The approximately 4 acre parcel currently has a manufactured home on the property. The applicant is proposing to use the facility to store pipe in association with his business and would also like to build a structure on site. Staff understands employees will access the site in the morning and bring equipment back in the evening, with no staff stationed on-site throughout the day. The applicant proposes to construct a structure on the property in conjunction with the Contractor's Yard. Staff understands that there is a well on the site, but it is unclear what the status of the well is on the property. Staff recommends that the applicant contact Dwight Whitehead with the Division of Water Resources at 970-945-5665 to get further information on the well permit. If the applicant does not adequately demonstrate that the facility will be unmanned, a demonstration of legal, adequate, and physical water shall be required. There is no issued OWTS permit for the property. If the applicant would like to include a bathro om in the structure and/or if it cannot be demonstrated that the facility will be unmanned, the applicant will need to provide a Wastewater Management Plan. The Contractrfr¿s Yard requires tlrat tlre applicant access directly orrtr: State Highway 13. Staff recommends that the applicant contact Dan Roussin at 970-683-6284 to discuss CDOT accessing requirements. The property is bi-sected by a creek. The applicant is advised of the 35-foot waterbody setback that is required by the Land Use and Development Code and the project should demonstrate compliance with this setback. Additionally, the applicant should demonstrate that the proposed structure is located outside of the floodplain. The applicant should respond to all applicable standards as outlined in Section 7, Divisions L-3 and Section 7-LOOL (lndustrial Use), including a demonstration of compliance with the industrial setbacks of 100 feet from adjacent residential properties as well as concealing/screening. The property is zoned "R" for resource lands and falls into the gentle slopes and valley floor (RLGS) classification of the Garfield Land Use and Development Code (LUDC). Right now the property is being used for residential use approved by the "R" zoning. The property may also be used as a contractors yard, small by Administrative Review according to table 3-403 of the LUDC. Pipe Manifold Specialists, LLC would like to put a 60''W x 100'L steel building on the property to use as the contractors yard, small. Pipe Manifold Specialist, LLC is a small service company that consists of three pickup trucks, each with an enclosed trailer that carries a machine to couple gas pipes in the oil fields.
