Hi Dave: Thanks for the update on Gianinetti. Yes, my understanding is the facilities will be used for wedding type
assemblies. Fire District will be a referral on the Land Use Change Permit applications. They are basically complete at
this time and will be scheduled about 30 days out from when I get back. Traffic impact fees would be a good staff
meeting conversation, as I don't think we've resolved that one. Hope my brief comments help a little. Have a great trip,

Hope you are enjoying New Orleans!
Sorry to bother you, but I am currently reviewing plans for a new pole barn on Gianinetti's property over in Carbondale.
This barn is located adjacent to an existing building and it looks as though it may be within (or at least close to) the
floodplain. Andy said that you are currently working with Mark Chain on a Land Use Change Permit for this property and
may be familiar with the potential requirements for a floodplain development permit.
Additionally, per Andy's description of this LUCP attempting to bring Gianinetti's into compliance with their wedding
ventures on this land, I also should ask about applicability of the following:
a. Do you know if this building will be used for commercial purposes?
b. Are there Road Impact Fees associated with this building's intended usage?
c. Will local Fire District review of this building be required?
If you have time to shoot me an email to let me know if it's appropriate to request a floodplain location on the site plan
(provided by Boundaries Unlimited) for this project, I'd greatly appreciate it. Again, sorry for bothering you, but won't
see you here in the office until next Monday.

After initial building plan review, the following items are either missing, require additional clarification,
or otherwise need to be addressed prior to issuance of a Building Permit:
Proposed Use of Facility:
There is no indication on the Building Permit application or submitted drawings that building is intended
for use as a community meeting facility or event center. If building is intended for public use, this needs
to be clearly stated in the application for Building Permit and illustrated as such on drawings. With its
apparent intended use, the building must comply with the commercial building code (2015 I.B.C.)
Architect Stamp on Drawings:
Per Colorado State Statutes, buildings with greater than 10 occupants must be wet -sealed by a Colorado
licensed Architect — in addition to a Professional Engineer's wet seal for structural design (already on the
drawings). If restrooms or other interior spaces, partitions or uses are intended for this building, these
must be illustrated on Building Permit drawings including insulation & heating if applicable. Egress and
accessibility requirements must also be addressed.
Septic System Permit:
If restrooms are to be included in the facility, the Applicant also needs to apply for a Septic System
Permit at the time of Building Permit application. If an Engineered system, design criteria needs to be
submitted to the Building Dept. at time of permit application, as well as final Engineer's installation
report prior to final building inspection & certificate of occupancy.
Floodplain Development Permit:
The proposed building (as well as proposed septic system) is clearly located in the 100 -year floodplain
and/or within the required 35 -foot setback from high water mark from adjacent water bodies. As such,
the building permit cannot be issued prior to issuance of a Floodplain Development Permit for these
proposed improvements.
Land Use Change Permit:
Prior to issuance of the Building Permit, a Land Use Change Permit must be issued by Garfield County's
Community Development Dept.
*Note: Plans will be held in our "Pending Projects" file until the above items have been addressed.
Additional Items for Discussion include the following —
Fire District Requirements:
Building Dept. approval of the Building Permit will be contingent on compliance with local Fire District
review and I.F.C. requirements. Final building inspection & certificate of occupancy will require final
approval & sign -off from Fire District.

Here's the Memo I had previously emailed to Bruce Lewis & Mark Chain (May 2, 2018) with additional items required in
order for us to finalize review of the Building & Septic permits for your project. Once we have received all of this
supplemental information, we should be able to finalize our Building Dept. plan review, but we cannot issue a
building/septic permit until the pending Land Use Change Permit has been issued by the Planning Dept.

