FROARING FORK j ENGINEERING 417 River's Bend Drive i Floodplain Development Permit 1.0 Summary The proposed development consists of the construction of a single-family home located on Lots 8 & 9 of the Aspen Glen subdivision located in Garfield County. This property is located within a Zone A4 Special Flood Hazard Area (SFHA). SFHA areas are defined as the area that have a one percent chance of being inundated by the annual chance flood. Zone A4 is defined as an area inundated by the 100 -year flood for which Base Flood Elevations (BFE) have been established. By using available Flood Rate Insurance Map (FIRM) and satellite imagery, a BFE of 6035.00 (NAVD 29) can be determined for the property. The proposed residence is a single -story residence as well as a detached garage. The finished floor elevation (FFE) of the main house is 6040.00 (NAVD 29), the garage will have a FFE of 6039.00 (NAVD 29). With the proposed FFE and the BFE, it can be determined that structures will be a minimum of four feet above the BFE. The site was graded for positive drainage around the house including swales to direct larger flows around the house. The lowest grade adjacent to the proposed enclosed structure is 6038.67 (NAVD 29). 2.0 County Floodplain Overlay Regulations The Garfield County Land Use and Development Code contains standards for a development within the floodplain and specify standards for development in each of the SFHA zones defined. Sections of code that apply are as follow, 301 B -G, 4-109, and 4-203. The standards laid out in these sections can be found in the following sections of this report. 2.1 Garfield County Land Use and Development Code 3-301 In the following section, lines from the Garfield County Land Use and Development Code are shown italicized, while an explanation of compliance is shown non -italic. 3-301 B. General Standards In the Floodplain Overlay, the following provisions are required for all New Construction and Substantial Improvements: 1. All New Construction or Substantial Improvements shall be designed (or modified) and adequately anchored to prevent flotation, collapse, or lateral movement of the structure resulting from hydrodynamic and hydrostatic loads, including the effects of buoyancy. The proposed residence will be constructed on a slab on grade located above the BFE. 2. All New Construction or Substantial Improvements shall be constructed by methods and practices that minimize flood damage. The site was designed to keep the FFE of the residence and the garage above the BFE. 3. All New Construction or Substantial Improvements shall be constructed with materials resistant to flood damage. 417 River's Bend Drive 1 Floodplain Development Permit The site was designed as to keep the structure out of the floodplain. No materials are proposed within a foot of the BFE. 4. All New Construction or Substantial Improvements shall be constructed with electrical, heating, ventilation, plumbing, and air conditioning equipment, and other service facilities that are designed and/or located so as to prevent water from entering into or accumulating within the components during conditions offlooding. All services will be placed adjacent to the structure to prevent floodwaters reaching these components. 5. All Manufactured Homes shall be installed using methods and practices which minimize flood damage. For the purposes of this requirement, Manufactured Homes must be elevated and anchored to resist floatation, collapse, or lateral movement. Methods of anchoring may include, but are not limited to, use of over -the -top or frame ties to ground anchors. This requirement is in addition to applicable State and local anchoring requirements for resisting wind forces. N/A 6. All new and replacement water supply systems shall be designed to minimize or eliminate infiltration offlood waters into the system. A water supply line will tie into and existing water main. At no point in the designed alignment of the water service, does the grade go below the established BFE. The line is designed to be watertight. 7. New and replacement sanitary sewage systems shall be designed to minimize or eliminate infiltration offlood waters into the system and discharge from the systems into flood waters. The proposed sanitary sewer service will tie into an existing sanitary stub -out from the existing main. At no point in the designed alignment of the sanitary sewer service, does the grade go below the established BFE. The line is designed to be watertight. 8. On-site waste disposal systems shall be located to avoid impairment to them or contamination from them during flooding. N/A 3-301 C. Specific Standards In the Floodplain Overlay, where BFE data has been provided, the following provisions are required: 1. Residential Construction. New Construction and Substantial Improvement of any residential structure shall have the Lowest Floor (including Basement), elevated to 1 foot above the BFE. A qualified professional engineer, architect, or land surveyor shall submit a certification to the Floodplain Administrator. The lowest FFE for the proposed development is 6039.00, four feet above the BFE of 6035.00. 417 River's Bend Drive 2 Floodplain Development Permit 3-301 D. Floodways N/A. Not located within a floodway. 3-301 E. Standards for Areas of Shallow Flooding N/A. Not located within an area of shallow flooding. 3-301 F. Properties Removed from the Floodplain by Fill N/A. Property not being removed from floodplain by fill. 3-301 G. Alteration of a Watercourse N/A. No watercourse will be disturbed. No ground will be disturbed below the BFE. 3-301 H. Standards for Critical Facilities N/A. This is a residential development. 2.2 Garfield County Land Use and Development Code 4-109 In the following section, lines from the Garfield County Land Use and Development Code are shown in italics, while an explanation of compliance is shown non -italic. 4-109. Development in the 100 year floodplain. 4-109A. Overview. Applications for development within the 100 year Floodplain must receive a Floodplain Development Permit prior to any development. Completed as part of this application process. 4-109B.Review Process. Development in the 100 -Year Floodplain shall be processed pursuant to section 4-103, Administrative Review. A Floodplain Development Permit shall be issued upon approval of the application. A floodplain development permit is currently under review by the county. 