030 Comprehensive Plan, as amended.
5. That with the adoptions of conditions and granting of waivers from Section 7-1001 ,
lndustrial Use Standards related to Concealing and Screening the application has
adequately met the requirements of the Garfield County Land Use and Development
Code, as amended.
VI. RECOMMENDATION
The following recommended conditions of approval are provided for consideration by the
Board of County Commissioners for approval of the BJ Services - Material Handling,
Limited lmpact Review Land Use Change Permit.

Prior to lssuance of the Land Use Ghange Permit
1. Prior to the issuance of the Land Use Change Permit, the applicant shall submit
a well pump test that meets the standards in Section 4-203(MXl XbXSXa). n
statement from a qualified professional shall be submitted to Community
Development that states the wellwill be adequate to supply water forthe proposed
uses. The pump test shall be reviewed and accepted by the Community
Development Department and the County designated engineer.
2. Prior to the issuance of the Land Use Change Permit, the applicant shall submit
a water quality test that meets the standards in Section 4-203(MXlXbXSXc). lf
any contaminant exceeds required standards the applicant shall provide a letter
from a qualified professional that details how the well can be brought into
compliance. Any recommended upgrades or system changes to the water
distribution system from that letter shall be required to be installed prior to the
issuance of the Land Use Change Permit. The water quality test shall be reviewed
and accepted by the Community Development Department.
3. Prior to the issuance of the Land Use Change Permit, the applicant shall obtain
an Onsite Wastewater Treatment System (OWTS) Permit from Garfield County
Community Development for any OWTS on the property.
Operational Conditions
4. All representations made by the Applicant in the application shall be conditions of
approval unless specifically altered by the conditions of approval of the Board.
5. The facility shall be operated in accordance with all applicable Federal, State and
local regulations governing the operation of this type of facility.
6. The applicant shall comply with all Division of Water Resources well permit
requirements.
7. During construction the applicant shall utilize temporary storm water infrastructure
as indicated in the application to address potential runoff issues.
L The use shall comply with applicable County and State noise requirements.
9. The height of the silos shall not exceed zone district height requirements
10.Hours of operation for the use shall be 7:00 AM to 7:00 PM Monday through
Saturday.
11.The applicant shall obtain any required Garfield County Building Permits.
12. No fugitive dust from the use shall impact adjacent properties.

We have reviewed the land use change request for material handling on a parcel of
approximately 14 acres in size, located in part of the E1l2 of the SEli4 of the NE1/4 of Section
11, Township 6 South, Range 93 West of the 6th P.M., a|28730 6 &24 HWY, Rifle, CO, (parcel
no.2177-111-00-359). The property currently consists of an oil field facility. The applicant does
not propose to create a new lot or change the size of the existing lot.
The applicant proposes to add storage containers containing generators and control equipment,
as well as cement silos at an existing oil field services facility. The tanks would hold the dry
components of concrete. According to the submitted Water Supply and Distribution Plan, the
proposed cement facility will not require water as it is a dry operation.
The existing oilfield facility is served by an on-site well, well permit no. 67588-F. According to
our records, Well Permit No. 67588-F was issued on October 8, 2009, to construct a well in the
SE1i4 of the NEli4 of Section 11, Twp. 6 South, Rng. 93 West of the 6th P.M. The use of
groundwater from the well was approved for commercial vehicle washing and the irrigation of
ñot more than Tz acre of landscape. The annual amount of ground water to be withdrawan shall
not exceed 11.05 acre-foot. The rate of this well shall not exceed 20 gpm.
As long as the uses of the well do not exceed those allowed under the permit, this office has no
objection to the land use change request.

Hello Patrick,
l've reviewed the application for the BJ Services Material Handling Facility and have a few
comments:
1. Air Quality and Nuisance (Application Narrative: 4-203-G) - The application states that
nuisance impacts will not be created by the proposed operation; however, there are
sometimes fugitive dust emissions that can result when dry concrete is transferred from
one storage container to another. The applicant should take steps to prevent concrete
and bentonite dust from escaping during the transfer of these materials from the holding
tanks to the trucks.
2. Drinking water - I wasn't able to locate information in the application about a water
quality test from the existing well. lf it has been more than 5 years since the well was
tested or if it has never been tested, I recommend a water quality test be done according
to Garfield County's code.