We recently received a copy of plans prepared by your office for the Gianinetti Event Center located at 343 County Road
166 in Carbondale.
Unfortunately, these plans don't make direct reference to plans we had previously received for the pole barn structure
as designed by Steel Structures America. We assume that your plans are derived from that pole barn structure? Please
verify the source of your layout information and provide us with additional information which ties together your plans
with the aforementioned structural layout plans. Also please illustrate pertinent structural layout dimensions, posts, etc.
as shown on these structural plans.
You may not be have received a copy of our previous supplemental information request originally forwarded to Bruce
Lewis and Mark Chain on May 2, and I have attached a copy of that Memo to this email. In that Memo the Building Dept.
informed the Owner's consultants that before we can process the building permit application for this structure, there
are a number of outstanding items yet to be addressed — not least of which includes a set of plans wet -stamped by a
Colorado licensed Architect (per Colorado state statutes) because this building is considered a commercial building and
will be reviewed under the 2015 I.B.C.
Even after considering the addition of your floor layout plan, there remains a significant number of missing information
that will prevent us from finalizing our plan review and issuing a building permit for this project. These items include the
following:
• Site Plan including parking, walkways & accessibility features
• Building Code Review/Summary including occupancy classification(s), construction type, means of egress/exits,
and fire sprinkler system requirements (including local fire district review)
• Specifications and/or detailing of walls, foundations, floors, ceilings
• Insulation specifications at thermal envelope surrounding interior heated spaces
• Windows & doors specifications
• Heating sources & equipment for interior heated spaces
• Accessibility requirements for site access and within building: egress, bathrooms, etc. per Chapter I.B.C., Chapter
11 and ICC/ANSI A117.1-2009
• Septic Permit — Engineered system may be required
Please refer to the attached "Commercial Building Permit" application checklist for additional items and greater
description of the above items.

