We have been providing hot air balloon rides to area locals and visitors for over Z?years; we have also assisted in balloon festivals within the valley for many of those years. We have always operated out of our home as a home occupation, answering phones and ma¡ntaining an otfice within our home. We want to store our equipment on the same property that we live, it will prevent us from additional trips along highway 82, thus reducing tratfic in the area. We expect to have 6-8 trips per day which are not much increase from a typical single family dwelling. We have purchased this property located at 16695 Highway 82; it has a rural residential existing use with a single family home, adu and an artist studio aþove the three car garage. We intend to live and work here while storing our vehicles and trailers on the property, the best category we could fit in is the small contractors storage yard. We plan to park 6 enclosed utility trailers with six hot air balloons in them, along with 4 vans and trucks used to tow the trailers when necessary. Typically we are utilizing 1-3 vehicles and 1-2 trailers each day throughout the Summer; Fall, Winter and Spring are not as busy so activity is not as frequent. We willfuel hot air balloons with propane on the property. Hot air balloons have been fueled in this manner for many decades; we are very careful and follow all safety requirements. We would like to place the storage lot area on the West side of the property, it is the best location as it is flat and does not have many trees. This area will require a waiver since the properly is long and narrow and this area is adjacent to a neighbor's driveway easement. We intend to use the western most entrance for the small contractor's storage yard. We applied for an access permit with CDOI thus updating the previous access permit from 1991, copies are included. On April 14,2018 we received the access permit from Daniel Roussin with CDOT. A copy is included, CDOT ís granting access as long as we widen the access to 25 feet and pave the access for 20 feet. We would also like to build a þarn/ building along the northwest edge of the property within the small contractor's storage yard. This building will conceal the yard from the frontage road while blocking some highway noise for our property. Our contractors storage yard will be considered an unmanned facility; we will not be hosting customers and our employees will be limited to 4 people, most of whom live on the property. We will install a 6'fence along the south side of the storage yard while the rest has several trees and berms that disguise much of the area from the neighbors. We will add green fabric along the fence if necessary to hide the vehicles but most of the view is already blocked by trees and berms. We intend to place the propane tank a little further east on the property where it will be hidden from view and farther from neighboring properties. This location for the propane tank will not require a waiver. There is an existing berm separating the driveway from the proposed tank location. The tank will be installed and maintained by Ferrellgas. Trail and Walkway Standards - N/A Wood's Small Contractors Yard 16695 Highway 82 Small Contractor's Yard Administrative Review The proposal needs to demonstrate compliance with Sectlon 7-1001 standards including setbacks (unless waivers are requested) and screening. A. Residential Subdlvislons - This parcel number 2391-322-00-006 is not in a platted subdivision. B. Setbacks - The 2.09 acres have approximately 600+ feet of highway 82 frontage road and is only 150 feet deep; this influences the setbacks required for 7-1001 B. This is why we are requesting a waiver, as the stCIrage yard area is within 100 feet of a neighboiing driveway easement, The storage area is still a considerable area from the aótual dwellings of those neighboring properties. The area is hidden considerably by trèes and the properly is slightly higher than the neighboring properties, inuð it is more concealed from their viewpoints. We can build a fence ärolnO the storage yard to conceal it from any neighbors. We willfollow all other requirements of Section 7-1001 . Viewpoint photos are included' C. Concealing and Screening - There is a fair amount of existing screening 9f þ9rm¡. and trees bètween the propbsed storage yard and our neighbors. Storing - All materiáb stored will be in a manner that will not be transferred otf the proper[r. All products will be stored in compliance_with all national, state and local codes. We are requesting a waiver for the Small Contractors Storage yard as it will be within 100 feet d tne ad¡acent driveway easement. The propane tank used for fueling the balloons, which is like any propane tank used on a rural/residential property, will þe mainta¡ned and kept up to date with all standards and safety ieqirirements. The propane tank will be on the north side of the property so no waiver is needed toi ¡ts location. Photos of proposed area for propane tank included. we will store approximately six hot air balloons in six enclosed trailers and three to four vans and irucXs in thestorage yard. We will be using 2-4 vans and trailers each day throughout the Summer, mucfi iess during the Fall, Winter and Spring. We will nave an otfice in the building, once it is built, of which approximately 1-4 employees willwork. The employees witt be living on site in the residentialdwellings already existing on the property. Most business is conducted during the summer with much less aãtivity duiing the remaining I months of the year, ln the rare event that an employee ärrive ty vehicle we w¡ll have parking spaces available in the storage yard, there will be no street Parking. E, lndustrial Wastes - Any industrial wastes will be recycled following all standards. F. Nolse - No significant noise will be allowed on site. G. Ground Vlbration - No ground vibration is expected to be onsite. H. Hours of Operation - Añy activity that will generate noise, odors or glare beyond the property line will be conducted between the hours of 7am and 7pm. l. intérrcience, Nuisancen or Hazard - We do not expect to cause any of these issues and we willfollow this standard. Wood's Small Contractors Yard 16695 Highway 82 Small Contractor's Yard Administrative Review Section 4-118 Waiver of Standards The proposed alternative achieves the intent of the subiect standard to the same or better degree than the subject standard. The proposed alternative imposes no greater impacts on adjacent properties than would occur through compliance with the specific requirements of this Code. Waiver of Standards Requested for Section 7-1001 B' Setbacks We request a waiver to the setback reguirement of the minimum 100 feet from an adjacent residential property line. The property line in quest¡on is a driveway access to thé neighboring residences. The access corridor is approximately 25-50 feet wide and the neighboring homes are an additional 25-100's of feetfartherfrom the corridor. We intend to place a fence along our property line, which is an allowed use, and the storage yard will be along the dr¡veway corridor on the Western most portion of the property. The property', as stated previously, is only 150 feet deep with many healthy older trees. Unless we place the storage yard along Highway 82 on the North side of the property and cut down many trees we are unable to adhere to the standard setback requirements. This North location would still be close to needing a waiver of standards due to the limited width of the property. Placing the storage yard within 100 feet of the adjacent property lines to the east of the property will not be any different than placing it as a narrow yard along highway 82. lt may actually be more visible on the north side rather than the west side of the property, as the western area has a berm and trees providing natural vegetation to disguise the yard.