This is a picture of the area near the proposed tanks that was previously a ditch but is now piped. River City performs
wetlands consulting on many projects, and with the d¡tch now in pipe, our professional opinion is that this area does not
have the 3 characteristics that define USACE Army Corp Wetlandslurisdiction. The three characteristics are wetlands
vegetation, hydric soil, and hydrology. The site is graveled and not hydric soil, and there was no water present apparent
during our May site visit. We did not evaluate vegetation at that time as the site did not have obvious indicators of
potential wetlands.

Thanks for sending this over. Only one last piece to button-up before Technical Completeness. The survey from June 10,
2005 identified wetlands on the site associated with the irrigation ditch. We have a 35 foot setback requirement from
any wetlands. However, I know you have represented that the irrigation lateral has been piped. Can you confirm that
the piping of the western irrigation ditch eliminated the wetlands on the property? Or alternatively that the proposed
development is at least 35-feet away?

Thank you for the supplemental submittals. Further review of those documents leaves two outstanding issues from the
County Attorney's Office:
7. The County Attorney's Office is requesting a copy of the surveys described in exception number 13 of Schedule
B- Section 2 dated April 8, 2005 and June 10, 2005. There appear to be possible encroachments on the property.
2. The Title Commitment states that the property is owned by BJ Allied Newco LLC. This is different than the
applicant and current owner per the assessor's records. Please explain this discrepancy.
The supplied water quality test does not address all the contaminants required per the Land Use and Development Code
and the Pump Test is not for the correct amount of time. While these can be accepted at the Technical Completeness
phase and reviewed through referral agency comments, more than likely, if the application is approved, staff will include
suggested conditions that these are updated. Additionally, as a heads-up the permit for the well is only for "commercial
vehicle washing" pending DWR review, they could identify some possible changes that need to be made to the permit.

The traffic study represents the potential peak, which would be the worst case of simultaneous truck and office traffic
using the access. I talked to Cheyenne to clarify, and there also will be 2-3 maintenance and service people on site from
time to time, but their arrivals are staggered and will not coincide with the peak.

Sorry we didn't get back to you quickly. Both Cheyenne and I had busy "Mondays". Below are the responses to your
inquires in traffic and dust control:
L. Traffic-The plant will be operated by 3 operators, with 3 office staff, for a total of 6. There will be 3 truck
drivers that typically stagger their runs depending on demand for product in the field.
2. Plant Dust Control-Plant loading uses a two pipe system that routes potential silo overflows into the scale
hopper. The silos and scale hoppers are sealed. When loading from the plants to the trucks, the truck has a
filter system to capture dust. ln this system, generation of fugitive emissions would be highly unlikely and would
only result from significant operator error. Cheyenne can take pictures of the truck system if you are interested
in more information.

Sorry we didn't get back to you quickly. Both Cheyenne and I had busy "Mondays". Below are the responses to your
inquires in traffic and dust control:
1. Traffic-The plant will be operated by 3 operators, with 3 office staff, for a total of 6. There will be 3 truck
drivers that typically stagger their runs depending on demand for product in the field.
2. Plant Dust Control-Plant loading uses a two pipe system that routes potential silo overflows into the scale
hopper. The silos and scale hoppers are sealed. When loading from the plants to the trucks, the truck has a
filter system to capture dust. ln this system, generation of fugitive emissions would be highly unlikely and would
only result from significant operator error. Cheyenne can take pictures of the truck system if you are interested
in more information.

One more question as I am preparing the staff report. lt looks like nine employees will be on site (6 staff and 3 truck
drivers). My understanding is that this is the total amount of all employees that will be located on site and not just

I hope you are having a nice holiday week. I have a question about the BJ Services application. During our site visit either
you or Cheyenne mentioned how the dry concrete would be transferred to the trucks. I remember you explaining that
the transfer would use vacuum technology to make sure the material wasn't exposed. I was hoping you could explain to
me a little more in depth the process for the transfer to the trucks?
