Site Plan 9. Narrative included herein LO. Statement how project conforms with the Comprehensive Plan included herein. CMC desires to build two new structures on the Spring Valley Campus. The Ascent Center will be a one- story 16,370 square foot facility housing the campus book store, offices for Student Affairs and Admissions staff, and a conference facility. The Ascent Center will be located on the main campus road, just south of the existing dorm building, Sopris Hall. The Fitness and Recreation Center is a two-story 32,673 square foot facility that includes a gym, locker rooms, climbing wall, concessions, fitness and weight rooms. The Fitness and Recreation Center will be located on the east end of campus near the existing soccer fields. Both facilities were programmed and designed to meet the current needs of the students on the Spring Valley campus and enhance their college experience. The facilities will both be under construction beginning in the fall of 2018 and will be opened by August 2019. Conformance Section 4-ttL.C The Comprehensive Plan was designed to ensure that land use decision making in the county accomplished certain goals. This project meets the goal of facilitating the growth of institutions that educate the county workforce. These projects also do not burden the County in any way and does not infringe on a private property owner's right to develop its land' Article 7, Standards The Spring Valley campus has nine hundred students who take classes at the campus on a weekly basis and one hundred staffwho support the campus needs. Water and Sanitation-On December L5, 1999, CMC and the surrounding Spring Valley neighbors formed the Spring Valley Sanitation District in order to provide sewer services to the surrounding area. The neighbors entered into a Pre-lnclusion Wastewater Treatment Plant Development Agreement. The District is a special district funded by service fees and property taxes. CMC makes an annual payment in lieu of taxes. CMC also leases property to the District under a Lease and Agreement dated July 24,2OOt for the wastewater treatment plant. The treatment facility has remaining capacity for future developments in the area. Water capacity is consistent with the original PUD documentation. CMC completed a water evaluation report in 2O17 . The report reviewed CMC's long-term water and sanitation needs and confirmed that the addition of the two new buildings will still be within the campuses' water and sanitation capacity. Future buildings will require the campus to update its augmentation plan and the College is in the process of beginning that process. The new facilities are strategically placed to connect to the existing utility infrastructure with room for future facilities growth. The Ascent Center will be placed within the core of campus on relatively flat ground. The Fitness & Recreation Center will be placed within a hillside overlooking the campus soccer fields. A geotech report was completed by a third party consultant and used to help inform the necessary design of the two facilities. No major concerns were found within the report. GENERAL PROJECT DESCRIPTION Colorado Mountain College is looking to move forward with a construction project to build new facilities, update and remodel existing facilities on the Spring Valley Campus. lmprovements are anticipated to include a new 14,000 sq.ft. Welcome Center and a 29,000 sq.ft. Wellness Center. Both new facilities will be located within the currently developed area of the campus. The Welcome Center will be located in an area currently utilized for parking and pedestrian circulation. Plans also call for the remodeling of the existing student center. The remodel will include a 5,608 sq.ft. addition to the existing 33,092 sq.ft. building. All new facilities will include uses typical of an Educational Facility, consistent with the PUD such as offices, meeting rooms, classrooms, a gymnasium and café or concession facilities. II. PUD AMENDMENT PROCESS Planning Staff in conjunction with the Director of the Community Development Department has reviewed the Applicant's general proposal as presented at the pre-application conference, including the attached spreadsheets on building floor area and the existing PU D Documentation/Guide. Based on the original PUD approvals and representations the Director has made the determination that the request is in general conformance with the existing PUD and a modification is not required. This determination included an assessment of the overall square footage of structures on campus. The proposed new structures would not increase the originally approved density of 217,660 sq.ft. at "Total Phase" buildout. The current proposals will result in a total of 212,645 sq,ft, of academic and support structures. The Applicant has also provided documentation that the current proposals and existing facilities on the Spring Valley Campus are within the original PUD approvals for overall acreage of Education Facilities. The supplemental information also represents that the existing water and sanitation facilities have capacity to serve the two proposed new buildings. 2 III.
