Subject: Panorama Ranches Lot 13
Good morning Dave and Glenn. As the HOA Board's consultant to the Architectural Control Authority (ACA),
the purpose of this email is to report to you the progress that has been made regarding the proposed
development for Lot 13, owner Martin White. The ACA and the HOA Board met on site last Friday, September
7, to review the proposed development, consider the flagged property boundaries, flag poles, model, plan set,
and exterior materials and colors. Several neighbors were in attendance as was the contractor, Mr. White and
myself.
The Board and the ACA considered the proposed location of the home and the topography. They also
discussed the County's requirement to submit a plat amendment application in order for the house to be built
in the proposed location given the equestrian easement. And the fact that the County has issued a Stop Work
Order.
Mr. White requested the ACA to approve his project as proposed with the condition that he pursue the plat
amendment. In addition, Mr. White asked the ACA and the Board to consider supporting his effort to get his
project moving along while he pursued the plat amendment rather than holding up the project until the plat
amendment was approved and an amended plat recorded.
The ACA considered Mr. White's request and approved his project with the condition that he must meet all
County requirements to amend the plat and record the amended plat. Mr. White must provided a copy of the
amended plat to the ACA once recorded.
Subsequent to that meeting, the HOA Board approved Mr. White's request to allow him to request the County
lift the Stop Work Order and let him proceed with construction while at the same time pursue his plat
amendment submittal
The HOA Board and the ACA realize that their recent decisions do not negate any neighbor from seeking an
appeal of the ACA decision per Section 14 of the CC&Rs. Or prevent anyone noticed of this amended plat
application from addressing their concerns via the County's review process. The ACA and the HOA Board
understand that Mr. White, if he elects to start construction prior to recordation of an amended plat, does so
at his own risk.
The HOA Board wants to make sure that they are notified via the public notice requirement of the submitted