COMMERCIAL OR MULTI -FAMILY BUILDING PERMIT APPLICATION CHECKLIST
In order to understand the scope of work intended and to expedite the issuance of a permit, it is
important that complete information be provided. Please review this document to determine if you have
adequate information to design your project and to facilitate a plan review. All applications are required to
be submitted in person.
APPLICATION FORM: Please make sure the following information is provided on the application.
• Parcel number obtained from the County Assessor's Office.
• Job address (assigned physical address).
• Legal Description: block, lot, tract, subdivision, filing, or section, township and range.
• Owner's name, mailing address, phone, fax or cell.
• Contactors name, mailing address, phone, fax or cell.
• Architect and/or Engineer's name, mailing address, phone, fax or cell.
• Building size, height, number of stories, lot size.
• Use of building (Commercial).
• Class of Work (New, Addition, Alteration, Repair, Demo, Move/ Relocation).
• Detailed description of work.
• Type of heating (natural gas, propane, electric, other).
• Sewer system (Community or OWTS), also see other items below.
• Garage (Attached or Detached).
• Driveway permit (please see other items below).
• Valuation (labor and materials), see attached worksheet.
OTHER ITEMS:
• If you anticipate obtaining a water -tap from the City of Rifle, please provide a letter indicating that
the City will provide water service. Required to submit building permit application.
• OWTS requires a septic permit application to be submitted with the building permit application.
• A separate electrical permit must be obtained from the State of Colorado Electrical Board.
• At the time of building permit submittal, you are required to show proof of legal and adequate
access to the site. This may include proof of right to use a private easement, County Road &
Bridge permit, or Colorado Department of Highway permit, including a Notice to Proceed. The
County Road & Bridge Department can be reached at 970-625-8601.
• If you anticipate excavating or grading prior to issuance of a building permit, you will be required
to obtain a separate grading permit.
• If you belong to a Homeowners Association it is your responsibility to obtain written approval, if
required.
• Provide copies of any Resolutions and/or Land Use Permits associated with this property.
• Projects with more than 10 occupants require plans sealed by a Colorado Licensed Design
Professional. Occupant Toad shall be calculated by IBC Table 1004.1.
• A Colorado State Licensed Electrician and Plumber must perform installation and hook-ups.
BUILDING PLANS: 2 sets of plans must be submitted. Plans must be 18"x24" minimum size, complete,
identical, legible and to scale. Certain projects may also require a third copy of the plans be submitted to
the local Fire District for review prior to permit issuance. All plans will be checked at the counter for
completeness. If any of the required information is missing, the building permit application cannot be
accepted.
SITE PLAN: Please make sure the following information is provided on the site plan.
• Property address/legal description.
• North Arrow and Scale on each page.
• Show all property Tines, building envelopes, flood plain and easements.
• Provide setback distances from boundaries, buildings, septic, well and waterways.
• Location and direction of the county or private road and driveway accessing the property.
• Proposed and existing structures. Include sheds, barns, decks, patios and any other buildings.
• Existing and proposed grade, positive drainage around structure (to be contained on site).
• Streams, rivers, creeks, springs, ponds and ditches.
• Existing and proposed wells, septic tanks, leach fields, and other systems (if applicable).
• Retaining walls (engineer stamped detail required for walls over 4 ft., measured from bottom of
footing to top of wall).
NOTE: Any site plan depicting the placement of any portion of the structure within 50 feet of a property
line or not within an established building envelope shall be prepared, stamped and signed by a licensed
surveyor. For structures to be built within a building envelope, provide a copy of the recorded subdivision
final plat with the proposed structure located in the building envelope.
COVER SHEET:
• Project identification.
• Project address and/or legal description.
• Design specifications to include building use and occupancy classification, type of construction,
building height and area calculations, occupant load, and fire sprinkler systems.
ARCHITECTURAL PLANS: Please provide the following information on the architectural plans.
• Per C.R.S. 12-4-112; Structures designed with an occupant load exceeding 10 require Colorado
State Licensed Design Professional stamped plans.
• Minimum of 4 elevations (N,S,E,W).
• Floor plans for each level, including dimensions and scale noted.
• Clearly label each room or space (office, storage, mechanical, elevator, etc).
• Wall types; clearly labeled and referenced. Identify all fire resistive wall construction.
• Construction details for all fire resistive elements referenced on floor plans and cross sections.
Include wall, floor/ceiling, roof/ceiling, shaft wall assemblies and structural frame. Provide the fire
resistive listing number referenced on each assembly detail. (ex. UL P123)
• Window and door sizes, types and operation and direction of swing noted on the floor plan.
• Specify roof slope/pitch, roof covering and siding materials.
• Energy design specifications/details for R -values, U -factors and SHGC's per IECC.
• Stair and guard details specifying rise, run, height and spacing.
• Accessibility; show compliance with accessibility requirements for all elements of the building per
IBC, Chapter 11 and ICC/ANSI A 117.1, ADA, FHA, and UFAS.
STRUCTURAL PLANS: Please provide the following information on the structural plans.
• Per C.R.S. 12-4-112; Structures designed with an occupant load exceeding 10 require Colorado
State Licensed Engineer stamped plans.
• Engineered foundation design per soils report. Geotechnical report referenced.
• Design specifications to include roof and deck snow load, wind and seismic design and frost
depth.
• Foundation plan showing complete footing and foundation dimensions.
• Footing and foundation details specifying reinforcement referenced on plans.
• Framing plans for each floor level and roof. All beams, columns, joists, rafters, trusses and all
live/dead loads specified.
• Framing /connection details referenced on plans.
• Pre -manufactured structures require an engineer's stamp, signature and date.
MECHANICAL PLANS: Please provide the following information on the mechanical plans.
• Per C.R.S. 12-4-112; Structures designed with an occupant load exceeding 10 require Colorado
State Licensed Engineer stamped plans.
• Energy design calculations and details verifying compliance with the 2009 IECC.
• Floor plans for each level showing size, location and materials of all ductwork, plenums, return
and outside air intake registers.
• Size and location of all combustion air ductwork and openings.
• Size, type and termination of all gas appliance flues and vents.
• Location of all fire and combination smoke/fire dampers.
• Equipment schedule for all mechanical equipment (boiler, furnace, exhaust fans, etc.).
• Commercial kitchen hood location, hood and duct sizes, CFM calculations.
PLUMBING PLANS: Please provide the following information on the plumbing plans.
• Per C.R.S. 12-4-112; Structures designed with an occupant load exceeding 10 require Colorado
State Licensed Engineer stamped plans.
• Floor plans for each level showing DWV layout and sizing, materials, slope and sewer location.
• Water piping materials, length and size of pipe, water meter location, fixture unit demands,
location and type of backflow prevention devices.
• Gas piping materials, length and size of pipe, gas meter location and BTU/hour demands.
• Additional piping plans for roof/deck drains, condensate, medical gas, etc.
• Plumbing fixture schedule for all plumbing equipment.
• Commercial kitchen plumbing fixtures, food preparation equipment, grease interceptors, etc.
ELECTRICAL PLANS: Please provide the following information on the electrical plans.
• Per C.R.S. 12-4-112; Structures designed with an occupant load exceeding 10 require Colorado
State Licensed Engineer stamped plans.
• Floor plans for each level showing location of lighting fixtures, switches, receptacles, emergency
exit signs and lighting and panel location.
• Diagram showing service entrance, conduit/wire size, main disconnect size, grounding
electrode/conductor size, feeder conduit/wire size, transformers and generators.
• Panel schedule showing bus/breaker sizes, circuit description, voltage, phase, amperage, etc.

