We have reviewed plans for Katherine Jones' new garage + dwelling unit to be located at Lot 3 of the Orr-Smith
Subdivision Exemption. However, before we can finalize our review and issued permits, we need for the following items
- all of which are legal requirements of the Plat - to be addressed:
A. Soils Report - Please provide a copy of the site specific soils report as referenced on the Structural Engineer's
drawings.
B. Fire Sprinkler Syst€m - lnstallation of a fire sprinkler system complying with NFPA 13D is required for all lots in
this subdivision exemption. Please contact Orin Moon, Fire Marshall with Colorado River Fire Rescue to discuss
specific requirements for design & installation of fire sprinklers. As conditions to the building permit, the fire
district will need to provide inspection sign-offs at frame inspection and prior to final building
inspection/certificate of occupancy. I have copied Orrin on this email so that he is aware that you will be
contacting him about this project.
C. Septic Svstem - Septic system design is required to be Engineered by a Colorado licensed P.E. The engineered
design will need to be provided for Building lnspector review and Engineer's final installation report is required
prior to final building inspection/certificate of occupancy.
Once we receive your reply and acknowledgement of these conditions and a copy of the soils report, we will be ready to
finalize our review and issue permits.

Thanks for your reply and we will await receipt of a copy of the soils report, which is the only item needed before we
issue the permit.
It's good to know that you have Carla on board to provide an Engineered septic system, but I need to point out that she
is the person who needs to perform the perc test prior to design. Our building inspectors only provide perc testing for
septic systems they help design and they can't perform that function for Engineered systems. Again, Carla's septic
system design will need to be provided for inspector review and a final installation report needs to be submitted prior to
final building inspection.

Thanks so much, we had HP Kumar come do the field test last week. We are waiting on results. Adam is no
longer the GC so I removed him from the email cahin. Rick Steffan is on board. Vy'e are going to have Garfield
Co do the perc test for septic and we have Carla Ostberg onboard to design a system once we get the perc test
done. I was told that we have to have the permit in place to do the perc test. We will contact Orin tomorrow to
talk about specifications. Thank so much!!

Garfield Courrty does not employ Engineers in our Building Dept. Our building inspectors will assist homeowners with
design and installation requirements for septic systems that are not otherwise required to be Engineered systems.
However, they cannot assist you on this particular project because of the legal requirement for all lots within this
subdivision exemption to be Engineered septic systems. You will need to hire out septic system Engineering services
including perc testing, septic design and final installation report as stated in my previous email - with Carla or someone
else licensed as a Professional Engineer in Colorado.
This legal requirement is included on the plat (see attachment - plat notes #3 and #1L) and unfortunately we have no
latitude but to insist on compliance with this legal requirement.

Dave,
I am contacting on Katie's behalf. Will your engineer be able to do a design in house when the soil test comes
in? If we don't need an engineered system, I think your recommendations should be workable. 'What are the
associated costs if we go with you instead of Carla?