4-109C. Review Criteria. A Floodplain Development Permit may be issued by the Director or designated Floodplain Administrator if it is found that the application is in conformance with section 3-301, Floodplain Overlay Regulations, and upon weighing the following relevant factors: 1. The danger to life and property due to flooding or erosion damage. No work is proposed within or below the BFE of 6035.00. 2. The susceptibility of the proposed facility and its contents to flood damage and the effect of such damage on the individual owner. No construction is proposed below the BFE. 417 River's Bend Drive 3 Floodplain Development Permit 3. The danger that materials may be swept onto other lands to the injury of others. N/A. No materials are to be constructed within the BFE. 4. The compatibility of the proposed use with existing and anticipated development. The proposed development is of a single-family home located within a residential zone. 5. The safety of access to the property in times of flood for ordinary and emergency vehicles. The driveway access to the residence was designed with a low point of 6038.40, well above the BFE of 6035.00. 6. The costs of providing governmental services during and after flood conditions, including maintenance and repair of streets and bridges, and public utilities and facilities such as sewer, gas, electrical, and water systems. The development will not increase the cost of emergency services. The access driveway is located above the BFE. See response to #5 above. 7. The expected heights, velocity, duration, rate of rise, and sediment transport of the flood waters and the effects of wave action, if applicable, expected at the site. N/A. All construction to take place above the BFE. 8. The necessity to the facility of a waterfront location, where applicable. N/A 9. The availability of alternative locations, not subject to flooding or erosion damage, for the proposed use. N/A 10. The relationship of the proposed use to the Comprehensive Plan for that area. The proposed single-family residence is located within a residential subdivision. 2.3 Garfield County Land Use and Development Code 4-203 In the following section lines from the Garfield County Land Use and Development Code are shown in italics while an explanation of compliance is shown non -italic. 4-203 O. Floodplain Analysis 417 River's Bend Drive 4 Floodplain Development Permit When a project is located within a Special Flood Hazard Area, if there is an indication or suggestion that a project is located in a SFHA, or if a project is a division of land or a PUD over 5 acres in size or proposes 50 lots or greater, the application must include a Floodplain Analysis. 1. Floodplain Specific Site Plan. The Applicant shall submit a Site Plan with specific information pertaining to the SFHA and shall include the following elements. The Floodplain Administrator may require, or the Applicant may choose to submit, a more detailed version of all or part of the Site Plan. Any elevation information shall be provided in the North American Vertical Datum of 1988.Surveyor. a. Base Flood boundary and water surface elevations See included FIRM b. Floodway boundary See included FIRM c. Channel of water course See included FIRM d. Existing and proposed topographic contours shown at vertical intervals of no greater than 2 feet See included site plan e. A certificate from a qualified professional engineer or architect that the nonresidential flood - proofed structure shall meet the flood proofing criteria in section 3-301- C-2, Specific Standards for Nonresidential Construction. N/A. This is a residential development. 3. An elevation certificate from a qualified professional surveyor, engineer or architect that certifies that all residential construction and mechanical equipment will be at least 1 foot above BFE. See included elevation certificate. 4. Description of the extent to which any watercourse or natural drainage will be altered or relocated as a result of proposed development. No alteration of the natural watercourse will occur. All development is to be done above the BFE 5. An engineer's report completed by a qualified professional engineer experienced in hydrology or hydraulics, using a methodology acceptable to FEMA or the CWCB, that address the standards in section 3-301. B -G. of this Code. This report has explained how the proposed development complies with all applicable code. See included documents and subsequent sections of this report. 3.0 Floodplain Analysis The property is located within Flood Zone A4, defined as an area which will be inundated by the 100 -year flood. By overlaying a recent satellite image and the FIRM panel it can be determined that the BFE for the property is located at 6035.00. This method was chosen because the property is located on a FIRM panel with no information to locate the property on Flood Profiles within the Flood insurance Study of Garfield County. A conservative design was proposed because of this methodology and the lowest proposed FFE has been set at 6039.00. It has been determined that the residence will be protected from any flooding by being built a minimum of four feet above the BFE. No alterations to existing grade will take place below the BFE, ensuring natural watercourses will remain unchanged over the course of construction. 4.0 Site Grading The projected location is currently a vacant lot. The lot is relatively flat with and mean elevation of 6037.00. The site slopes east to west towards the Roaring Fork River. 5.0 Flood Damage Protection The proposed residence will tie all utilities to existing systems. The proposed service lines will be watertight, as well as being designed under grades located above the BFE. 417 River's Bend Drive 6 Floodplain Development Permit By locating the residence at a FFE of 6040.00, it will be sufficiently protected from a BFE of 6035.00. 6.0 Conclusion The proposed property has been designed with consideration of flood protection. During the design process, the Garfield County Land Use and Development Code was reviewed to ensure compliance since the property is located within the 100 -year floodplain.