Bill:
Have you been contacted about the Gianinetti family's new "Event Center" building? Plans have been submitted to our
office, and although it's gotten a little bogged down with land use approvals, the building permit is coming back on the
front burner.
The new pole barn structure is a little over 5,000 SF in size and is to be located on their property at343 County Road 166.
Although we are still awaiting final plans & details to be submitted to our office, the building will serve as a "community
hall" (including public restrooms) and appears to be Occupancy Group A-3, Type V -B construction. The 5,000 SF size puts
it below the allowed 7,500 max. floor area per IFC, Section 903.2, Table A. Preliminary estimated occupant load — using
15 SF factor places overall occupant load below the 300 occupants threshold (per IBC, Section 903.2.1.3), so it doesn't
appear to require sprinklers from a building code perspective.
Although I previously informed Mark Chain —Gianinetti's planning consultant — that local fire district approval would be
required, I thought it would be good to reach out to you for your thoughts about fire sprinkler requirements and any
other issues. Andy & I are going to be meeting with Mark & Ernie Gianinetti this afternoon, so if you have any thoughts
about this building feel free to give me a call or send an email.

We are finalizing our review of plans prepared by your office for the Gianinetti Event Center located at 343 County Road
166 in Carbondale. We appreciate your building code analysis and related information regarding commercial use of this
structure, but there are still some items lacking from these plans which prevent us from completing our review of this
commercial use building. Several of these items were described in a prior Memo sent to the Owner's consultants — Mark
Chain and Bruce Lewis — dated May 2 and others were addressed in a June 12 letter sent to another Architect who was
previously involved in this project.
More specifically, before we can finalize our review and process the building permit application for this structure we
need to receive additional information regarding the following:
• Accessible Bathrooms — As shown on current plans, the bathrooms do not appear to comply with minimum
clearances for a wheelchair turning space into the accessible WC compartments per ICC/A117.1-2009 Sections
603.2 and 304 (see attached PDF) which requires either: (a) 60" turning radius, or (b) 60" T -turn space. Please
review and verify compliance.
• Storage Room — Plans indicate that the storage room accessed from the exterior and located adjacent to the
women's dressing room is occupancy group 5-1 which requires a 2 -hour fire partition between the storage room
and the adjacent A-2 occupancy (per IBC, Table 508.4). Unless there is a specific reason for the S-1 designation,
it appears that this storage room could perhaps be considered as S-2 occupancy (with 1 -hour fire partition) or
even an accessory use to A-2. Please clarify and/or provide any necessary supplemental information or revisions
to our office concerning this issue.
• Specifications and/or Detailing — Including walls, foundations, floors, ceilings and insulation at thermal envelope
surrounding interior heated spaces. At least one Building Section needs to be submitted with information
illustrating basic requirements described above and also including a description of exterior siding and roofing,
which are not illustrated or specified in the current set of plans.
• Window & Door Specifications — Sizes, hardware & thermal performance characteristics.
• Heating and Ventilation Systems — Commercial buildings built in Colorado typically require Engineering of
mechanical and plumbing systems. On this particular project, at a minimum we will need to see a descriptive of
the proposed mechanical & plumbing systems proposed for use in this building. Simply noting that M/P systems
are to be with a "design/build" approach is not acceptable by the Building Dept. for a commercial building. As
part of this description, please identify how all plumbing fixtures within the building will be insulated and heated
to avoid potential freezing.
Please submit supplemental information and/or drawings regarding these items to our office at your earliest
opportunity so we can complete our review and be ready to issue the building permit once all outstanding land use
permit conditions have been met. We appreciate your attention to this matter.

ICC A117.1-2009 COMMENTARY Chapter 6. Plumbing Elements and Facilities
603.2 Clearances.
The intent of the clearance requirements is to assure that a
person using a wheelchair can enter the room, close the
door, access the fixtures and exit the room.
It is important to understand that the clear floor space, or
location where a wheelchair would sit when using a fixture,
is permitted to overlap. However, the fixture itself cannot.
overlap the clear floor space of another (Section 301.2, .
603.2.2 and 604.3.3). The most common mistake in public.
single user toilet rooms is to locate the lavatory adjacent to
the water closet and over the water closetclear floor space.
With the lavatory at this location the clear floor space
required for a side transfer to the water closet is not avail-
able. Because the clear floor space at fixtures and the turn-
ing space are permitted to overlap, portions of the turning
space may extend underneath the lavatory (see commen-
tary, Section 604.3.3 and Commentary Figure C603.2).
Floor drains located in front of accessible plumbing .fix-
tures can create slopes that cause undesired movement of a
wheelchair or walking aid when using plumbing fixtures
(see Section 305.2). If a room floor drain is provided, when
designers are choosing the location, they should consider
clear floor spaces and circulation routes within the room.
603.2.1 Turning Space. A turning space complying
with Section 304 shall be provided within the room. The
required turning space shall not be provided within a toi-
let compartment.
❖ A 60 -inch (1525 mm) turning circle or a 60 -inch (1525
mm) T -turn space is required within the bathing room or
toilet room. This ensures that persons using the room can
turn to address each fixture or operable part they may need
to access. These turning spaces can use knee and toe clear-
ances under the lavatory or toe clearance at the water closet
as indicated in Section 304.3.
In multistall bathrooms, the only turning space provided
within the room should not be within the accessible stall. If
someone enters the room and the accessible stall is occu-
pied, they may need to turn around and leave. It is permit-
ted for there to be a turning space both within the room and
inside and outside the stall.

