FLOODPLAI N OVERLAY REGULATIONS. Specific Standards. ln the Floodplain Overlay, where BFE data has been provided, the following provisions are required: L. Residential Construction. New Construction and Substantial lmprovement of any residential structure shall have the Lowest Floor (including Basement), elevated to l- foot above the BFE. A qualified professional engineer, architect, or land surveyor shall submit a certification to the Floodplain Administrator' Nof Applicabte - The Proposed Event Center is not Residential Construction. 2. Nonresidential Construction. With the exception of Critical Facilities, New Construction and Substantial lmprovements of any commercial, industrial, or other nonresidential structure shall either have the Lowest Floor (irrclurling Basement) elevated to at least 1- foot above the Base Flood level or together with attendant utility and sanitary facilities, be designed so that below L foot above the Base Flood level the structure is watertight with walls substantially impermeable to the passage of water and with structuralcomponents having the capability of resisting hydrostatic and hydrodynamic loads and effects of buoyancy. A qualified professional engineer or architect shall develop and/or review structural design, specifications, and plans for the construction, and shall certify that the design and methods of construct¡on are in accordance with accepted standards of practice as outlined in this subsection. A record of such certification that includes the specific elevation (in relation to mean sea level)to which such structures are flood-proofed shall be provided to and maintained by the Floodplain Administrator. ¡4s stated in July 13, 2018 "Amendment to Ftood ptain Report" to Mr. Ernie Gianinetti letter, 3'd paragraph, "The event center's minimum finished floor elevation is 6101.5 feet (one foot above the 100-year FpE).,, The Event Center's minimum finished floor elevation is shown on both project drawing's "Sife Ptan (C,7)" and Floodplain Specific Site PIan (C'1A) inside the-lines where the event center rs proposed to be built. Enclosures. New Construction and Substantial lmprovements, with fully enclosed areas below the Lowest Floor that are usable solely for parking of vehicles, building access, or storage in an area other than a Basement, and that are subject to flooding, shall be designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of floodwaters. Designs for meeting this requirement must either be certified by a qualified professional engineer or architect and meet or exceed the following minimum criteria: a. provide a min¡mum of 2 openings having a total net area of not less than 1 square inch for every square foot of enclosed area subject to flooding; b. The bottom of all openings shall be no higher than L foot above grade; and c. Openings may be equipped with screens, louvers, valves, or other coverings or devices provided that they permit the unrestricted entry and exit of floodwaters. 1 Not Applicable - No Enclo.sures of any type are proposed below the Event Center's Lowest Floor Slab 4.109. DEVELOPMENT IN E IOO-YEAR FLOODP LAIN. c.Review Criteria. A Floodplain Development Permit may be issued by the Director or designated Floodplain Administrator if it is found that the application is in conformance with section 3-301, Floodplain Overlay Regulations, and upon weighing the following relevant factors: 1" The danger to life anrJ property clrre to flooding nr erosion damage; Na danger ta life ar Property is anticipated. 2. The susceptibility of the proposed facility and its contents to flood damage and the effect of such damage on the individuatowner The proposed Event Center and its contents are not susceptible to flood damage. 3. The compatibility of the proposed use with existing and anticipated development ; The proposed Use is compatible with the existing and anticipated development. 5. The safety of access to the property in times of flood for ordinary and emergency vehicles; As shOwn on the "Floodplain Specific Site plan", the 1ù0-year flood plain water should not exceed 77" in depth along any section of access road to the Event Center. Plus, the Event Center should not be occupied during any periods of time when the flood water covers fhe access road. 6. The costs of providing governmental services during and after flood conditions, including maintenance and repair of streets and bridges , The access road to the Event Center will be maintained and repaired from any flood damage by the property owner. 7. and public utilities and facilities such as sewer, gas, electrical, and water systems; The electric, water and sewer utilities will be maintained and repaired from any flood damage by the propefi owner. 8. The expected heights, velocity, duration, rate of rise, and sediment transport of the flood waters and the effects of wave action, if applicable, expected at the site; No significant erosion or sediment is anticipated.g. The necessity to the facility of a waterfront locat¡on, where applicable; Not applicable. 1-0. The availability of alternative locations, not subject to flooding or erosion damage, for the proposed use; and Ihe proposed area is ideal for an Event Center due to the views, recreational access, and proposed use (non residential), 1L. The proposed Use of the area is suitable as it enhances the currenf uses of the area and does not change úhe use included under the Comprehensive Plan. Nofe.'
