2. The Applicant understands and agrees that Garfield CounÇ Resolution No. 2014-60, as
amended, establishes a fee schedule for each type application, and the guidelines for the
administration of the fee structure.
3. The Applicant and the County agree that because of the size, nature or scope of the
proposed project, it is not possible at this time to ascertain the full extent of the costs
involved ín processing the application. The Applicant agrees to make payment of the Base
Fee, established for the Project, and to thereafter permit additional costs to be billed to the
Applicant. The Applicant agrees to make additional payments upon notification by the
County, when they are necessary, as costs are incurred.
4. The Base Fee shall be in addition to and exclusive of any cost for publícation or cost of
consulting service determined necessary by the Board of County Commissioners for the
consideration of an application or additional County staff time or expense not covered by
the Base Fee. lf actual recorded costs exceed the initial Base Fee, the Applicant shall pay

I.GENERAL PROJECT DESCRIPTION
The Applicant is proposing to permit a small contractor's yard located off of State Highway 'i3. The
approximately 4 acre parcel currently has a manufactured home on the property. The applicant is
proposing to use the facility to store pipe in association with his business and would also like to build
a structure on site. Staff understands employees will access the site in the morning and bring
equipment back in the evening, with no staff stationed on-site throughout the day. The applicant
proposes to construct a structure on the property in conjunction with the Contractor's Yard.
Staff understands that there is a well on the site, but it is unclear what the status of the well is on
the property. Staff recommends that the applicant contact Dwight Whitehead with the Division of
Water Resources at 970-945-5665 to get further information on the well permit. If the applicant
does not adequately demonstrate that the facility will be unmanned, a demonstration of legal,
adequate, and physical water shall be required.
There is no issued OWTS permit for the property. If the applicant would like to include a bathro om
in the structure and/or if it cannot be demonstrated that the facility will be unmanned, the applicant
will need to provide a Wastewater Management Plan.
The Contractrfr¿s Yard requires tlrat tlre applicant access directly orrtr: State Highway 13. Staff
recommends that the applicant contact Dan Roussin at 970-683-6284 to discuss CDOT accessing
requirements.
The property is bi-sected by a creek. The applicant is advised of the 35-foot waterbody setback that
is required by the Land Use and Development Code and the project should demonstrate compliance
with this setback. Additionally, the applicant should demonstrate that the proposed structure is
located outside of the floodplain.
The applicant should respond to all applicable standards as outlined in Section 7, Divisions L-3 and
Section 7-LOOL (lndustrial Use), including a demonstration of compliance with the industrial setbacks
of 100 feet from adjacent residential properties as well as concealing/screening. A projected number
of Average Daily Trips (ADT) will be necessary for the traffic study. The applicant will also need to
demonstrate that the access road to the proposed uses meets the standards as outlined in Section
7-LO7, and specifically Table 7-LO7 based on demonstrated ADT.

IV. REVIEW PROCESS
The process to accommodate these requests shall require an Administrative Review process. (4-103)
process pursuant to the Land Use and Development Code, as amended.

applicant to correct any deficiencies in the submittal)
D. Schedule Directors Decision, provide documentation regarding notice requirements
in order to satisfy LUDC requirements.

F. Notice to Adjacent Property Owners and Mineral Owners of lnterest at least L5 days
prior to date of Director's Decision.
G. Evaluation by Director/Staff resulting in a Staff Report and Determination, resulting in
a final approval, approval with conditions or denial.
H. 10-day Call-Up period for applicant, BOCC or adjacent property owner to appeal the
Director's decision.
l. Recording of decision in a Director's Determination Letter.
J. lf approved, issuance of a Land Use Change Permit based on demonstration of
compliance with any conditions of approval.

PROJECT NARRATIVE
PIPE MANIFOLD SPECIALISTS, LLC, OWNER

Pipe Manifold Specialist, LLC, purchased this 4-acre parcel located at3131 Highway 13,
just north of Rifle to be used by its business. The property is zoned "R" for resource lands and
falls into the gentle slopes and valley floor (RLGS) classification of the Garfield Land Use and
Development Code (LUDC). Right now the property is being used for residential use approved
by the "R" zoning.
The property may also be used as a contractors yard, small by Administrative Review
according to table 3-403 of the LUDC. Pipe Manifold Specialists, LLC would like to put a 60''W
x 100'L steel building on the property to use as the contractors yard, small. Pipe Manifold
Specialist, LLC is a small service company that consists of three pickup trucks, each with an
enclosed trailer that carries a machine to couple gas pipes in the oil fields. This steel building
(contractors yard, small) would provide enough room to pull all three units into the building at
the same time to house and do maintenance on its equipment. Since Pipe Manifold Specialists,
LLC is a service company, it does not have delivery or pickup services like a wholesale business.
The three pickups and trailers leaving each workday morning at approximately 7:00 a.m. and
returning at approximately 5:00 p.m. would be the only traffic involved in the contractors yard,
small operation of business. There will not be any employees left at this location other than the
times mentioned above.
Sitc plan shows proposed building with access, parking, drainage and the required
setbacks. The contractors yard, small being a maintenance free steel building will be an
attractive addition to the property values of this property and surrounding properties in the
future.

house with additional outbuildings (barns or storage buildings). The property to the west
is vacant land. The property to the east across Highway 13 is mostly open with only a
few sheds or small buildings.
2) Site Features:
Answer: The site plan shows a stream (Government Creek) running through the middle
ofthe property and shows access, topography and drainage for the contractors yard,
small.
3) Soil Characteristrcs:
Answer: Since the proposed contractors yard, small is the inside of a steel building with

Sergio - Thank you for talking to me on Wednesday and discussing access options for your property on 3131
Highway 13. As we discussed, this portion of the highway has an access control plan on SH 13. it that was
signed by City of Rifle, Garfield County and CDOT on where access will be allowed on SH 13. The plan
shows that you will share your access with your neighbor (Access Point #84) to the south (see ACP map).
I propose to allow you to have a temporary use the access to the north (Access Point #64) and provide with the
requirement of an easement to the landowner to the south. Once the landowner to the south redevelops, the