603.2.2 Door Swing. Doors shall not swing into the
clear floor space or clearance for any fixture.
EXCEPTIONS:
1. Doors to a toilet or bathing room for a single
occupant, accessed only through a private
office and not for common use or public use
shall be permitted to swing into the clear floor
space, provided the swing of the door can be
reversed to comply with Section 603.2.2.
2. Where the room is for individual use and a clear
floor space complying with Section 305.3 is pro-
vided within the room beyond the arc of the
door swing, the door shall not be required to
comply with Section 603.2.2.
In a multiuser bathroom, the locations where a person in a
wheelchair may be sitting to use a fixture must be out of the
swing of the door. This is to prevent the wheelchair from
being struck when others leave or enter the room. Although
not the best design alternative, the door may swing over the
turning space within the room. The turning space is part of
the accessible route, not a clear floor or ground space for a
fixture.
The intent of Exception 1 is to allow for bathrooms
accessed only through a private office to have some items
readily adaptable. Either the door can swing into the room if
a 30 -inch by 48 -inch (760 by 1220 min) clear floor space
will be available after the room is modified (Exception 2), or
the door must be reversible to swing out of the room. In
either case, the room must be sized so that it can be made
accessible.
A "bathroom for individual use" refers to a bathroom for
private use by one individual at a time (single -occupant
bathrooms with a water closet and lavatory) or in bathrooms
provided for an individual who may need assistance ("fam-
ily" or "assisted use" bathrooms). The door may encroach
on all fixture -clear floor spaces in the bathroom because it is
assumed that no one else will be using the fixtures as the
door is being opened. However, a fixture cannot overlap the
maneuvering space required for the door to the room. The
30 -inch by 48 -inch (760 by 1220 mm) clear floor space is
required to be beyond the arc of the door swing to ensure that
the person using the wheelchair is positioned to be able to
enter the room and close the door. When a door opens into a
bathroom, sufficient maneuvering space must be provided
within the room for a person using a wheelchair to enter,
close the door, use the fixtures, reopen the door and exit
without undue difficulty (see Commentary Figure
C603.2.3).
603.3 Mirrors. Where mirrors are located above lavato-
ries, a mirror shall be located over the accessible lava-
tory and shall be mounted with the bottom edge of the
reflecting surface 40 inches (1015 mm) maximum
above the floor. Where mirrors are located above coun-
ters that do not contain lavatories, the mirror shall be
mounted with the bottom edge of the reflecting surface
40 inches (1015 mm) maximum above the floor.
EXCEPTION: Other than within Accessible dwelling
or sleeping units, mirrors are not required over the
lavatories or counters if a mirror is located within the

same toilet or bathing room and mounted with the
bottom edge of the reflecting surface 35 inches (890
mm) maximum above the floor.
+ The normal eye level of a person using a wheelchair, 43
inches to 51 inches (1090 to 1295 mm), provides an angle of
incidence sufficient for reflection from a mirror with a max-
imum bottom edge of 40 inches (1015 mm) above the floor
to have an adequate field of view to accomplish the desired
activities while allowing for clearance over the backsplash
on the lavatory or counter [see Commentary Figure
C102(a)].
If mirrors are to be used by both ambulatory people and
wheelchair users, design standards recommend that the top
most edge be at a minimum 74 -inch (1880 mm) height. It
would typically be considered best design practice to make
the mirror over the accessible lavatory the accessible mirror,
but a mirror in another location within the room, maybe
even a full length mirror, would accommodate all people,
including children. If a mirror is not located over the acces-
sible lavatory or a counter, but in another location in the
space, the bottom edge can be at a minimum of 35 inches
(890 mm) above the floor because the lavatory or counter is
not in conflict with the bottom edge of the mirror.
603.4 Coat Hooks and Shelves. Coat hooks shall be
located within one of the reach ranges specified in Sec-
tion 308. Shelves shall be 40 inches (1015 mm) mini-
mum and 48 inches (1220 mm) maximum above the
floor.
The provisions for coat hooks and shelves within accessi-
ble toilet rooms are consistent with those provisions for
wheelchair and ambulatory accessible stalls in Section
604.8. These items are not required, but to provide equal
access, if provided for general use, they should be installed
in an accessible location.
Note: In single -occupant toilet rooms, the door swing can
overlap fixture clearances if wheelchair space is available
beyond the arc of the door swing.

