In accordance with and pursuant to Article VII, §7-804 of the Garfield County
Unified Land Use Resolution of 2008 as amended, the Director of the Building
and Planning Department hereby authorizes, by Administrative Permit, the
following activity:
Animal Sanctuary
The Administrative Permit is issued subject to the conditions set forth in Exhibit
A (attached hereto), and shall be valid only during compliance with such
conditions and other applicable provisions of the Garfield County Unified Land
Use Resolution of 2008 as amended, Building Code, and other regulations of the
Board of County Commissioners of Garfield County, Colorado.

Exhibit A
1. All representations of the Applicant within the application shall be considered
conditions of approval unless otherwise modified by the Determination of the Director.
2. All lighting associated with the Animal Sanctuary shall be the minimum amount
necessary. All exterior lighting shall be shielded to prevent light trespass on any
adjoining property and be downward facing towards the structure.
3. The Applicant shall meet all requirements of the Garfield County Unified Land Use
Resolution of 2008, as amended and shall meet all building code requirements.
4. No noise in excess of the Residential Zone District standards contained in CRS § 25-
12-103, (Not in excess of 55 db(A) from sunrise to sunset and 50 db(A) from sunset to
sunrise) and no odors or source of filth shall emanate from the property.
5. The facility may have in excess of 40 domesticated animals, including dogs and cats,
provided all animals are contained on the property.
6. Individual sewage disposal system shall be capable of handling all feces and urine
waste from kennel of building in which animals are kept, or the feces and urine waste
shall be stored in a sealed container capable of being pumped for disposal by a
commercial hauler to dispose of the feces and urine waste at an approved solid waste
disposal site.
7. An effluent filter be added to the septic tank to reduce the amount of solid waste that
would enter the ISDS dry well
8. Any fenced corrals or pasture for keeping animals will be required to demonstrate
that no drainage will affect off-site water supplies or water quality.
9. Special events that attract more than twenty-five (25) participants shall be prohibited
on-site unless the proposed special events are well defined as a part of the permitting
process and approved as a part of the original permit.