303 Changes in Level
303.1 General. Changes in level in floor surfaces shall
comply with Section 303.
•:° As used in the standard, a change in level is a change in the
elevation of a walking surface. Typical examples would be
a change in Floor surface from tile to carpet or door thresh-
olds.
303.2 Vertical. Changes in level of 1/4 inch (6.4 mm)
maximum in height shall be permitted to be vertical.
Abrupt changes in elevation can create a significant barrier
for a person using a wheelchair because of the small caster
wheels on the wheelchair. Changes in elevation up to 1/4
inch (6 mm) can be negotiated by a person using a wheel-
chair with minimal difficulty and do not present an unrea-
sonable tripping hazard. The standard permits a vertical
edge at the level change and does not require a beveled or
special edge treatment (see Figure 303.2).

303.3 Beveled. Changes in level greater than 1J,, inch
(6.4 mm) in height and not more than 1/2 inch (13 mm)
maximum in height shall be beveled with a slope not
steeper than 1:2.
Changes in elevation between '/4 inch and '12 inch (6.4 mm
and 13 nun) cannot be as easily negotiated by a wheelchair.
They create edges on the accessible route surface that can
"catch" the small caster wheels on a wheelchair. Addition-
ally, they present a greater potential tripping hazard because
of the increased likelihood of a crutch tip or toe of a shoe
catching the edge. For changes in elevation in this range, it
is preferable that the entire edge be beveled as shown in Fig-
ure 303.3(b) of the standard. However, by combining the
provisions of Sections 303.2 and 303.3, it could be accept-
able to bevel only the portion that is over '14 inch (6.4 mm)
in height [see Figure 303.3(a)]. This permits the bottom '/4

inch (6.4 Trim) of the edge created by the elevation change to
be an abrupt vertical change and requires the remainder of
the edge between '14 inch (6.4 mm) and `/ inch (13 mm) to
be sloped or beveled at a slope no steeper than 1 unit verti-
cal to 2 units horizontal (50 -percent slope). This is signifi-
cantly steeper than is allowed for a ramp but is adequate for
the limited rise. However, in no case may the combined
changes in level exceed 1/2 inch (13 mm).

304 Turning Space
304.1 General. A turning space shall comply with Sec-
tion 304.
This section provides the requirements for a space that will
peuuiit a person using a wheelchair, scooter or other walk-
ing aid to turn and change directions along their route of
travel. The standard specifies where the turning space is
actually required (see Sections 603.2.1, 612.3, 803.2,
807.2, 1002.3.2, 1003.3.2, 1102.3, 1105.5, 1108.4.3.1 and
1110.1 and see Commentary Figure C304.1).

304.2 Floor Surface. Floor surfaces of a turning space
shall comply with Section 302. Changes in level are not
permitted within tho turning space.
EXCEPTION: Slopes not steeper than 1:48 shall be
permitted.
❖ Any type of cross slope steeper than 1:48 on the surface of
a turning space can cause considerable difficulty in maneu-
vering or propelling a wheelchair in a straight line. The
1:48 slope is for allowances to slope surfaces to drain or
for material tolerances. For ease of use, abrupt changes in
elevation (e.g., such as a change in flooring or a threshold)
within the turning space should be avoided; however, if
they are present, they must be limited to '/2 inch (13 mm)
or less in accordance with Section 303. This is not intended
to prohibit tile grout lines or rounded edges on wood deck
boards. The reference to Section 302 would require the
turning space to have a stable and firm surface.
304.3 Size. Turning spaces shall comply with Section
304.3.1 or 304.3.2.
❖ This section simply refers to both the circular space and the
T-shaped space as acceptable methods for providing a
turning space. The specific requirements for these two
methods are found in Sections 304.3.1 and 304.3.2.

304.3.1 Circular Space. The turning space shall be a
circular space with a 60 -inch (1525 mm) minimum
diameter. The turning space shall be permitted to
include knee and toe clearance complying with Section
306.
❖ This section specifics a minimum space of 60 inches (1525
mm) diameter for a pivoting 180 -degree (3.14 rad) turn of
a wheelchair. This space is adequate for turning around,
but many people are not able to turn without repeated tries
and bumping into surrounding objects [see Commentary
Figure C304.3.1(a)].

To make a turn, both wheels are simultaneously turned
in opposing directions within a 60 -inch (1525 mm) diame-
ter. For electrically powered wheelchairs, coordination of
this opposing wheel rotation, coupled with the longer
wheel base typical of powered chairs, makes the full turn-
ing space even more critical compared to a smaller, manu-
ally operated wheelchair.
The standard does permit objects such as lavatories,
drinking fountains or any other item to encroach into the
60 -inch -diameter (1525 mm) circle provided the knee and
toe clearances beneath such objects comply with Section
306 of the standard. See Section 306 for additional details
and discussion. This will mean that when properly located,
the space under an element may be usable when malting a
turn. While not specified, good design would have the cir-
cular turning space only rely on knee and/or toe clearance
on one side of the circle, similar to the T -turn. Obstructions
on more than one side would make turning more difficult,
if not impossible [see Commentary Figure C304.3.1(b)].

The layout of the T and the approach to it may be made
from either direction on the arm or from the base. This type
of turning space is commonly used at intersections of
accessihle routes or within rooms or areas where cabinets
or counters may be located in the spaces adjacent to the T
[see Commentary Figure C304.3.2(a)]. As discussed in the
commentary to Section 304.3.1, the T-shaped space may
include knee and toe clearances beneath an object on one
leg of the T as long as the knee and toe clearances are in
compliance with Section 306. See Section 306 for addi-
tional details and discussion [see Commentary Figure
C304.3 .2(b)].

I just wanted to double -back with you on Gianinetti's new barn and event center. It finally appears as though their land
use change permit is nearing completion which will allow us, in turn, to finally issue a building permit. My recollection is
that the last time we talked you had an upcoming meeting scheduled with Ernie at the site.
As described in my 6/26/18 email to you, the 5,040 SF size and occupant load of < 300 for the A-2 Assembly occupancy
doesn't seem to warrant inclusion of fire sprinklers. Have you also reached this same conclusion?
Our building permit approvals we will include our typical condition of permit requiring sign -off from the local fire district
prior to final building inspection & certificate of occupancy.
Please let me know if you have any other concerns about this project.

There are a few items that I need to get from you as I button up the Gianinetti Event Center building permit including:
1. Land Use Change Permit Number – Can you provide me with the GAPA number so I can reference in my
Conditions of Permit?
2. Floodplain Development Permit Number – Also need the reference number for this permit.
3. Driveway Permit – Does this need to be completed by Applicant, or has Road & Bridge Dept. already signed off
on the road access issues?
4. Soils Report – Do we have a copy of a soils report as part of the LUCP application materials? If so, can you
provide me with a link to PDF so that I don't have to dig through the land use application?

Hi Mark: This email is to advise you that all conditions of approval contained in Resolution No. 2018-37, required prior
to issuance of the Gianinetti Land Use Change Permit, have been met. The conditions have been satisfied by additional
technical reports from Bruce Lewis, Engineer for the project, your Response Memo and attachments, and supplemental
submittals including edits to the Noise Mitigation Procedures and Operational Policies.
As noted in our phone conversation and your response memo other operational conditions will require ongoing
compliance. In regard to the Weed Management Plan, approval of the plan and timing shall still be required by Steve
Anthony, County Weed Manager. Thank you for Weed Management Concept document. I have briefly reviewed the
document with Steve Anthony and additional details and timing are needed. We would like to wrap up this remaining
operational condition as soon as possible and anticipate a response memo from Steve Anthony in the near future.
As directed by Sheryl Bower, Director of the Community Development Document, the Land Use Change Permit will be
added to the Board of County Commissioner's next available consent agenda, on November 3, 2018 for signature by the
Chairman. Given that all conditions required prior to issuance of the permit have been met, Sheryl has approved the
issuance of the Building Permit for the Community Meeting Event Barn at this time. This has been communicated to the
Building Department and we have provided them copies of relevant documents including your floodplain permit and
elevation certificate. You will receive a call from the Building Department as soon as the permit is ready to pick up.

Hi Dave,
I was talking to the general contractor for the Gianinetti Event Center about fire alarm requirements and I would like to
clarify item #4 of the Conditions of Permit. Based on the email below it is my understanding that it would be an
Occupancy Group A-3. Conditions of Permit, Item #4 indicates an Occupancy Group A-2 with construction Type V -B
(non-sprinklered). I think this is mostly technical but Item #4 may be contradictory based upon the occupant load. I
think that A-3 is appropriate and consistent with IBC Section 303.4 as a "Community hall".

Have you been contacted about the Gianinetti family's new "Event Center" building? Plans have been submitted to our
office, and although it's gotten a little bogged down with land use approvals, the building permit is coming back on the
front burner.
The new pole barn structure is a little over 5,000 SF in size and is to be located on their property at343 County Road 166.
Although we are still awaiting final plans & details to be submitted to our office, the building will serve as a "community

The A-2 Occupancy Group comes from plans submitted by the Architect, Rob Claussen (The Drawing Board), and that's
why it is listed as such on our Conditions for Permit. A-2 also aligns with the IBC Occupancy classification for "Banquet
Halls" and "... Similar Dining Facilities"(see attached). Is there a difference from a Fire Code perspective between the A-2
vs. A-3 Occupancy classification or is it really more semantics?

CHAPTER 3
USE AND OCCUPANCY CLASSIFICATION

SECTION 301
GENERAL
301.1 Scope. The provisions of this chapter shall control the
classification of all buildings and structures as to use and
occupancy.
SECTION 302
CLASSIFICATION
302.1 General. Structures or portions of structures shall be
classified with respect to occupancy in one or more of the
groups listed in this section. A room or space that is intended
to be occupied at different times for different purposes shall
comply with all of the requirements that are applicable to
each of the purposes for which the room or space will be
occupied. Structures with multiple occupancies or uses shall
comply with Section 508. Where a structure is proposed for a
purpose that is not specifically provided for in this code, such
structure shall be classified in the group that the occupancy
most nearly resembles, according to the fire safety and rela-
tive hazard involved.
1. Assembly (see Section 303): Groups A-1, A-2, A-3,
A-4 and A-5.
2. Business (see Section 304): Group B.
3. Educational (see Section 305): Group E.
4. Factory and Industrial (see Section 306): Groups F-1
and F-2.
5. High Hazard (see Section 307): Groups H-1, H-2, H-3,
H-4 and H-5.
6. Institutional (see Section 308): Groups I-1, I-2, I-3
and I-4.
7. Mercantile (see Section 309): Group M.
8. Residential (see Section 310): Groups R-1, R-2, R-3
and R-4.
9. Storage (see Section 311): Groups S-1 and S-2.
10. Utility and Miscellaneous (see Section 312): Group
U.
SECTION 303
ASSEMBLY GROUP A
303.1 Assembly Group A. Assembly Group A occupancy
includes, among others, the use of a building or structure, or a
portion thereof, for the gathering of persons for purposes such
as civic, social or religious functions; recreation, food or
drink consumption or awaiting transportation.
2015 INTERNATIONAL BUILDING CODE®
303.1.1 Small buildings and tenant spaces. A building or
tenant space used for assembly purposes with an occupant
load of less than 50 persons shall be classified as a Group
B occupancy.
303.1.2 Small assembly spaces. The following rooms and
spaces shall not be classified as Assembly occupancies:
1. A room or space used for assembly purposes with an
occupant load of less than 50 persons and accessory
to another occupancy shall be classified as a Group
B occupancy or as part of that occupancy.
2. A room or space used for assembly purposes that is
less than 750 square feet (70 m2) in area and acces-
sory to another occupancy shall be classified as a
Group B occupancy or as part of that occupancy.
303.1.3 Associated with Group E occupancies. A room
or space used for assembly purposes that is associated with
a Group E occupancy is not considered a separate occu-
pancy.
303.1.4 Accessory to places of religious worship.
Accessory religious educational rooms and religious audi-
toriums with occupant loads of less than 100 per room or
space are not considered separate occupancies.
303.2 Assembly Group A-1. Group A-1 occupancy includes
assembly uses, usually with fixed seating, intended for the
production and viewing of the performing arts or motion pic-
tures including, but not limited to:
Motion picture theaters
Symphony and concert halls
Television and radio studios admitting an audience
Theaters
303.3 Assembly Group A-2. Group A-2 occupancy includes
assembly uses intended for food and/or drink consumption
including, but not limited to:
*Banquet halls
Casinos (gaming areas)
Nightclubs
MO Restaurants, cafeterias and similar dining facilities
(including associated commercial kitchens)
Taverns and bars
303.4 Assembly Group A-3. Group A-3 occupancy includes
assembly uses intended for worship, recreation or amusement
and other assembly uses not classified elsewhere in Group A
including, but not limited to:
Amusement arcades
Art galleries
Bowling alleys
Community halls
